A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, PROVIDING FOR THE CITY OF MIAMI BEACH
TO BECOME A MEMBER OF THE AMERICAN FLOOD
COALITION.
WHEREAS, floods are the most common and destructive natural disaster in the
United States and Florida; and
WHEREAS, proactively investing to prevent flooding is a wiser use of resources
than spending on flooding recovery, as exemplified by FEMA research showing that $1
of spent on disaster prevention saves up to $7 in recovery costs; and
WHEREAS, the American Flood Coalition (the "Coalition") is a nonpartisan
Section 501(c)(3) nonprofit organization that brings together a variety of stakeholders,
including elected officials, cities and counties, businesses, military, local leaders, and
civic groups to advance national solutions that support flood -affected communities and
protect our nation's residents, economy, and military installations; and
WHEREAS, through their work, the American Flood Coalition supports
communities investing in adaptation through dedicated federal funding and incentives,
such as adaptation trust funds, revolving loans funds, and tax breaks; and
WHEREAS, the Coalition also facilitates the exchange of best practices among
flood -affected communities, and broadens available financing methods for flood
infrastructure projects in ways that engage the private sector, such as public-private
partnerships and low-interest debt financing; and
WHEREAS, the Coalition is guided by four (4) solution pillars:
• Economy: invest in infrastructure and natural solutions that boost the
economy and protect property values
• Communities: use smart planning to keep communities safe and save
taxpayer dollars
• Rebuilding: building back stronger to protect communities from future flooding
• Military: ensure our military installations are ready to deploy 365 days a year;
and
WHEREAS, national coordination and support are necessary for communities to
fully address the challenge of flooding and sea level rise, and the American Flood
Coalition provides a platform advocating for national solutions to flooding and sea level
rise that invest in and protect our coastal communities; and
WHEREAS, as a coastal barrier island, the City is extremely vulnerable to
environmental threats such as flooding; and
WHEREAS, the City has launched several resiliency projects to combat flooding,
and address sea level rise, including First Street Neighborhood Improvement Project,
which includes critical life safety and property protection improvements to the area
along First Street, such as elevating roads to eliminate tidal flooding, as well as cultural
and aesthetic benefits, such as improving street lighting and sidewalks to beautify the
neighborhood; and
WHEREAS, the Indian Creek Flood Mitigation Project aims to improve storm
water drainage on Indian Creek Drive, including completing the stormwater pump
station at 32nd Street, as well as rebuild and raise the roadway and sidewalk on Indian
Creek Drive between 26 Street and 41 Street; and
WHEREAS, flooding and sea level rise are important issues that our residents
deserve to understand, and the American Flood Coalition provides opportunities and
tools to communicate with residents on flooding challenges and solutions; and
WHEREAS, neighboring municipalities that are also threatened by sea level rise,
such as Surfside, Bay Harbor, Bal Harbour Village, Golden Beach, City of Miami, North
Bay Village, and Key Biscayne, have all have recognized the importance of the
American Flood Coalition and have joined the organization; and
WHEREAS, the Mayor and City Commission find that joining the American Flood
Coalition will promote the welfare of the City's residents and ensure the prosperity of the
City's economy by accelerating solutions to sea level rise and flooding.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby provide for the City of Miami Beach to become a member of the
American Flood Coalition.
