Resolution 2021-31961A RESOLUTION NO. 2 O 2 1 3 19 6 1 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE ADMINISTRATION TO INCLUDE A COMPREHENSIVE CAPITAL PLANNING OVERVIEW AS A SEPARATE ITEM AT ANY SUCH MEETINGS WHERE DISCUSSIONS PERTAINING TO ANY GENERAL OBLIGATION BOND ISSUANCE FOR ARTS AND CULTURE CAPITAL PROJECTS TAKE PLACE, CONSISTING OF AN ITEMIZED LIST OF ALL PROPOSED CITY CAPITAL IMPROVEMENT PROJECTS (WHETHER SUCH PROJECTS ARE CURRENTLY FUNDED OR UNFUNDED), INCLUDING, BUT NOT LIMITED TO, THE CITY'S WATER AND SEWER SYSTEM, STORMWATER SYSTEM, PUBLIC SEAWALLS AND OTHER RESILIENCY CAPITAL PROJECTS, NEIGHBORHOOD IMPROVEMENT PROJECTS, AND OTHER UNFUNDED PROJECTS SUCH AS THE POLICE HEADQUARTERS, AND FIRE STATION #1, AMONG OTHERS, IN ORDER TO PROVIDE THE MAYOR AND CITY COMMISSION WITH A HOLISTIC, MACRO VIEW OF THE CITY'S CURRENT AND FUTURE CAPITAL NEEDS, WITH SUCH OVERVIEW LISTING EACH PROJECT, THE ANTICIPATED EXPENDITURES FOR EACH PROJECT BY YEAR, AND THE PROPOSED AND POTENTIAL SOURCES OF FUNDING FOR EACH PROJECT. WHEREAS, at its October 22, 2021 meeting, the Finance and Economic Resiliency Committee (the "Committee") discussed issuing a General Obligation Bond (GO Bond) to fund arts and culture capital projects within the City; and WHEREAS, following the discussion, the Committee issued a direction to staff to work on an inventory of needs for the City's arts and cultural assets, as well as a recommendation to continue the discussion at a Commission Strategic Planning workshop in January 2022; and WHEREAS, the Mayor and City Commission have taken a leadership role in addressing the City's capital needs, including climate change issues, and City-wide infrastructure resiliency projects; and WHEREAS, on February 12, 2020, the Mayor and City Commission adopted Resolution No. 2020-31187, directing the Administration to prepare an "Infrastructure Resilience Budget" for all proposed improvements to the City's stormwater system, water and sewer system, and public seawalls anticipated to be performed within the next ten ( 10) years or more, and requiring approval of the Infrastructure Resilience Budget prior to adopting any increase in fees to fund the proposed improvements; and WHEREAS, as part of any discussions concerning a GO Bond issuance for Arts and Culture capital projects, the Mayor and City Commission will benefit from a better understanding of City's overall capital planning needs, in order to permit the City to properly prioritize projects and prepare global strategies to address City's capital improvement projects; and WHEREAS, as such, the Mayor and City Commission direct the Administration to include a Comprehensive Capital Planning Overview, as a separate item, during any meetings where discussions pertaining to a GO Bond issuance for Arts and Culture take place, in order to provide the Mayor and City Commission with a holistic, macro view on City's current and future capital needs; and WHEREAS, the Comprehensive Capital Planning overview should include, at a minimum, an itemized list of all proposed City capital improvement projects (whether such projects are currently funded or unfunded), including the City's water and sewer projects, stormwater projects, public seawalls and other resiliency capital projects, neighborhood improvement projects, and other unfunded projects such as the Police Headquarters, and Fire Station #1, among others; and WHEREAS, as part of the Comprehensive Capital Planning overview, the Administration shall include its best estimates for anticipated expenditures for each project by year (based on all available information, such as the costs of prior similar projects); and concisely identify the proposed and potential sources of funding for each of the projects; and WHEREAS, to promote sound budgetary decision making, development of the Comprehensive Capital Planning overview would assist the City Commission in assessing the City's capital improvement needs, and aid in the decision making process regarding prioritization of projects, timing of projects, and scope of projects, based on the limited resources available; and WHEREAS, the planning of the recent GO Bond projects, with a total program budget of $439 million, has demonstrated the benefits of a disciplined and transparent approach for the planning and prioritization of projects, which approach should be followed for the City's discussions concerning GO Bond issuance for Arts and Culture capital projects. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the Administration to include a Comprehensive Capital Planning Overview as a separate item at any such meetings where discussions pertaining to any General Obligation Bond issuance for Arts And Culture capital projects take place, consisting of an itemized list of all City capital improvement projects (whether such projects are currently funded or unfunded), including, but not limited to, the City's water and sewer system, stormwater system public seawalls and other resiliency capital projects, neighborhood improvement projects, and other unfunded projects such as the Police Headquarters, or Fire Station #1, among others, in oder to provide the Mayor and City Commission with a holistic, macro view on City's current and future capital needs, with such overview listing each project, the anticipated expenditures for each project by year, and the proposed and potential sources of funding for each project.
