Resolution 2022-32000RESOLUTION NO. 2022-32000 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE ADMINISTRATION TO EVALUATE OPPORTUNITIES AND DEVELOP A PLAN, IN FURTHERANCE OF THE CITY'S SUSTAINABILITY GOALS, TO EXPAND ELECTRIC VEHICLE ("EV") CHARGING INFRASTRUCTURE THROUGHOUT THE CITY, INCLUDING POTENTIAL LOCATIONS FOR ADDITIONAL EV CHARGING STATIONS; ESTIMATED COSTS OF INSTALLATION AND MAINTENANCE; POTENTIAL FUNDING SOURCES FOR THE PROGRAM, INCLUDING BUT NOT LIMITED TO GRANT FUNDING AND IMPOSITION OF USER FEES; AND POSSIBLE OPPORTUNITIES TO EXPAND THE CITY'S PARTNERSHIP WITH ITS CURRENT EV CHARGING VENDOR AND/OR COLLABORATE WITH NEW PARTNERS, THE AUTOMOTIVE INDUSTRY, RETAIL BUSINESSES, AND OTHER GOVERNMENT AGENCIES TO PROMOTE THE USE OF EVS AND EXPAND LEVEL 3 CHARGING CAPABILITY THROUGHOUT THE CITY. WHEREAS, the City of Miami Beach (the "City") has the authority to enact laws which promote the public health, safety and general welfare of its citizens; and WHEREAS, the City declares that it is in the interest of the public health, safety, and welfare of its residents and visitors to reduce pollutants in the air, on the lands, and in the waters of the City; and WHEREAS, greenhouse gas ("GHG") emissions from gasoline and diesel -powered vehicles trap heat in the atmosphere and contribute to the warming of the Earth; and WHEREAS, GHG emissions also contribute to sea level rise, which is a growing and imminent threat to the health, safety, and welfare of residents, visitors, and businesses in Miami Beach; and WHEREAS, the City has endorsed the pledge in the Global Covenant of Mayors for Climate & Energy to reduce GHG emissions at the City -level, track progress, and enhance resilience to climate change, in a manner that is consistent with and complimentary to national level climate protection efforts; and WHEREAS, electric vehicles generate reduced GHG emissions as compared to gasoline and diesel -powered vehicles; and WHEREAS, the availability of strategically placed electric vehicle ("EV") charging stations throughout the City promotes the use of electric vehicles by making them convenient and readily available; and WHEREAS, EV charging stations are classified into three levels: level one, level two, and level three, based on electric current and charging speed; and WHEREAS, level three chargers ("Level 3") are the fastest available in the EV space and are those chargers which are generally capable of charging EVs at a range of three (3) to twenty (20) miles per minute; and WHEREAS, benefits to the City from increased EV use include improved air quality, quieter and more livable streets, and decreased dependency on fossil fuels; and WHEREAS, if EV charging stations are not readily available, the driving public may be hesitant to invest in an EV due to "range anxiety" and as such, expansion of EV charging stations is necessary for this technology to flourish; and WHEREAS, the City is currently under contract with Blink Charging Company ("Blink") to install and maintain chargers for EVs in City parking facilities; and WHEREAS, there are limited options for residents and visitors to charge EVs; and WHEREAS, outside of City facilities with EV charging stations, residents of the City have expressed a particular interest in expanding EV charging options throughout the City, including Level 3 chargers, which would operate to increase charging speed and efficiency over existing chargers; and WHEREAS, because certain City -owned parking garages are older, the City's existing power infrastructure poses obstacles to the installation and use of Level 3 technology; and WHEREAS, the Administration has consulted with Blink, Tesla Inc., and energy vendors to identify solutions to provide improvements to existing EV chargers and to determine how the City could purchase and implement Level 3 technology; and WHEREAS, Level 3 technology has evolved, and more drivers are choosing electric vehicles, warranting a fresh look into this issue. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the Administration to evaluate opportunities and develop a plan, in furtherance of the City's sustainability goals, to expand EV.charging infrastructure throughout the City, including potential locations for additional EV charging stations; estimated costs of installation and maintenance; potential funding sources for the program, including but not limited to grant funding and imposition of user fees; and possible opportunities to expand the City's partnership with its current EV charging vendor and/or collaborate with new partners, the automotive industry, retail businesses, and other government agencies to promote the use of EVs and expand Level 3 Charging capability throughout the City.
