SUBJECT: Surface Parking Lot and Seawall at Biscayne Beach (8100 Hawthorne Avenue)
The purpose of this Letter to Commission is to provide an update to the Mayor and City
Commission regarding the status of the new Surface Parking Lot and Seawall project in the
Biscayne Beach neighborhood.
During recent years, the Biscayne Beach neighborhood has expressed a real need for
additional parking. On September 16, 2020, pursuant to Invitation to Bid (1TB) No.20-237-
01, for the Surface Lot and Seawall at Biscayne Beach project, the City Commission
awarded the construction contract to ENCO, LLC.
The parking lot is located at 8100 Hawthorne Avenue, a City owned property. The lot is
adjacent to an existing waterway and shares the site with an existing sanitary sewer lift
station. The project scope consisted of construction of an at grade parking lot including 28
parking spaces, new drainage system, landscaping, irrigation system, picket fencing and
precast concrete wall, lighting system, automobile charging station, and of resilient
infrastructure features such as a new raised seawall and pervious pavement.
It is a pleasure to announce that, as of March 14, 2022, this new parking lot is substantially
complete and open to the public.
