RESOLUTION NO. 2022-32113
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO
EXPLORE THE UTILITY AND VIABILITY OF THE CITY, BY AND THROUGH
ITS FIRE DEPARTMENT, ENTERING INTO A MEMORANDUM OF
UNDERSTANDING (MOU) WITH THE ISRAELI HOME FRONT COMMAND,
FOR THE PURPOSE OF ESTABLISHING A FRAMEWORK TO INITIATE,
DEVELOP AND FACILITATE BILATERAL COOPERATIVE TRAINING AND
ACTIVITIES THAT WILL CONTRIBUTE TO THE SEARCH AND RESCUE
CAPABILITIES OF BOTH PARTIES.
WHEREAS, the collapse of the thirteen (13) story Champlain Towers South apartment
building in the early morning hours of June 24, 2021, that resulted in the death of ninety-eight(98)
residents, was one of the greatest tragedies in the history of South Florida; and
WHEREAS, in addition to the participation of search and rescue teams from various
municipalities, including Miami-Dade County and the City of Miami Beach, the State of Israel sent
a delegation of experts from the Israeli Home Front Command's International Search and Rescue
team to assist in the massive search and rescue undertaking; and
WHEREAS, in a valiant effort to save lives, the Israeli, County and City rescue teams
worked under austere conditions and developed deep professional bonds; and
WHEREAS, this collaborative response provided a rare opportunity to advance and
develop doctrine to be utilized at catastrophic events in both Israel and in the City or County; and
WHEREAS, through a willingness to share methods, training and doctrine, both teams
can improve their rescue operation tactics and concepts; and
WHEREAS,the purpose of the MOU would be to establish the terms and conditions under
which the City's Fire Department and the Israeli Home Front Command would jointly develop and
facilitate cooperative rescue training and activities; and
WHEREAS, Miami-Dade County, through the Miami-Dade County Fire Rescue
Department, is also considering entering into an MOU with the Israeli Home Front Command, as
set forth in "Attachment A" hereto.
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby direct the City
Administration to explore the utility and viability of the City, by and through its Fire Department,
entering into a Memorandum of Understanding (MOU)with the Israeli Home Front Command, for
the purpose of establishing a framework to initiate, develop and facilitate bilateral cooperative
training and activities that will contribute to the search and rescue capabilities of both parties.

MEMORANDUM OF UNDERSTANDING
BETWEEN MIAMI-DADE COUNTY
AND THE
STATE OF ISRAELI HOME FRONT COMMAND
This Memorandum of Understanding is between MIAMI DADE COUNTY, THROUGH
MIAMI DADE FIRE RESCUE DEPARTMENT, located at 9300 NW 41st Street, Dora!,
Florida 33178, AND THE STATE OF ISRAELI'S HOME FRONT COMMAND located at
Ramla 104, Israel, Rehavam Ze'evi Camp, Postal Code 7243701, hereinafter referred to
collectively as "Participants."
1. PURPOSE
The Participants intend to establish a framework to initiate, encourage, develop
and facilitate bilateral cooperative activities that will contribute to the search and
rescue capabilities of both Participants.
2. OBJECTIVES
The Participants agree to:
a. Two (2) annual exchange visits for in-person training.
b. Facilitating a systemic exchange of knowledge, personnel and information.
c. Developing an approach to identify shared priorities, including best
practices related to search and rescue.
d. Providing comparable access to government-sponsored or government-
supported facilities for visiting search and rescue staff.
e. Enabling the exchange of information and materials on matters related to
this, Memorandum of Understanding consistent with applicable national
laws, policies and directives.
3. TERM AND EFFECT OF AGREEMENT; MEANS OF CANCELLATION
a. The no-cost MOU shall be in effect for a 7-year term with two options to
renew, each for an additional 7-year term.
b. This MOU shall be effective beginning on the date executed by all
Participants.

c. This MOU may be modified only by a written instrument executed by the
Participants.
d. This MOU may be cancelled by either participant upon providing thirty (30)
days written notice.
e. When this MOU is fully executed, a copy shall be provided to both
Participants so that both members may be fully aware of the powers,
limitations, and expectations applicable to search and rescue members
and operations.
f. By signing the MOU, each representative represents that he or she is fully
authorized to enter into this MOU, and that the Participant for which the
representative is signing accepts the terms, responsibilities, obligations
and limitations of this MOU, and agrees to bound thereto to the fullest
extent allowed by law.
4. POWERS, PRIVILEGES, COSTS, LIABILITY AND RELATED ISSUES
a. A Participant engaging in any activities pursuant to this MOU agrees to
assume its own liability and responsibility for the acts, omission, or
conduct of such Participant's own employees while such employees are
engaged in bilateral cooperative activities. All personnel assigned remain
• ultimately accountable to their respective employing agencies. In turn,
each employing agency remains responsible for such employees and
assumes any liability for the actions of its employee. Each agency is
individually responsible, if needed, to secure supplemental insurance as
may be desired to cover potential losses or liabilities associated with the
bilateral cooperative activities.
b. Each Participant to this MOU agrees to furnish necessary personnel,
property, fire equipment, vehicles, resources, and facilities for training
purposes to the other Participant to this MOU to effectuate the purposes of
this MOU. Participants understand and agree that they will be responsible
for their own liability and bear their own costs regarding their property and
resources, or personnel expenses incurred by reason of death, injury or
incidents giving rise to liability. This provision shall not preclude, as
otherwise authorized herein, the purchase of administrative support
property or resources.
