A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF MIAMI
BEACH, FLORIDA, ENDORSING, IN CONCEPT, THE CREATION OF A
FLAGLER MONUMENT ISLAND CONSERVANCY; DIRECTING THE
CITY ADMINISTRATION TO EXPLORE ALL OPTIONS RELATED TO
MAINTENANCE, SECURITY, AND PROGRAMMING OF MONUMENT
ISLAND, INCLUDING THE POTENTIAL CREATION OF AN ADVISORY
BOARD; FURTHER DIRECTING THE CITY ADMINISTRATION TO
CONDUCT COMMUNITY OUTREACH REGARDING THE
CONSERVANCY, AND REFERRING THE ITEM TO THE PUBLIC
SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE FOR
REVIEW AND DISCUSSION.
WHEREAS, the City of Miami Beach (the "City") hosts approximately 13.3 million
visitors each year, and is considered one of the world's most popular tourist destinations
because of its beaches, and opportunities for boating and related aquatic sports and
recreational activities; and
WHEREAS, Flagler Memorial Island, also known as the Flagler Monument Island
(the "Monument Island"), is an uninhabited artificial island located within the City of Miami
Beach (the "City") and Biscayne Bay; and
WHEREAS, due to its proximate location to South Beach, Monument Island
attracts an extensive amount of people, creating excessive noise and nuisances, which
adversely impacts the quality of life of residents in the surrounding area, including
residents along West Avenue, Belle Isle, the Venetian Islands, Hibiscus Island, and Star
Island; and
WHEREAS, alcohol consumption, drug use, and general reckless activities
proliferate on Monument Island and in the areas surrounding the island, as people drink,
party, and engage in debauchery; and
WHEREAS, a park conservancy is a model that may serve to fill in the gaps of
municipal park programs, including engaging in fundraising for gifts and bequests,
advocating for parks or park systems, and overseeing the use of donations made to the
conservancy, for the benefit of parks; and
WHEREAS, examples of successful conservancies is the Central Park
Conservancy in New York, and the Golden Gate National Parks Conservancy in
California; and
WHEREAS, establishing a parks conservancy for Monument Island in the City of
Miami Beach would supplement and support the City's Parks and Recreation Department
by creating a structure for the City to fundraise for Monument Island, to seek and receive

donations and bequests for the benefit of Monument Island-related maintenance,
restoration and security; and
WHEREAS, the Monument Island Conservancy would be governed by an advisory
board comprised of civic and community leaders appointed by the City Commission with
the powers and duties to fundraise and receive donations and bequests for the benefit of
the island, oversee the use of the funds, as well as volunteer and other advocacy efforts,
all of which would be exclusively dedicated for the benefit of Monument Island.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby endorse, in concept, the creation of a Flagler Monument Island
Conservancy; direct the City Administration to explore all options related to maintenance,
security, and programming of Monument Island, including the potential creation of an
advisory board; further direct the City Administration to conduct community outreach
regarding the conservancy, and refer the item to the Public Safety and Neighborhood
Quality of Life Committee for review and discussion.401/
