Resolution 2022-32144 RESOLUTION NO. 2022-32144 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE MEETING AT ITS MARCH 29, 2022 MEETING, AND APPROVING THE CREATION OF A DOG PARK AREA WITHIN FAIRWAY PARK. WHEREAS, during the January 20, 2021 City Commission meeting, the Mayor and City Commission referred to the Neighborhood and Quality of Life Committee a discussion regarding creating a dog park in Fairway Park, located at 201 Fairway Drive; and WHEREAS, at its March 29, 2022 meeting, the Public Safety and Neighborhood Quality of Life Committee (formerly known as the Neighborhood and Quality of Life Committee) recommended the approval of the creation of a dog park within Fairway Park, such creation including a fenced-in area, dog waste station, trash & recycling bins, signage and permitting costs; and WHEREAS, currently, a dog park exists within a 10-minute walking distance from the Fairway park at the intersection of Rue Vendome and Biarritz Drive; and WHEREAS, other nearby dog parks can be found at North Beach Oceanside Park, located at Collins Avenue and 81st Street, and at Stillwater Park, located at 8440 Hawthorne Avenue; and WHEREAS, a need for a dog park at Fairway Park has been identified previously, and has been included in the scope of work for Phase II of the Fairway Park Improvements Project; and WHEREAS, Phase I of the Fairway Park Improvements Project was completed, and Phase II of the Fairway Park project is programmed to be spilt funded in FY 2023 and FY 2024; and WHEREAS, based on the expected capital project funding schedule, the dog park can be created during FY 2024 or later; and WHEREAS, during the Committee's March 29, 2022 meeting, the Committee's approval of the creation of the dog park included providing a fenced-in area, dog waste station, trash & recycling bins, signage and permitting costs; and WHEREAS, the creation will not include water fountains, as this area is temporary, and will be developed further during Phase II of the Fairway Park project; and WHEREAS, the Parks and Recreation Department will cover the cost of this project with available funds in their FY 2021-2022 operating budget; and WHEREAS, the total estimated cost of the project will be $24,500.00. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission approve the recommendation of the Public Safety and Neighborhood Quality of Life Committee at its March 29, 2022 meeting, and approve the creation of a dog park area within Fairway Park. BACKGROUND/HISTORY During the January 20, 2021 City Commission meeting, Commission passed a referral to the Neighborhood and Quality of Life Committee to discuss creating a dog-park in Fairway Park. At the March 29, 2022 Public Safety and Neighborhood Quality of Life Committee meeting, the Committee motioned to approve the creation of a temporary dog park within Fairway Park. ANALYSIS A need for a dog park was identified at Fairway Park(201 Fairway Drive)and has been included in the scope of work for Phase I I of the Fairway Park Improvements Project. Phase I of the Fairway Park Improvements Project was completed,and Phase II of the Fairway Park project is programmed to be spilt funded in FY2023 and FY 2024. Based on the expected capital project funding schedule, the permanent dog park can be created during FY 2024 or later. Currently, a dog park exists within a 10-minute walking distance at the intersection of Rue Vendome and Biarrtiz Drive. During the Public Safety and Neighborhood Quality of Life Committee meeting on March 29, 2022, the Committee approved the creation of the temporary dog park, which will include providing a fenced-in area, dog waste station, trash & recycling bins, signage and permitting costs.
