A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
MIAMI BEACH, FLORIDA, DECLARING MAY 17, 2022 AS "DAY
AGAINST HOMOPHOBIA, TRANSPHOBIA, AND BIPHOBIA" IN
THE CITY OF MIAMI BEACH, AND DESIGNATING THE MONTH
OF JUNE 2022 AS LGBTQ PRIDE MONTH IN THE CITY OF MIAMI
BEACH.
WHEREAS, the International Day Against Homophobia, Transphobia and
Biphobia, celebrated annually on May 17, was created in 2004 to draw the attention to
the violence and discrimination experienced by lesbian, gay, bisexual, transgender,
intersex people and all other people with diverse sexual orientations, gender identities or
expressions, and sex characteristics; and
WHEREAS, the date of May 17 was specifically chosen to commemorate the
World Health Organization's decision in 1990 to declassify homosexuality as a mental
disorder; and
WHEREAS, May 17 is now celebrated in more than 130 countries, including 37
countries where same-sex acts are illegal; and
WHEREAS, LGBTQ Pride Month is celebrated each year during the month of
June, in commemoration of the 1969 Stonewall Uprising — an incident sparked by a
police raid on the Stonewall Inn, a gay bar in New York City's Greenwich Village; and
WHEREAS, the Stonewall Uprising became an important rallying cry for the
nascent gay rights movement; and
WHEREAS, the actions of the police sparked six days of heavy protests and
violent clashes with law enforcement; and
WHEREAS, the courageousness and valor displayed by the members of the
LGBTQ community in the Stonewall Uprising served as a catalyst for the Gay Rights
Movement around the world; and
WHEREAS, what started as "Gay Pride Day" (formerly celebrated on the last
Sunday in June) slowly grew to encompass a month-long series of events, which
eventually evolved into Gay Pride Month; and
WHEREAS, Gay Pride Month commemorates the impact that the LGBTQ
community has had on local, national, and international history; honors members of the
LGBTQ community who have been lost to hate crimes and HIV/AIDS; and features
celebrations such as pride parades, picnics, parties, workshops, and concerts; and
WHEREAS, during the last decade, our country has made tremendous strides in
the LGBTQ equality movement, including legalizing gay marriage nationwide, electing
LGBTQ elected officials on local, state, and federal levels, the repeal of the "Don't Ask,
Don't Tell" policy; and
WHEREAS, in addition to celebrations of LGBTQ achievements and progress,
Gay Pride celebrations stand against a longstanding and continued history of
discrimination and violence toward the LGBTQ community; and
WHEREAS, unfortunately, despite major gains by the LGBTQ equality movement,
the LGBTQ community once again is being targeted by a slew of transphobic and
homophobic bills introduced and adopted across the country, including the state of
Florida; and
WHEREAS, in July 2021, joining the states of South Dakota, Mississippi,
Arkansas, Alabama West Virginia, and Tennessee, Governor Ron DeSantis signed a bill
banning transgender youth from playing on school sports teams that align with their
gender identity; and
WHEREAS, on March 28, 2022, Governor Ron DeSantis signed a bill widely
known as the "Don't Say Gay" bill which prohibits school districts from allowing classroom
discussion about sexual orientation or gender identity, sending a chilling message to
Florida LGBTQ youth that their sexuality and identity are something that must be hidden,
and prohibited; and
WHEREAS, also this year, Texas Governor Greg Abbott issued a letter to Texas
state health agencies announcing that delivering gender-affirming medical
treatments to transgender youths "constitutes child abuse" under state law, and ordered
state child welfare officials to launch child abuse investigations into reports of transgender
kids receiving gender-affirming care; and
WHEREAS, in April 2022, the state of Alabama enacted a bill criminalizing medical
care for trans youth, making it a felony punishable by up to 10 years in prison to provide
medical care including hormone treatment and puberty blockers to minors, and banned
trans students from using bathrooms that match their identity; and
WHEREAS,what makes these recent legislative attacks more insidious is that they
target the society's most vulnerable: children; and
WHEREAS, this year we must reflect not only on the progress that has been made
in the national and global effort to advance human rights, but also on the specific
challenges that remain for members of LGBTQ communities in the U.S. and around the
world; and
WHEREAS, in addition to celebrations of LGBTQ achievements and progress,
Gay Pride celebrations stand against a longstanding and continued history of
discrimination and violence toward the LGBTQ community; and
WHEREAS, the Mayor and City Commission support the goals and ideals of an
International Day Against Homophobia, Transphobia, and Biphobia, and Pride Month
celebrations, and stand together with, and in support of, all members of the LGBTQ
community as we strive to ensure justice and protection for all.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and the City
hereby declare May 17, 2022 as "Day Against Homophobia, Transphobia, and Biphobia"
in the City of Miami Beach, and designate the month of June 2022 as LGBTQ Pride Month
- in the City of Miami Beach.
