A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING
FUNDING,AND APPROVING AND AUTHORIZING (AND,AS TO
CERTAIN AGREEMENTS, RETROACTIVELY APPROVING
AND AUTHORIZING) THE CITY MANAGER, OR HER
DESIGNEE, TO REQUEST AND ACCEPT FUNDING ,
(INCLUDING MATCHING FUNDS AND ANY RELATED CITY
EXPENSES) AND EXECUTE ANY AND ALL DOCUMENTS OR
AGREEMENTS IN CONNECTION WITH FISCAL YEAR 2023
FEDERAL APPROPRIATION REQUESTS.
WHEREAS, the Administration intends to submit federal appropriations requests
for the FY 2023 appropriations session; and
WHEREAS, Dade Boulevard Sewer Replacement Project has had five breaks
since March 2021, resulting in sewer system overflows and significant costs in emergency
repairs; and
WHEREAS, the Dade Boulevard Sewer Replacement Project needs the
emergency replacement of 3,600 LF of pipe and there is an estimated $4 million in
unforeseen additional costs; and
WHEREAS, the Dade Boulevard Sewer Replacement Project is a design-build
project, and the estimated completion date is 2023; and
WHEREAS, Sunset Islands Sewer Replacement Project has had three breaks
since July 2021 resulting in the emergency temporary replacement of subaqueous pipe
and design is currently underway for this project; and
WHEREAS, there is an estimated $1.2 million in unforeseen additional costs for
this project; and
WHEREAS, the estimated completion date for this project is in 2023; and
WHEREAS, the City of Miami Beach, in collaboration with the Sabrina Cohen
Foundation is spearheading the creation of an Adaptive Fitness and Recreation Center
along with its all-inclusive park and playground,_ located at 5301 Collins Avenue; and
WHEREAS, the City is supporting this project by providing a multi-million-dollar
plot of oceanfront land to build the facility; and
WHEREAS, in addition to the land, the City, County, and State of Florida have
pledged funding for this project; and
WHEREAS, the Sabrina Cohen Foundation is undertaking the fundraising for the
development and the project will be a state-of-the-art health and wellness facility designed
exclusively for individuals with disabilities and will encourage participation, advocacy, and
research to help the members of our community; and
WHEREAS, the Center will combine physical fitness along with activities that
promote mental wellness and will accommodate visitors with a wide range of needs and
ages and will create meaningful opportunities for wellness for people living with disabilities
in their communities; and
WHEREAS, the project will be completed in phases, and the Administration
intends to request funding in the approximate amount of$1 million to be used for the park,
which includes components such as the playground, lighting, equipment and pavement.
WHEREAS, in recent years, there has been a significant increase in the frequency
and severity of hurricanes and other major weather events in the southeastern United
States which cause substantial loss of life and hundreds of billions of dollars in damage
and loss in impacted areas; and
WHEREAS, Mount Sinai Medical Center ("MSMC") is not eligible to apply directly
for appropriations requests, and in previous years has requested that the City apply on
their behalf; and
WHEREAS, last year the City applied on behalf of MSMC and Congress passed,
and President Biden signed H.R. 2471, the "Consolidated Appropriations Act, 2022"
which provides full-year funding through September 30, 2022, for projects and activities
of the Federal Government, and, included in H.R. 2471 is an earmark award in the amount
of$7.65 million for the City of Miami Beach for Mount Sinai Medical Center; and
WHEREAS, this year, Mount Sinai Medical Center has again requested that the
City apply for an additional phase of funding on their behalf, in the amount of$7.65 million
to fund projects in their MSMC Resiliency Master Plan and if approved, the appropriation
funding will be used for emergency power systems, road improvements and flood
mitigation, HVAC and other systems and building hardening and funds will be used during
FY 2023 as part of a comprehensive plan to harden facilities at the hospital which serves
as an Emergency Command Center during emergencies; and
WHEREAS, the City is under an Agreement,with MSMC by which MSMC agrees
that it.will make any required cost share; and
WHEREAS, in addition to the above projects, there are other infrastructure
projects that the City will be pursuing through the Bipartisan Infrastructure Law, as the
opportunities become available, - for example, the City will be applying for funding to
replace its current fleet of diesel powered trolley vehicles with zero-emission electric
trolleys under a grant program funded under the Bipartisan Infrastructure Law.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively
approve and authorize) the City Manager, or her designee, to request and accept funding
(including matching funds and any related city expenses) and execute any and all
documents or agreements in connection with Fiscal Year 2023 Federal Appropriation
requests.

BACKGROUND/HISTORY
The Administration intends to submit federal appropriations requests for the FY 2023 session.
Information regarding the potential projects is included in the Analysis Section of this agenda
Item.
ANALYSIS
Dade Boulevard Sewer Replacement Project
This project has had five breaks since March 2021, resulting in sewer system overflows and
significant costs in emergency repairs. The Dade Boulevard Sewer Replacement Project
needs the emergency replacement of 3,600 LF of pipe and there is an estimated $4 million in
unforeseen additional costs. This is a design-build project, and the estimated completion date
is 2023.

The City of Miami Beach, in collaboration with the Sabrina Cohen Foundation is spearheading

sharing best practices with businesses,, nonprofits, and municipalities for creating meaningful
opportunities for wellness for people living with disabilities in their communities.
