Ordinance 2022-4487 ORDINANCE NO. 2022-4487 AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING CHAPTER 2 OF THE MIAMI BEACH CITY CODE, ENTITLED "ADMINISTRATION," BY AMENDING ARTICLE III, ENTITLED "AGENCIES, BOARDS AND COMMITTEES," BY AMENDING DIVISION 5, ENTITLED "CONVENTION CENTER ADVISORY BOARD," BY AMENDING SECTION 2-46 THEREOF, ENTITLED "ESTABLISHED; PURPOSE; POWERS AND DUTIES; COMPOSITION," TO AMEND THE COMPOSITION OF THE BOARD AND ADD A NONVOTING REPRESENTATIVE OF THE PALM VIEW NEIGHBORHOOD ASSOCIATION; AND PROVIDING FOR REPEALER, SEVERABILITY, CODIFICATION, AND AN EFFECTIVE DATE. WHEREAS, Palm View in the City of Miami Beach is a small neighborhood bounded by Dade Boulevard on the north, Lenox Court on the west, 17th Street on the south and Meridian Avenue to the east; and WHEREAS, a resident of the Palm View Neighborhood Association should be added as a nonvoting member of the Convention Center Advisory Board to represent the neighborhood regarding operations of the Convention Center, which is located across the street from the neighborhood. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: SECTION 1. Section 2-46 of Division 5, of Article Ill, or Chapter 2 of the City Code, entitled "Administration," is hereby amended as follows: CHAPTER 2 ADMINISTRATION * * * ARTICLE III. AGENCIES, BOARDS AND COMMITTEES * * * Division 5. Convention Center Advisory Board Sec. 2-46. Established; purpose; powers and duties; composition. (a) Established. There is hereby established the convention center advisory board, whose purposes, power and duties, composition, membership qualification and general governing regulations are as set forth in this section. (b) Purpose. The mission of the board is to act in an advisory capacity to the city commission on matters regarding operation of the convention center, to ensure that highest quality in management and operation by the management group of the Miami Beach Convention Center; to monitor and consult on the relationship of the Greater Miami and the Beaches Convention and Visitors Bureau with the Miami Beach Convention Center; and to ensure the highest quality of maintenance of the facilities. (c) Powers and duties. The powers and duties of the board are as follows: (1) To review, consult and advise on rates at the Miami Beach Convention Center. (2) To advise and give input on budget. (3) To maintain an ongoing relationship between the board and the city. (4) To review the marketing plan of the management group. (5) To monitor the booking policies and approve any recommended changes by the management group. (6) To advise and consult, review and recommend on multiyear contracts. (7) To review and monitor management and user contracts and agreements. (8) To review on a quarterly basis the maintenance of the buildings. (d) Composition. There shall be seven voting members of the board; the mayor and each commissioner shall make one direct appointment. The chairperson of the board of directors of the Miami Beach Chamber of Commerce or his designee, and sh�v rve .mac a nonvoting, ox o#inio member ,Tthe chairperson of the board of directors of the Greater Miami Convention and Visitors Bureau or his designee shall each serve as a nonvoting, ex officio member. An Aadministrative representatives from the management company for the Convention Center group, Greater Miami Convention and Visitors Bureau, and the city manager's office shall also serve as nonvoting, ex officio members. A resident of the Palm View Neighborhood Association shall serve as a nonvoting member. (e) Knowledge and experience. See subsection (d) of this section. (f) Supporting department. The supporting department of the board is the tourism and cultural development department. * * * SECTION 2. CODIFICATION It is the intention of the Mayor and City Commission of the City of Miami Beach, and it is hereby ordained that the provisions of this ordinance shall become and be made part of the Miami Beach City Code. The sections of this ordinance may be renumbered or relettered to accomplish such intention, and the word "ordinance" may be changed to "section," "article," or other appropriate word. SECTION 3. REPEALER All ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. SECTION 4. SEVERABILITY If any section, subsection, clause or provision of this Ordinance is held invalid, the remainder shall not be affected by such invalidity. SECTION 5. EFFECTIVE DATE.
