A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATIONS OF THE MIAMI BEACH HALL OF FAME
SELECTION COMMITTEE, AND RATIFYING THE INDUCTION OF
NORMAN BRAMAN, BARBARA CAPITMAN, GLORIA AND EMILIO
ESTEFAN, MORRIS LAPIDUS AND MATTI HERRERA BOWER AS
THE INAUGURAL MEMBERS OF THE CITY OF MIAMI BEACH
HALL OF FAME.
WHEREAS, on September 25, 2017, the City Commission adopted Resolution
No. 2017-29987 accepting the recommendations of the Neighborhood/Community
Affairs Committee ("NCAC") and approving the creation of a Miami Beach Hall of
Fame to be located on the South Concourse Wall of the Miami Beach Convention
Center, and the creation of a selection committee and selection process, as follows:
1. Selection Committee
A nine member Commission-appointed Selection Committee for the Hall of
Fame, plus two at-large members from the local community.
Appointees could be knowledgeable in the following fields of expertise:
1. Business
2. Education
3. Arts & Entertainment
4. Philanthropy
5. Sports
6. Public Service
7. Literature/History
2. Hall of Fame Eliaibilitv
A person would be eligible for induction to the City of Miami Beach Hall of
Fame if that person meets any or all of the following criteria:
• Had some significant impact on the City as a whole/made a lasting impact on
the City.
• Had significant ties to the City including:
Born in Miami Beach
Made Miami Beach his/her place of residence or
businessMade a positive and lasting impact on
Miami Beach
3. Nomination Process
Nomination packages would include the following:
▪ A letter of nomination, sent to the City Clerk listing the nominee's name;
submission of abiography that lists the reason for the
nomination; and a list of the major
accomplishment(s) of the nominee and how they relate to the City of Miami
Beach.
• As part of the nominating package, nominators must identify themselves
and theirrelationship to the nominee. Additional support letters from other
individuals supporting the
nomination could be included.
▪ All required items in the nomination package would be vetted and
confirmed by the CityClerk's office, including a review for any missing
or incorrect information. Nominators
would be given a grace period by which to correct any missing or incorrect
items, and thena deadline by which the nominating package must be
complete.
▪ Once complete and vetted by the City Clerk, this nomination package
would be sent to theoffice of Tourism, Culture, and Economic
Development, where staff would serve as liaison
to the Hall of Fame Selection Committee.
• The Selection Committee would determine how many inductees to
recommend each year.Potentially, three inductees each, with at least one
induction being a posthumous honor.
• The Selection Committee would then make its recommendations to the
Commission, andthe Commission would ratify the annual inductees.
• The City would establish a repeating selection process and annual date
at which time anevent to induct new honorees would take place each year;
and
WHEREAS, on June 1, 2018, in order to recognize remarkable individuals
that have made a lasting and significant impact on Miami Beach over the years, the
City asked the public to nominate deserving individuals for the Miami Beach Hall of
Fame; and
WHEREAS, the application deadline was extended through August 15, 2018
and a total of nineteen (19) completed applications were submitted to the City
Clerk's office; and
WHEREAS, City of Miami Beach Hall of Fame Selection (the "Selection
Committee") was established to review the applications, deliberate, and decide who
deserves the coveted recognition, with the first meeting of the City of Miami Beach
Hall of Fame Selection Committee held on Friday, September 14, 2018; and
WHEREAS, following the motions made by the Selection Committee in
regard to eligibility, sixteen (16) out of nineteen (19) applications were considered
eligible for further consideration; and
WHEREAS, on Friday, September 21, 2018, after a thorough discussion of
each nominee and review of applicant scoring, the Selection Committee passed a
motion recommending the following inductees into the inaugural 2018 City of Miami
Beach Hall of Fame:
1. Norman Braman
2. Barbara Capitman
3. Gloria and Emilio Estefan
4. Morris Lapidus; and
5. Matti Herrera Bower.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and
City Commission hereby accept the recommendations of the Miami Beach Hall of Fame
Selection Committee and ratify the induction of Norman Braman, Barbara Capitman,
Gloria and Emilio Estefan, Morris Lapidus and Matti Herrera Bower as the inaugural
members of the City of Miami Beach Hall of Fame.

CREATE A FAMILY LEGACY AWARD CATEGORY IN THE NOMINATION
PROCESS.
RECOMMENDATION
The Hall of Fame Selection .Committee recommends inducting the following individuals into the
inaugural 2018 City of Miami Beach Hall of Fame.
1. Norman Braman
2. Barbara Capitman
3. Gloria and Emilio Estefan
4. Morris Lapidus
The Hall of Fame Selection Committee also recommended the following be added to the criteria for
nominations in future years:
• Amend the eligibility requirements to include that no sitting elected or appointed public officials
at the state or local level would be eligible for the Miami Beach Hall of Fame.
• Create a "Legacy Award Category" in the future nomination process that would acknowledge
family contributions to the City of Miami Beach
BACKGROUND
This item was first presented at the January 11, 2017 City Commission meeting. The discussion for a
Hall of Fame arose due to the amount of individuals that have come forward seeking a means of
memorializing prominent figures who have shaped the Miami Beach community. Several options were

discussed at the January 11, 2017 City Commission meeting on how the Hall of Fame could be
organized. The City Commission suggested Administration look at an option within City Hall or an
imprint memorial in front of the Miami Beach Convention Center. The City Commission also asked
Administration to create a selection criteria and nomination process. The discussion of a Hall of
Fame was generated as a way to honor and acknowledge individuals whose efforts have enhanced
the heritage and cultural landscape of the City of Miami Beach. During the discussion, it was
recommended that currently serving elected officials would not be eligible and limiting the number of
hall of fame inductees per year.
The item was referred to the Neighborhood and Community Affairs Committee ("NCAC") for further
analysis and development of the nomination and selection criteria for the intended Miami Beach Hall
of Fame.
On September 25, 2017, the City Commission adopted Resolution No. 2017-29987 accepting the
recommendations of the NCAC and approving the creation of a Miami Beach Hall of Fame to be
located on the South Concourse Wall of the Miami Beach Convention Center, and the creation of a
selection committee and selection process, noted as follows:

ANALYSIS
To recognize remarkable individuals that have made a lasting and significant impact on Miami Beach
over the years, on June 1, 2018, the City asked the public to nominate deserving individuals for the
Miami Beach Hall of Fame. The application deadline was extended through August 15, 2018 and a
total of nineteen (19) completed applications were submitted to the City Clerk's office for
consideration of inclusion in the inaugural year of the Miami Beach Hall of Fame. The following
individuals were nominated:

A selection Committee was established to review the applications, deliberate and decide on who
deserved the coveted recognition. The first meeting of the City of Miami Beach Hall of Fame
Selection Committee was held on Friday, September 14, 2018. As part of the review process, the
following motions were made by the Hall of Fame Selection Committee in regard to eligibility of
nominees:
Sitting Elected Officials-State and Local
A motion to deem sitting elected officials at the State or Local level not eligible for the Miami Beach
Hall of Fame was passed unanimously.
Self-nomination
A motion to deem nominees that self-nominate not eligible for the Miami Beach Hall of Fame was

made and passed unanimously. .
Current Hall of Fame Selection Committee Members -
A motion to deem current Hall of Fame Selection Committee Members not eligible for the Miami
Beach Hall of Fame was passed unanimously.
Number of Inductees
A motion to consider up to five inductees for the inaugural Miami Beach Hall of Fame was passed
unanimously.
Following the motions made by the Hall of Fame Selection Committee in regard to eligibility, sixteen (16)
applications were considered eligible for further consideration.
On Friday, September 21, 2018, the City of Miami Beach Hall of Fame Committee reconvened. A
motion was passed to nominate Ileana Bravo-Gordon as Chair of the Miami Beach Hall of Fame
Selection Committee. After a thorough discussion of each nominee and review of applicant scoring,
the City of Miami Beach Hall of Fame Selection Committee passed a motion to recommend the
following inductees into the inaugural 2018 City of Miami Beach Hall of Fame:
1. Norman Braman
2. Barbara Capitman
3. Gloria and Emilio Estefan
4. Morris Lapidus
Applications submitted for each of the four inductees are included as part of Attachment 1.
In addition to the motions noted above, the Hall of Fame Selection Committee made a motion to
recommend the creation of a "Legacy Award Category" as in future years as part of the nomination
process that would acknowledge family contributions to the City of Miami Beach. A draft of the 2019
Hall of Fame Application, which reflects the recommendations of the Hall of Fame Selection
Committee, has been included (Attachment 2).
CONCLUSION
Administration recommends that the Mayor and City Commission accept the recommendation of the
City of Miami Beach Hall of Fame Selection Committee.

Dear Hall of Fame Committee,
Norman Braman moved from Philadelphia and retired to Miami Beach with his family
forty years ago. He became bored and went back to business expanding automobile
dealerships across Florida and the.nation..He became involved in;various.issues
regarding the betterment of the City.
In 1984 he led a small group of Holocaust survivors and children of survivors:to;create
the Miami Beach Holocaust Memorial. Today, two hundred thousand visitors attend
annually including tens of thousands of students from schools where they learn about
what took place across Europe at that time.
Norman and his wife Irma are major art collectors and have visited Art Basel in
Switzerland, where they would acquire art for many years. In.2000 he urged Art Basel to
come to Miami Beach and chaired their Host Committee for this event<fromits inception:
The event has transformed the City's image dramatically and has encouraged families
to attend each year. As well, hundreds of school buses filled with students attend the
event exposing young.people to-art. It.has`greatlyaricreased tourism and has°brought
visitors from across America and around the world for the past seventeen years. The
impact of this marquee event on Miami Beach is immeasurable.
Norman Braman is a major philanthropist and this year completed the new International. '
Contemporary Art Museum, a gift to Miami. It is freeand open:to the public seven days
a week.
Norman Braman has been a leader in this community on many.:fronts:and,islprobably:its
most respected person over the past several decades. I believe he has earned this
honor because of his dedication to doing what is best for his city.

Barbara Baer Capitman moved to Miami Beach with:her family from-Pittsburgh.,.Pennsylvania in_the

sell a vision of the Art Deco Style to developers,politicians,tourism and hotel interests,large property
owners,artists,fashion industry leaders and just about anyone else who would listen to her.Her vision

Beach,and use this historic preservation process as the economic engine to-revitalize the local.economy

and resourceful buildings—and to understand what they were,and to bring them back to glamorous life,
using all the technology and all the financing one would need to destroy them and then build some giant
nightmare of a building in their place.The second wave of developers,the youngsters who are today
serving dinners and parking cars,selling real estate,and preserving Florida's reputation for beautiful,
healthy people,don't know or care very much about the history of the beautiful buildings in this book.
But if they put up a good fight to keep what they've got here in unique Miami Beach,they too will come
to respect the original architectural team that made the District possible and the modern movement in the •

potential of preservation to revitalize and restore Miami Beach's tourism:legacy:'Her visionary;

Barbara Baer Capitman moved to Miami Beach with her family from Pittsburgh;Peiuisylvania in the

Morris Lapidus (1902-2001) • •
Morris Lapidus was'born•in Odessa; Russia,the son of an indentured servant. He'and [ifs family emigrated from
Russia to New York in 1903. In 1927, Lapidus graduated from Columbia University arid started his.careerin retail
design. His storefronts were masterpieces of consumer psychology, with inventive shapes,:curvilinear forms, and
receding show windows to draw shoppers in. He first came to Miami Beach in 1929 on his honeymoon: After
World War II, he returned'here to pursue his ambition to'design'hotels; trading salesrnanship for showmanship.
His first major project here was to design the interior of the.Sans Souci Hotel (3101 Collins Avenue) for fellow
New Yorker.and Hotelier Ben Novack;.and.his.partners, Harry and Harry Toffel.This was followed by more
interior work on the Algiers, Nautilus, DiLido, and Biltniore•Terrade'Hotels.1
In 1953, Morris was-again commissioned by Novak to design America's foremost modern resort hotel, tailored to
America's guests, their place in time, and their values..To become'known`as°:the Fontainebleau Hotel, the
architecture and decor was coined radical-by:its critics when:`completed'in 1954, but the:hotel was a brilliant
success..:" The Fontainebleau Hotel further led to•major•commissions for Lapidus; includiing.ithe fabulous Eden
Roc, Seacoast Tower East;'the Crystal House,:the Dilido, and many others locally, nationally, and internationally.
In 1960, when Lincoln Road, once known as the Fifth Avenue of the South, had fallen into decline., Lapidus was
called upon by City leaders to recapture the luster of this historic retail avenue. He boldly removed automobiles
from Lincoln Road, maintaining, '"a'car never•brought anything"; and replaced• them•With fountains, sculpture,
joyful pavilions and flowers and trees, at once creating a new retail esplanade of unique and lasting design.
Elsewhere, Lapidus designed the•Americana (now Summit) Hotel in New York City, resort hotels throughout the
Caribbean, and finally the Daniel Tower:Hotel in Israel. • . • •

In a Miami Herald article published on January 19, 2001, William-1 Lane;:a• Miami Beach architect who
considers himself an intellectualdescendant'of.the legendary designer, celebrated.Lapius':life,arid career by
stating the following:

style and design in ways that we have never seen before and will never see .
again.''
The Miami Design Preservation League issued a statement as follows: •
Morris Lapidus, architect and South Florida Icon, a man who once said he
could never use a straight line and so created the sinuous silhouette of
Miami Beach in dozens of buildings still treasured today, has died. Best
known as the designer of postwar resort hotels in Florida, such as the
Fontainebleau (1954) and the Eden Roc (1955) in Miami Beach. Mr.
Lapidus.left his mark from Miami Beach's Lincoln Road Mall to New York's
Summit&Americana Hotels.
Our thoughts and prayers are with him &his loved ones.
The New York Times, in an article entitled, 'Morris Lapidus, an Architect Who Built Flamboyance Into Hotels,
Is Dead at 98,'celebrated Lapidus' life and work through his own words:
When Ben Novack announced that he was building the Fontainebleau, it
appeared in the New York papers that I was to be the architect. But when I
called him he said I wasn't chosen, that I never did a whole.hotel and that
he just needed a name at the time. It took me over a year to convince him.
I moved heaven and earth to get that job. If there's one thing I'm going to
do, I told myself, I'm going to do the Fontainebleau.8
A 2002 exhibit launched by the Municipal Art Society at the Urban Center Galleries on Madison Avenue
entitled, "Beyond the Box— Mid-Century Modern Architecture in Miami and New York," underscores the high
artistic value of this architecture. The Fontainebleau Hotel is the centerfold image of the exhibits' catalog.
When Morris Lapidus' original cantilevered balcony design was threatened by inappropriate alterations in
2007, it caused a feature article in Miami Herald entitled the 'Loss of Eden'. The artistic value of this
architecture influenced not only the other contributing buildings within the proposed historic district, but
modern resort architecture internationally.
A new standard for artistic value was set high by Morris Lapidus and this standard is still recognized,
celebrated, and even emulated more than half a century later. Morris Lapidus' designs have influenced and
continue to influence contemporary architecture, urban design and fine art. His signature sweeping curves,
woggles (amoeba like shapes), and bean poles have rediscovered by contemporary architects and designers
