A RESOLUTION OF THE CHAIRPERSON AND MEMBERS OF
THE MIAMI BEACH REDEVELOPMENT AGENCY (RDA),
ADOPTING THE THIRD AMENDMENT TO THE MIAMI BEACH
REDEVELOPMENT AGENCY CAPITAL BUDGET FOR FISCAL
YEAR 2022, AS SET FORTH IN ATTACHMENTS A,
"PROJECTS"; B"SOURCE OF FUNDS";AND C"PROGRAMS."
WHEREAS, on September 30, 2021, the final RDA Capital Improvement Plan for the
Fiscal Years 2022 - 2026 and the final RDA Capital Budget for FY 2022 were adopted via
Resolution No. 659-2021; and
WHEREAS, on February 9, 2022, the First Amendment to the RDA Capital Budget for FY
2022 was adopted via Resolution No. 667-2022; and
WHEREAS, on April 6, 2022, the Second Amendment to the RDA Capital Budget for FY
2022 was adopted via Resolution No. 668-2022; and
WHEREAS, it is recommended by the Administration that the FY 2022 RDA Capital
Budget be amended to re-appropriate $238,000.00 as highlighted in Attachments A, "Projects";
B, "Source of Funds"; and C, "Programs."
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby adopt the Third Amendment to the RDA Capital Budget for Fiscal Year 2022
as set forth in Attachments A, "Projects"; B, "Source of Funds"; and C, "Programs."

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
Planning for capital improvements is an ongoing process; as needs change within the City of
Miami Beach ("the City"), capital programs and priorities must be adjusted accordingly. The
Capital Improvement Plan ("CIP") serves as the primary planning tool for systematically
identifying, prioritizing, and assigning funds to critical City capital development, improvements,
and associated needs.
The City's CIP process begins in the spring when all departments are asked to prepare capital
improvement updates and requests on the department's ongoing and proposed capital projects.
Individual departments prepare submittals identifying potential funding sources and requesting
commitment of funds for their respective projects.
The CIP is updated annually and submitted to the City Commission for adoption. The 2022 —
2026 RDA Capital Improvement Plan and FY 2022 RDA Capital Budget was adopted on
September 30, 2021 by Resolution No. 659-2021.
The First Amendment to the FY 2022 RDA Capital Budget was adopted on February 9, 2022 by
Resolution No.667-2022.
The Second Amendment to the FY 2022 RDA Capital Budget was adopted on April 6, 2022 by
Resolution No.668-2022.

THIRD AMENDMENT TO THE FY 2022 RDA CAPITAL BUDGET
The Third Amendment to the FY 2022 RDA Capital Budget reflects a re-alignment of$238,000.00
for the following capital projects:
1. 16th Street HVAC Renewal: The Anchor(16th Street Garage)has several HVAC units
which are beyond their useful life. Due to material cost increases,the bids received for
the HVAC renewal are in excess of the budget by $20,000.00. This proposed
amendment will allow for the completion of this project, which is important for the
continuation of operations at the parking garage.
This proposed budget amendment would appropriate the $20,000.00 of funds
previously appropriated to the 16th Street Garage Stairways project through the RDA
Garages fund balance(Fund 463). The 16th Street Garage Stairways project(61818)
was completed with savings.
Prior Years'Appropriations (RDA Funds Only) $34,000.00

Proposed Total Appropriations $54,000.00
2. Penn Garage— New Lighting Display: This project includes the replacement of all
first-generation fixtures at the Penn Garage. The bids received for the Penn Garage
— New Lighting Display project are in excess of the current budget of $135,000.00.
The project will enhance the lighting of the garage, creating a safer environment
residents and visitors.
This proposed budget amendment would appropriate$218,000.00 of funds previously
appropriated to the Penn Garage Elevator Renewal project through the Penn Garage
fund balance (Fund 467).
The elevator at Penn Garage is currently in good operating condition and as a result,
the project to replace the Penn Garage elevator(20025) is not necessary at this time.
