Resolution 2022-32194 RESOLUTION NO, 2022-32194 RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SUPPORTING THE SCHOOL BOARD OF MIAMI- DADE COUNTY'S LEGISLATIVE PRIORITY GOAL OF ADDING THE ATTAINMENT OF THE ADVANCED PLACEMENT (AP) CAPSTONE DIPLOMA AS ONE OF THE ELIGIBILITY REQUIREMENTS FOR FLORIDA BRIGHT FUTURES SCHOLARSHIP PROGRAM, AND URGING THE FLORIDA LEGISLATURE TO AUTHORIZE (AP) CAPSTONE GRADUATES TO RECEIVE THE SAME RECOGNITION AS INTERNATIONAL BACCALAUREATE(IB)AND ADVANCED INTERNATIONAL CERTIFICATE OF EDUCATION (AICE) DIPLOMA GRADUATES BY AUTOMATICALLY QUALIFYING AP CAPSTONE GRADUATES FOR THE FLORIDA BRIGHT FUTURES SCHOLARSHIP PROGRAM; AND FURTHER, DIRECTING THE CITY ADMINISTRATION TO ADD THIS REQUEST TO THE CITY'S LEGISLATIVE PRIORITIES AGENDA. WHEREAS, the Florida Bright Futures Scholarship Program (the "Scholarship") rewards students for their academic achievements during high school by providing funding for them to pursue post-secondary educational and career goals in Florida; and WHEREAS, one of the most common ways to receive the Scholarship includes receiving an Advanced International Certificate of Education (AICE) diploma, or receive an International Baccalaureate (IB) diploma; and WHEREAS, to receive an AICE diploma, the student has to complete a minimum of 14 AICE credits identified by the Cambridge Assessment International Education (Cambridge International) in the Diploma Core and three academic areas as follows: • AICE Diploma Core—AICE Global Perspectives&Research AS level (Two Credits required) • Group 1 — Mathematics and Sciences (Two Credits required) • Group 2 — Languages (Two Credits required) o Group 3 — Arts and Humanities (Two Credits required) • Group 4— Interdisciplinary Skills (Optional — Four Credits maximum) • Six additional credits required in any combination from the above four group; and WHEREAS, to receive an IB diploma,the student has to complete a minimum of 10 credits identified by the International Baccalaureate Organization, which are as follows: • Two credits each in three of the following areas and one credit each in the remaining three areas: Language Arts, World Language, Social Studies, Science, Mathematics and Arts/Electives. Each of these credits must be an IB or AP course. Pre-IB courses do not meet IB curriculum requirements. • One credit in Theory of Knowledge • Complete the Creativity, Action,Service (CAS) requirement • Complete an extended essay; and WHEREAS, currently, Miami-Dade schools offer AP ("Advanced Placement") Capstone diplomas, with similarly rigorous requirements that consist of: • Passing Score in AP Seminar(Year 1 Requirement) • Passing Score in AP Research (Year 2 Requirement) • Passing Score in FOUR other AP Courses (total in all 4 years of high school); and WHEREAS, however, despite the rigorous requirements to obtain an AP Capstone diploma, the AP Capstone program does not automatically qualify students for the Scholarship; and WHEREAS, at its April 26, 2022 meeting, the City's Committee of Quality Education Advisory Board unanimously passed a motion requesting the Mayor and City Commission to support the School Board of Miami-Dade County's legislative priority goal of adding the attainment of the Advanced Placement (AP) Capstone diploma as one of the eligibility requirements for Florida Bright Futures Scholarship Program, starting with 2025 graduates (a change which would benefit an estimated 220 Miami Beach Senior High School 2025 graduates); and WHEREAS, the Mayor and City Commission declare support for the School Board's legislative objectives with regard to the Scholarship, and direct the City Administration to add this item on the City's legislative priorities agenda. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby support the School Board of Miami-Dade County's legislative priority goal of adding the attainment of the Advanced Placement(AP) Capstone diploma as one of the eligibility requirements for Florida Bright Futures Scholarship Program, and urge the Florida Legislature to authorize AP Capstone graduates to receive the same recognition as International Baccalaureate (IB) and Advanced International Certificate Of Education (AICE) diploma graduates by automatically qualifying AP Capstone graduates for the Florida Bright Futures Scholarship Program; and further, direct the City Administration to add this request to the City's legislative priorities agenda.
