A RESOLUTION OF THE CHAIRPERSON AND MEMBERS OF THE CITY OF
MIAMI BEACH REDEVELOPMENT AGENCY (RDA), FLORIDA,
AUTHORIZING THE EXECUTIVE DIRECTOR, OR HIS DESIGNEE, TO
SELECT, NEGOTIATE, AWARD AND REJECT ALL BIDS, CONTRACTS,
AGREEMENTS, AND GRANT APPLICATIONS; RENEW EXISTING
CONTRACTS WHICH MAY EXPIRE; AND TERMINATE EXISTING
- CONTRACTS, AS NEEDED, FROM THE LAST RDA MEETING ON JULY 20,
2022, UNTIL THE FIRST REGULARLY SCHEDULED MEETING ON
SEPTEMBER 14, 2022, SUBJECT TO RATIFICATION BY THE RDA AT ITS
FIRST REGULARLY SCHEDULED MEETING ON SEPTEMBER 14, 2022.
WHEREAS, between July 20, 2022, and the first regularly scheduled meeting on
September 14, 2022, the RDA will not be in session; and
WHEREAS, during this period there may be bids or contracts in excess-of the $100,000
for goods and services or $300,000 for construction, which may need to be issued, rejected,
awarded, or terminated; and
WHEREAS, the RDA has historically, during its August recess, authorized the Executive
Director to, as needed, select, negotiate, award and/or reject bids, execute contracts and
agreements, submit grant applications, renew existing contracts that may expire, and terminate
existing contracts, subject to subsequent ratification by the RDA; and
WHEREAS, it is therefore requested that the Executive Director, or designee, be authorized
to, as needed, select, negotiate, award, and/or reject all bids, execute contracts and agreements,
submit grant applications, renew existing contracts that may expire, and terminate existing contracts
during the recess period between July 20, 2022 until the first regularly scheduled meeting on
September 14, 2022, subject to,ratification by the RDA at its first regularly scheduled meeting on
September 14, 2022.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRPERSON AND MEMBERS OF
THE MIAMI BEACH REDEVELOPMENT AGENCY, FLORIDA, that the Chairperson and Members
hereby authorize the Executive Director, or designee, to select, negotiate, award and/or reject all
bids, execute contracts and 'agreements, submit grant applications, renew existing contracts
that may expire, and terminate existing contracts, as needed, during the recess period between
July 20, 2022 until the first regularly scheduled meeting on September 14, 2022, subject to
ratification by the RDA at its first regularly scheduled meetingtiT on September 14, 2022.

SUBJECT:A RESOLUTION OF THE CHAIRPERSON AND MEMBERS OF THE CITY
OF MIAMI BEACH REDEVELOPMENT AGENCY ("RDA"), AUTHORIZING
THE EXECUTIVE DIRECTOR, OR DESIGNEE, TO SELECT, NEGOTIATE,
AWARD AND/OR REJECT ALL BIDS; EXECUTE CONTRACTS AND
AGREEMENTS; SUBMIT GRANT APPLICATIONS; RENEW EXISTING
CONTRACTS THAT MAY EXPIRE; AND TERMINATE EXISTING
CONTRACTS, AS NEEDED, DURING THE RECESS PERIOD FROM JULY
20, 2022 UNTIL THE NEXT REGULARLY SCHEDULED MEETING ON
SEPTEMBER 14, 2022, PROVIDED THAT SUCH ACTIONS BY THE
EXECUTIVE DIRECTOR SHALL BE SUBJECT TO RATIFICATION BY THE
RDA AT IT'S REGULARLY SCHEDULED MEETING ON SEPTEMBER 14,
2022.
RECOMMENDATION
It is recommended that the Chairperson and Members of the Miami Beach Redevelopment
Agency, for the period during which the RDA is in recess, allow the Executive Director, or
designee, to select, negotiate, award and reject all bids, contracts, agreements, and grant
applications; renew existing contracts which may expire; and terminate existing contracts, as
needed to ensure a continuation of essential services, subject to ratification by the RDA at its
first regularly scheduled meeting on September 14, 2022.
BACKGROUND/HISTORY
Between the last meeting on July 20, 2022, and the first regularly scheduled meeting on
September 14, 2022, the RDA will not be in session. During this period, there may be bids or
contracts in excess of the $100,000 for goods and services or$300,000 for construction,which
may need to be issued, rejected, awarded, renewed, or terminated. Typically, during the RDA's
recess period, the Executive Director has been authorized by the RDA to sign all contracts,
agreements, and grant applications, renew any existing contracts and terminate existing
contracts, as needed.
ANALYSIS
The requested authorization is necessary to ensure that essential services and projects
continue for the period during which the RDA is in recess.Any item approved by the Executive
Director subject to the Resolution is subject to ratification by the RDA.

CONCLUSION
As has been the RDA's practice, I am requesting authorization from the Chairperson and
Members of the Miami Beach Redevelopment Agency, to select, negotiate, award and reject all

and terminate existing contracts, as needed, from the last RDA meeting on July 20, 2022, until
the first regularly scheduled meeting on September 14, 2022, subject to ratification by the RDA.
