SUBJECT: Washington Avenue Business Improvement District Annual Report and
Fiscal Year 2023 Budget
The purpose of this Letter to Commission ("L TC") is to provide the Mayor and City Commission
with the Washington Avenue Business Improvement District annual report and Fiscal Year 2023
budget.
Background
On October 18, 2017, the Mayor and City Commission adopted Resolution No. 2017-30065,
authorizing the creation of the Washington Avenue Business Improvement District (WABID), a
special assessment district pursuant to Chapter 170, Florida Statues. The Resolution provides for
the levy and collection of special assessments for a term of ten (10) years with the purpose of
stabilizing and improving the Washington Avenue retail business district through promotion ,
marketing, and other similar services.
On March 15, 2019, the City and the WABID defined the respective obligations of each party as
it relates to the administration of the special assessment district via a Memorandum of
Understanding (MOU). Among other provisions, the MOU stipulates that:
(1) Annually, on or before August 1, the WABID shall prepare and submit to the City
Commission a budget accurately itemizing all estimated revenue and expenses for the
succeeding fiscal year beginning October 1; and
(2) Annually, on or before August 1, the WABID shall, upon request of the City Manager or
the City Manager's designee, provide the City with an annual report detailing the WABID's
activities during the preceding fiscal year, along with a copy of the WABID's annual budget.
Update
Following some challenges with meeting attendance in July and August 2022, the WABID
achieved quorum at its September 8, 2022 meeting and approved its annual report and budget.
Pursuant to the MOU, the WABID has provided the attached annual report and Fiscal Year 2023
Budget.

REVENUE
1 Assessment Revenues
The assessment represents the total amount of the special assessments to be collected each
year of the special assessment district $505,765.
Event Revenue
• Projected revenue based on event income $25,000
Total Revenue projected $530,765
EXPENSES
2 . Administrative and Office Expenses
• Staffing cost, including employment benefits, employment for Executive Director and
assistant. $141 , 600. 00
• Office expenses for rent, liability insurance, supplies, postage, printing equipment,
leases, annual report, audit, cell phone, accounting, and liability insurance. $97,377.60
3. Street-level Improvements and Programs
• The employed a supervisor to coordinate sanitation challenges, improvements, street
debris, minor graffiti, and services . The Street supervisor will partner with the Miami
Beach Police Department, the City of Miami Beach Sanitation, and Public Works.
