City Manager (..~1/~ SHIFT OVERLAP INITIATIVE Date: March~, 2004 This Letter to the City Commission is to provide an update on the Police Department's Shift Overlap Initiative which just completed its seventh week. This proactive policing strategy utilizes the first hour of the officer's shift, which overlaps with the previous shift to target problematic areas and focus on qualify of life type crimes such as drinking in public and aggressive driving. The overlap period occurs three times each day and provides the Police Department with the manpower needed to set the tone for the rest of the shift. During the hours the Shift Overlap Initiative has been operating in the laSt seven weeks there have been 51 felony arrests, 312 misdemeanor arrests, 2747 traffic Citations issues, 1980 parking tickets written and 1891 field interrogation cards completed. These impressive numbers have translated into a 3.68% decrease in crime for the period from January 1,2004 - February 15, 2004 as compared to the same time period in 2003. This same time period comparison also showed a 52.35% increase in the number of arrests, a 57.81 percent increase in the number of moving violations issued and a 99.23 increase in the number of parking tickets written. ¢ JMG\DW~)\tr c: Donald W.
