Resolution 2022-32304 RESOLUTION NO., 2022-32304 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE PLANNING BOARD (THE "BOARD") AT ITS JULY 26, 2022 MEETING, FOR THE BOARD TO EVALUATE AND MAKE RECOMMENDATIONS TO THE CITY COMMISSION TO INCENTIVIZE THE CREATION OF AFFORDABLE AND WORKFORCE HOUSING IN THE CITY OF MIAMI BEACH; AND FURTHER, REQUIRING THAT AS PART OF THIS REFERRAL, ANY PROPOSALS OR RECOMMENDATIONS THAT INVOLVE AMENDMENTS TO THE CITY CHARTER BE TRANSMITTED TO THE CITY'S CHARTER REVIEW BOARD PRIOR TO CONSIDERATION BY THE CITY COMMISSION, AND THAT ALL PROPOSALS REQUIRING VOTER REFERENDUM APPROVAL BE SUBMITTED TO THE CITY COMMISSION FOR ITS CONSIDERATION NO LATER THAN MAY 31, 2023, PRIOR TO THE DEADLINE FOR PLACING VOTER REFERENDUM INITIATIVES ON THE BALLOT FOR THE NOVEMBER 7, 2023 ELECTION. WHEREAS, the Mayor and City Commission has identified the need for workforce and affordable housing in the City as a key objective in the City's 2019 Strategic Plan: Through the Lens of Resilience; and WHEREAS, in the City's 2040 Comprehensive Plan, the Mayor and City Commission has prioritized workforce and affordable housing, with the express goal "to encourage redevelopment that provides workforce and affordable housing" within the City; and WHEREAS, South Florida is currently in the worst housing affordability crisis in the last 40 years, and providing affordable and workforce housing is a priority; and WHEREAS, at its July 26, 2022 meeting, the Planning Board (the "Board") held a discussion regarding affordable and workforce Housing, and as part of that discussion, unanimously passed a motion recommending to the City Commission that the Planning Board study and make recommendations to incentivize the creation of affordable and workforce housing, with such process to run concurrently with the Charter Review Board process that will be taking place within the next year; and WHEREAS, based on the foregoing, the Mayor and City Commission wish to refer this matter to the Planning Board, to study and make recommendations to incentivize the creation of affordable and workforce housing in the City for the City Commission's consideration, and, should any recommendations require voter approval, to remit such recommendations to the Mayor and City Commission by May 31, 2023, to allow the City Commission appropriate time to review and address the recommendations before the 2023 election ballot deadline; and WHEREAS, furthermore, if any recommendations involve proposed amendments to the City Charter, the Board shall remit those recommendations to the Charter Review Taskforce for its review prior to consideration by the City Commission. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Planning Board (the "Board") at its July 26, 2022 meeting, for the Board to evaluate and make recommendations to the City Commission to incentivize the creation of affordable and workforce housing in the City of Miami Beach; and further, require that as part of this referral, any proposals or recommendations that involve amendments to the City Charter be transmitted to the City's Charter Review Board prior to consideration by the City Commission, and that all proposals requiring voter referendum approval be submitted to the City Commission for its consideration no later than May 31, 2023, prior to the deadline for placing voter referendum initiatives on the ballot for the November 7, 2023 election.
