A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE ADMINISTRATION'S
RECOMMENDATION TO APPROVE THE PROPOSED IMPROVEMENTS TO
FIVE (5) BUS STOPS ALONG HARDING AVENUE, BETWEEN 85TH STREET
AND 77TH STREET, BY THE FLORIDA DEPARTMENT OF
TRANSPORTATION (FDOT),AS PART OF THE UPCOMING FDOT ROADWAY
IMPROVEMENT PROJECT ALONG SR AlA/HARDING AVENUE/ABBOTT
AVENUE, FROM NORTH OF 96TH STREET TO INDIAN CREEK DRIVE; SAID
IMPROVEMENTS REQUIRING THE REMOVAL OF A TOTAL OF THREE ON-
STREET PARKING SPACES TO INCREASE THE SIZE OF THE BUS STOP
AREAS, THEREBY IMPROVING PASSENGER SAFETY AND COMFORT AT
NO COST TO THE CITY.
WHEREAS, the Florida Department of Transportation (FDOT) is developing the design
for a roadway improvement project along SR Al A/Harding Avenue/Abbott Avenue, from north of
96th Street to Indian Creek Drive; and
WHEREAS, the project consists of repaving and restriping roadway, upgrading
pedestrian curb ramps, reconstructing damaged sidewalk, installing high-emphasis crosswalk
markings at signalized intersections, among other improvements, as more particularly described
in the project fact sheet attached to the City Commission Memorandum accompanying this
Resolution; and
WHEREAS, the FDOT project, however, does not include any improvements to the
existing bus stops along Harding Avenue at 85th Street, 83rd Street, 81st Street, 79th Street, and
77th Street; and
WHEREAS, the City's Transportation and Mobility Department staff has been working
closely with FDOT staff over the last several months to ensure that the project incorporates
needed infrastructure improvements to these substandard bus stops along the project corridor;
and
WHEREAS, the five (5) aforementioned existing bus stops along Harding Avenue
currently experience heavy passenger activity during peak commuting periods; however,
the bus stops are located on a narrow five-foot sidewalk and equipped with only a bus
bench and a bus stop sign (i.e. no bus shelter); and
WHEREAS, in addition, there is insufficient space to accommodate a bus bay at
any of the five (5) bus stops which results in buses obstructing the rightmost travel lane
when boarding and alighting passengers; and
WHEREAS, at the City's request, FDOT developed multiple design alternatives for
each of the five bus stops to address these deficiencies and all design alternatives were
reviewed by staff from the Public Works and Transportation and Mobility Departments;
and
WHEREAS, ultimately, the City and FDOT jointly selected a preferred
configuration for each of the bus stops which creates curbed bus bulb-outs, having
approximately 33', by widening the bus stop area/sidewalk to 10 feet as compared to the
existing 5 feet, thus significantly improving ADA accessibility and pedestrian comfort, and
providing sufficient space for the installation of bus shelters; and
WHEREAS, additionally, the City staff requested that some of the bus stops be slightly
relocated to improve operational safety and enable buses to serve the bus stops without
obstructing the crosswalks; and
WHEREAS, the bus stop improvements proposed by the City will improve the safety,
convenience, and satisfaction of transit passenger amenities along Harding Avenue and promote
the use of transit in the City, thus aligning with the City's goal of becoming less car-centric; and
WHEREAS, the improvements to the bus stops will result in the loss of three (3)on-street
parking spaces in total, however, the Administration recommends approving the proposed
improvements, in that, the benefit of the proposed bus stop improvements will far outweigh the
very limited impact to on-street parking; and
WHEREAS, in order for FDOT to meet key project milestones and proceed with the design
and construction of the bus stop improvements desired by the City, FDOT is requesting that the
City Commission adopt a Resolution requesting that FDOT incorporate the aforementioned
proposed improvements to the bus stops along Harding Avenue, between 85th Street and 77th
Street, as part of its upcoming roadway improvement project.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the Administration's recommendation to approve the proposed
improvements to five (5) bus stops along Harding Avenue, between 85th Street and 77th Street,
by the Florida Department of Transportation (FDOT), as part of the upcoming FDOT roadway
improvement project along SR A1A/Harding Avenue/Abbott Avenue, from north of 96th Street to
Indian Creek Drive; said improvements requiring the removal of a total of three on-street parking
spaces to increase the size of the bus stop areas, thereby improving passenger safety and
comfort at no cost to the City.

improvement project along SR A1A/Harding Avenue/Abbott Avenue from north of 96 Street to
Indian Creek Drive. The project consists of repaving and restriping the roadway, upgrading
pedestrian curb ramps, reconstructing damaged sidewalk, installing high-emphasis crosswalk
markings at signalized intersections, among other improvements (see attached project fact
sheet).
The FOOT project, however, does not include any improvements to the existing bus stops
along Harding Avenue at 85 Street, 83 Street, 81 Street, 79 Street, and 77 Street. The City's

ANALYSIS
The five (5) aforementioned existing bus stops along Harding Avenue currently experience
heavy passenger activity during peak commuting periods; however, the bus stops are located on
a narrow five-foot sidewalk and equipped with only a bus bench and a bus stop sign (i.e. no bus
shelter). In addition,there is insufficient space to accommodate a bus bay at any of the five bus
stops which results in buses obstructing the rightmost travel lane when boarding and alighting

stops to address these deficiencies. All design alternatives were reviewed by staff from the
Public Works and Transportation and Mobility departments. Ultimately, the City and FDOT

SUPPORTING SURVEY DATA
According to the 2022 Miami Beach Resident Survey, 35% of survey respondents highlighted
bus stop amenities as a factor of dissatisfaction with the trolley service. Additionally, less than
10%of residents use public transportation as a primary mode of transportation to get around the
City. At least 25%of residents consider biking, trolley, or light rail/modem streetcar as the most
viable alternatives to using a car for trips within the City. Furthermore, 33% of residents would
consider express bus or a light rail/modem streetcar as the top two most viable alternatives to
using a car for trips to the mainland.

CONCLUSION
The Administration is recommending that FDOT include the desired bus stop improvements
along Harding Avenue between 85 Street and 77 Street as part of the FDOT's upcoming
roadway improvement project. Given the impact to three existing on-street parking spaces, and
in order for FDOT to meet key project milestones and proceed with the design and construction
of the bus stop improvements desired by the City, FDOT is requiring that the City Commission
adopt a Resolution requesting that FDOT incorporate the recommended improvements to the
bus stops along Harding Avenue between 85 Street and 77 Street as part of its upcoming
roadway improvement project.
The Administration believes that the benefit of improving the bus stops along Harding Avenue
will outweigh the impact of removing three on-street parking spaces. The proposed bus stop

amenities along Harding Avenue and promote the use of transit in the City, thus aligning with the
City's strategic goal of becoming less car-centric.
