Resolution 2022-32285 RESOLUTION NO. 2022-32285 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NO. 2021-31776 TO ADD THE WE THE BEST FOUNDATION TO THE POOL OF APPROVED CULTURAL INSTITUTIONS FOR THE MIAMI BEACH SCIENCE, TECHNOLOGY, ENGINEERING, ARTS, AND MATHEMATICS ("STEAM") PLUS PROGRAM FOR PUBLIC SCHOOLS (KINDERGARTEN - 12TH GRADE) FOR SCHOOL YEAR 2022- 2023; AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL REQUIRED AGREEMENTS FOR THE PROGRAM IN THE 2022-23 SCHOOL YEAR. WHEREAS, in January 2008, the City of Miami Beach, Florida ("City") entered into an Education Compact with Miami-Dade County Public Schools (M-DCPS) to enhance learning opportunities for youth; and WHEREAS, the Education Compact reflects the desire of the Miami Beach community to support excellence in the City's public schools; and WHEREAS, the Science, Technology, Engineering, and Mathematics ("STEM") to Science, Technology, Engineering, Arts, and Mathematics ("STEAM") movement has been taking root over the past several years and is surging forward as a positive model of action to truly meet the needs of a 21 st century economy; and WHEREAS, STEAM is an educational approach to learning that uses Science, Technology, Engineering, Arts, and Mathematics as access points for guiding student inquiry, dialogue, and critical thinking; and WHEREAS, on January 16, 2019 the Mayor and the City Commission adopted Resolution No. 2019-30690, authorizing the City Manager and City Clerk to execute a grant agreement with the Friends of the Bass Museum, Inc., for the implementation of a Beta Test for a Science, Technology, Engineering, Arts, and Mathematics (STEAM) Plus program with all six Miami Beach public schools (kindergarten - 12th grade) and six local cultural institutions; and WHEREAS, on July 17, 2019 the Mayor and the City Commission adopted Resolution No. 2019-30906, authorizing the City Manager and City Clerk to execute a new grant agreement with the Bass for the implementation of the STEAM Plus program with all six Miami Beach public schools (kindergarten - 12th grade) and six local cultural institutions for the 2019-2020 school year, for an initial one- year term, with two (2) one- year renewal terms, at the City's option, subject to funding approval during the City's annual budgetary process; and WHEREAS, on July 23, 2021 the Mayor and City Commission adopted Resolution No. 2021-31776 extending the current agreement with the Bass for an additional year through September 30, 2023, in the total sum not to exceed $372,000 annually, for an initial term of one (1) year, with two (2) one-year renewal terms, at the option of the City, and subject to funding appropriation and approval by the City Commission during the budgetary process for each fiscal year; and WHEREAS, on February 9, 2022, the Mayor and City Commission adopted Resolution No. 2022-32029, authorizing the City Manager to execute Amendment Number 1 to the Agreement dated September 20, 2021 with the Friends of the Bass Museum Inc, for the implementation of the Miami Beach Science, Technology, Engineering, Arts, and Mathematics ("STEAM") Plus Program for public schools (Kindergarten- 12th grade) and adding the Miami Children's Museum, Inc: and Code/Art, Inc. to the pool of approved cultural institutions for the program, and amending the program budget for the 2021-2022 school year; and WHEREAS, the Bass requested the addition of the We The Best Foundation to the pool of approved cultural institutions for the program, bringing the total number of cultural institutions participating in the Program to thirteen (13) grantees; and WHEREAS, annual budget of$372,000 will remain the same. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby amend Resolution No. 2021-31776 to add the We The Best Foundation to the pool of approved cultural institutions for the Miami Beach Science, Technology, Engineering, Arts, And Mathematics ("STEAM") Plus Program for public schools (kindergarten - 12th grade) for School Year 2022- 2023; and authorize the Mayor and City Clerk to execute all required agreements for the Program in the 2022-23 school year. ANALYSIS The amendment will add We the Best Foundation to the pool of approved cultural institutions for the program, thus expanding access to arts programming through Miami Beach cultural institutions for the 2022-23 school year. We The Best Foundation will partner with Biscayne Beach Elementary and Treasure Island Elementary for the 2022-23 school year. The program provided,the STEAM DREAM Program, will have students participate in a series of sessions, two sessions per month starting October 2022 through June 2023. Each session will begin with a motivating message from the founder, DJ Khaled, followed by innovative and projects-based STEAM lessons. Each session will build on the previous session, and involve discussions, goals, dreams, vision boards, instruments, and music. All experiences are designed to help the students create their vision and perform an individual/class song, poem, rap, skit and/or dance culminating in a performance of their vision.
