Resolution 2022-32266 RESOLUTION NO. 2022-32266 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO INVITATION TO BID (ITB) NO. 2022-045- WG, TO ESTABLISH A POOL OF CONTRACTORS TO PROVIDE GENERAL AND EMERGENCY LANDSCAPE MATERIALS AND SERVICES, AND TO APPROVE THE INITIAL POOL OF CONTRACTORS BY CATEGORY AS OUTLINED IN EXHIBIT A: COCO TREE SERVICE CORP., 'COPPER'S NURSERY, INC., CRODON, INC., EVERGLADES ENVIRONMENTAL CARE, INC., GETTING GREEN PLANT SERVICE, INC., SFM LANDSCAPE SERVICES, LLC, SUGAR GREEN GARDENS, SUPERIOR LANDSCAPING AND LAWN SERVICES, INC., VISUALSCAPE, INC., NYCE LAWN SERVICES, LLC, AND ANTONIO DELUCA FARMS, INC.; FURTHER, AUTHORIZING THE CITY MANAGER TO KEEP THE ITB OPEN FOR THE PURPOSE OF PREQUALIFYING ADDITIONAL CONTRACTORS; AND DELEGATING TO THE CITY MANAGER THE AUTHORITY TO ADD CONTRACTORS TO THE POOL, PROVIDED THAT ANY SUCH CONTRACTOR MEETS THE REQUIREMENTS OF THE ITB, AND TO REMOVE CONTRACTORS; AND FURTHER PROVIDING THAT ANY TASK ORDER IN EXCESS OF $100,000 SHALL BE SUBJECT TO THE PRIOR APPROVAL OF THE CITY COMMISSION. WHEREAS, on July 21, 2022, the Administration issued ITB 2022-045-WG Prequalification Pool for General and Emergency Landscaping Materials and Services; and WHEREAS, on August 11, 2022, the City received applications from the following eleven (11) contractors: Coco Tree Service Corp.; Copper's Nursery, Inc.; Crodon, Inc.; Everglades Environmental Care, Inc.; Getting Green Plant Service, Inc.; SFM Landscape Services, LLC; Sugar Green Gardens; Superior Landscaping and Lawn Services, Inc.; Visualscape, Inc.; Nyce Lawn Services, LLC; and Antonio Deluca Farms, Inc. and WHEREAS, the ITB stated that following the review of applications, the responsive and responsible bidder(s) meeting all terms and conditions of the ITB would be recommended for award by category as follows: General Landscape Materials and Services: 1. purchase and delivery of ground cover plant material, trees, and palms; 2. purchase, delivery, and installation of ground cover plant material, trees, and palms; 3. purchase and delivery of planting supplies; 4. watering; 5. pruning; 6. stump grinding; 7. staking and guying; or 8. tree removal services. Emergency Landscape Materials and Services: 1. tree and palm removal services; 2. tree and palm pruning services; 3. stump grinding; and 4. tree and palm staking and guying; or 5. furnish and deliver landscape materials and supplies WHEREAS, bidders wishing to be prequalified as part of the Application Process were required to specify which categories they requested to be prequalified for; and WHEREAS, bidders were not required to participate in all categories to bey considered part of the prequalified pool; and WHEREAS, bidders may only participate in the category for which it has been prequalified; and WHEREAS, the contractors listed in Attachment A, Awarded Contractors by Category, have been deemed responsive, responsible bidders meeting all terms and conditions of the ITB and are recommended for an award in the categories for which a prequalification application was submitted; and WHEREAS, the City Manager concurs with staff that it is in the best interest of the City to have a pool of prequalified contractors who wish to participate in subsequent spot market purchases as required by the City to provide general and emergency landscape materials and services, on an as-needed basis; and WHEREAS, new applicants that meet the ITB requirements will be added to the pool, and Contractors that do not perform well will be removed from the pool; and WHEREAS, any task order in excess of $100,000 shall be subject to the prior approval of the City Commission; and NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager, pursuant to Invitation to Bid (ITB) 2022-045-WG, to establish a pool of contractors for general and emergency landscape materials and services, and to approve the initial pool of contractors by category as outlines in Exhibit A, Awarded Contractors by Category: Coco Tree Service Corp.; Copper's Nursery, Inc.; Crodon, Inc.; Everglades Environmental Care, Inc.; Getting Green Plant Service, Inc.; SFM Landscape Services, LLC; Sugar Green Gardens; Superior Landscaping and Lawn Services, Inc.; Visualscape, Inc.; Nyce Lawn Services, LLC; and Antonio Deluca Farms, Inc.; further, authorize the City Manager to keep the ITB open for the purpose of prequalifying additional contractors, and delegate to the City Manager the authority to add contractors to the pool, provided that any such contractor meets the requirements of the ITB, and to remove contractors; and further provide that any task order in excess of$100,000 shall be subject to the prior approval of the City Commission. /n PASSED AND ADOPTED this /y day of SQ 9° 61(2022. RECOMMENDATION It is recommended that the Mayor and City Commission approve the Resolution authorizing the Administration to establish a pool of qualified contractors who wish to participate in subsequent spot market purchases to provide general and emergency landscape materials and services and approving the initial pool of contractors per category as outlined in Attachment A. The Resolution also authorizes the City Manager to keep the ITB open to prequalify additional contractors and delegates authority to the City Manager to add contractors to the pool, provided such contractors meet the requirements of the ITB or remove contractors. Any task order in excess of$100,000 shall be subject to the prior approval of the City Commission. This solicitation is currently under the cone of silence. Page 56 of 1700 BACKGROUND/HISTORY The City has various landscape maintenance contracts that provide routine landscape maintenance services to specific streetscapes, municipal facilities, and coastal areas. From time to time, there is a need to replace existing landscape or add landscaping to existing or new locations. Due to quantity, size, species, or workload, the incumbent landscape maintenance contractors are not always able to provide the necessary landscape materials or services. Therefore; creating a pool of prequalified contractors to respond to supplemental landscaping needs on an as-needed basis is essential to meet maintenance/aesthetic standards. All contractors submitting an application that are deemed to be qualified pursuant to the requirements of the solicitation shall be placed on a prequalification list that various departments may access to obtain price quotations for general and emergency landscape materials and services by the category established in the solicitation (e.g., sales and delivery; sales, delivery, and service; service only). ANALYSIS On July 21, 2022, the Administration issued ITB 2022-045-WG Prequalification Pool for General and Emergency Landscaping Materials and Services. Responses were due and received on August 11, 2022. Bidders wishing to be prequalified as part of the Application Process were required to specify which categories they requested to be prequalified for. Bidders were not required to participate in all categories to be considered part of the prequalified pool. However, a bidder may only participate in the category for which it has been prequalified. The categories are as follows: General Landscape Materials and Services: 1. purchase and delivery of ground cover plant material,trees, and palms; 2. purchase, delivery, and installation of ground cover plant material, trees, and palms; 3. purchase and delivery of planting supplies; 4.watering; 5. pruning; 6. stump grinding; 7. staking and guying; or 8.tree removal services. Emergency Landscape Materials and Services: 1.tree and palm removal services; 2. tree and palm pruning services; 3. stump grinding; 4.tree and palm staking and guying;or 5.furnish and deliver landscape materials and supplies The City received applications from the following eleven (11) contractors for various categories as listed in Attachment A: Coco Tree Service Corp., Coppers Nursery, Inc., Crodon, Inc., Everglades Environmental Care, Inc., Getting Green Plant Service, Inc., SFM Landscape Services, LLC, Sugar Green Gardens, Superior Landscaping and Lawn Services, Inc., Visualscape, Inc., Nyce Lawn Services, LLC, and Antonio Deluca Farms, Inc. The ITB stated that following the review of applications, the responsive and responsible bidder(s) meeting all terms and conditions of the ITB would be recommended for the award by Page 57 of 1700 category. The Procurement Department and Public Works Department, Greenspace Division, found that the eleven (11) bidders met the requirements of the ITB for the categories for which each submitted. Accordingly, the contractors, as listed in Attachment A, have been deemed responsive, responsible bidders meeting all terms and conditions of the ITB and are recommended for award for the specific category listed. SUPPORTING SURVEY DATA Not Applicable FINANCIAL INFORMATION There is no fiscal impact at this time. Funding for general and emergency landscaping materials and services are subject to the approval of funds through the City's budgeting process. The pool of prequalified contractors for general and emergency landscaping materials and services will ensure that projects are awarded in a competitive manner that maximizes available funds. The user departments will solicit quotes from the prequalified contractors when services are required. Expenses for the services have averaged approximately $500,000.00 per year over the last five (5)years. It is not anticipated that grant funding will be utilized for this contract. CONCLUSION The Administration concurs with staff that it is in the best interest of the City to have a pool of prequalified contractors who wish to participate in subsequent spot market purchases as required by the City to provide general and emergency landscaping materials and services on an as-needed basis. New applicants that meet the ITB requirements will be added to the pool. Contractors that do not perform well will be removed from the pool.
