Resolution 2022-32354 RESOLUTION NO. 2022-32354 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HER DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION, TRANSFORMATIONAL HABITAT RESTORATION AND COASTAL RESILIENCE GRANT PROGRAM IN THE APPROXIMATE AMOUNT OF $11.16 MILLION; 2) FLORIDA JUNIOR GOLF COUNCIL, FLORIDA'S GOLF LICENSE PLATE PROGRAM IN THE APPROXIMATE AMOUNT OF $9,500; 3) FLORIDA DEPARTMENT OF TRANSPORTATION, HIGH VISIBILITY ENFORCEMENT PROGRAM FY 22-23 THROUGH UNIVERSITY OF NORTH FLORIDA INSTITUTE OF TECHNOLOGY AND MANAGEMENT, IN THE APPROXIMATE AMOUNT OF $26,250; 4) U.S. DEPARTMENT OF TRANSPORTATION, SAFE STREETS AND ROADS FOR ALL GRANT PROGRAM IN THE APPROXIMATE AMOUNT OF $320,000; AND 5) U.S. CONFERENCE OF MAYORS AND AMERICAN BEVERAGE FOUNDATION FOR A HEALTHY AMERICA, CHILDHOOD OBESITY PREVENTION/ENVIRONMENTAL HEALTH AND SUSTAINABILITY AWARDS, IN THE APPROXIMATE AMOUNT OF $175,000. WHEREAS, the City Administration requests approval to accept a grant, in the approximate amount of $11.16 million from National Oceanic and Atmospheric Administration (NOAA), Transformational Habitat Restoration and Coastal Resilience Grant Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution, including City matching and in-kind funds in the total approximate amount of$1.5 million from account number 112-0815-069357-00-410-564- 00-00-00-29020; and WHEREAS, the City Administration requests approval to apply for a grant, in the approximate amount of $9,500 from Florida Junior Golf Council, Florida's Golf License Plate Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration requests approval to apply for a grant renewal, in the approximate amount of $26,250 from Florida Department of Transportation, High Visibility Enforcement Program FY 22/23, through the University of North Florida Institute of Technology and Management, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHEREAS, the City Administration requests approval to apply for a grant, in the approximate amount of $320,000 from U.S. Department of Transportation, Safe Streets and Roads for All Grant Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution including City matching funds in the approximate amount of $80,000 from account 106-9615-000325-30-403-529-00-00-00; and WHEREAS, the City Administration further requests approval to apply for a grant, in the approximate amount of $175,000 from U.S. Conference of Mayors and American Beverage Foundation for a Healthy America, Childhood Obesity Prevention/Environmental Health and Sustainability Awards, the details of which are set forth in the Commission Memorandum accompanying this Resolution including City matching funds in the approximate amount of $17,700 from account 011-0950-000343- 28-406-545-00-00-00. RECOMMENDATION. Adopt the Resolution. BACKGROUND/HISTORY The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis Section of this Agenda Item. ANALYSIS Page 317 of 1166 1 . National Oceanic and Atmospheric Administration (NOAA). Transformational Habitat Restoration and Coastal Resilience Grant Program in the Approximate Amount of $11.16 million for the City's North Beach Living Shorelines Project. The NOAA Transformational Habitat Restoration and Coastal Resilience Grant Program has funding available for transformational habitat restoration and coastal resilience projects in FY2022. This funding will prioritize habitat restoration actions that rebuild productive and sustainable fisheries, contribute to the recovery and conservation of threatened and endangered species, use natural infrastructure to reduce damage from flooding and storms, promote resilient ecosystems and communities, and yield socioeconomic benefits. This grant opportunity is under the Bipartisan Infrastructure Law. The City Administration is applying for funding in the approximate amount of $11.16 million for the design, permitting and construction of living shorelines at the following locations in North Beach: Park View Island Canal, Bayside Lane, 6860 Island Creek Drive. Local match and in- kind funds in the amount of $1.5 million are available from account number 112-0815-069357- 00-410-564-00-00-00-29020. 2. Florida Junior Golf Council. Florida's Golf License Plate Program in the approximate amount of$9,500 for Normandy Shores Youth Clinic. The Florida Junior Golf Council (FJGC)provides grants to junior golf programs in the State of Florida. This grant program is designed to assist organizations that introduce young people to golf, through instruction and competition, teach the values and Rules of Golf, stress integrity, courtesy, self-discipline, and other life skills. Additionally, the grant program assists junior golf organizations that serve economically disadvantaged youth, children with special needs and the general population. The City Administration is applying for funding in the approximate amount of $9,500 for the Normandy Shores Youth Clinic. The mission of the Normandy Shores Golf Club Youth Clinic is to impact the lives of young people by providing learning facilities and educational programs that promote character development and life-enhancing values through the game of golf. Matching funds are not required for this grant. 3 . Florida Department of Transportation (F DOT). High Visibility Enforcement Program FY 2022/23.through the University of North Florida Institute of Technology and Management, in the approximate amount of$26.250 for bicyclist and pedestrian safety enforcement, FDOT, through a grant with University of North Florida (UNF) will utilize law enforcement to support and reinforce safe pedestrian, bicyclist, and driver behaviors in priority counties in Florida.The goal of this effort is to reduce traffic crashes resulting in serious and fatal injuries to pedestrians and bicyclists using high visibility education and enforcement details. The City Administration is applying for funding in the approximate amount of $26,250 for continued enforcement. The Miami Beach Police Department has been committed to bicyclist and pedestrian safety efforts, partnering with UNF Institute of Police Technology and Management (I PTM) for several years. Efforts have consisted of High Visibility Enforcement squads educating the public, warning, and issuing citations to violators. Miami Beach Police Department will use this grant to conduct overtime high visibility education and enforcement operations. Matching funds are not required for this grant. Page 318 of 1166 4 . U,S. Department of Transportation. Safe Streets and Roads for All Program. in the approximate amount of$320,000 for a Miami Beach Vision Zero Plan. The Bipartisan Infrastructure Law (BIL) established the new Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over the next 5 years. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries. The SS4A program supports the Department of Transportation's goal of zero deaths and serious injuries on our nation's roadways. The City Administration is applying for funding in the approximate amount of $320,000 for a Miami Beach Vision Zero Plan. The Plan will support the existing Miami-Dade County Vision Zero Plan. The City will also establish a Vision Zero Task Force, conduct crash analysis, evaluate systemic and specific safety needs, develop G I S mapping and tools to prioritize countermeasures, and conduct local outreach and public engagement. Local matching funds in the amount of$80,000 are available in Account# 106-9615-000325-30-403-529-00-00-00. 5. U.S. Conference of Mayors and American Beverage Foundation for a Healthy America. Childhood Obesity Prevention/Environmental Health and Sustainability Awards. in the approximate amount of $175.000 for the Common Threads Cooking for Life Program. The Childhood Obesity Prevention/Environmental Health and Sustainability Program aims to support local efforts that engage community members and promote or stimulate behavior change in the categories of a) childhood obesity prevention, b) environmental health and sustainability or c)a hybrid of both. The City Administration is applying for funding in the approximate amount of $175,000 for the Common Threads Program. The Common Threads Cooking for Life Program helps support the City's goals of improving cultures of health for students, families, teachers and community members. The program, through the City's Parks and Recreation Department teaches children in grades K-8, enrolled in the City's After School Program about nutrition and healthy cooking. The program also provides parent workshops and a family cooking class. Local matching funds in the approximate amount of $17,700 are available from account number 011-0950-000343- 28-406-545-00-00-00. SUPPORTING SURVEY DATA In the 2019 Business Survey, 79.6% of businesses stated that "Sustainability and Resiliency are important to my business." The percentage of residents who would recommend the city as a place to live increased 10%from 2016. In the 2019 Community Resident Survey, 74% of residents reported that they are concerned or dissatisfied with"pedestrian safety when crossing the street at an intersection". In the 2019 Community Resident Survey, 69% of residents stated that they are either very satisfied or satisfied with"overall quality of City services". FINANCIAL INFORMATION CONCLUSION Page 319 of 1166 Based on the stated analysis, the Administration recommends that the Mayor and City Commission adopt the Resolution appropriating funding and approving and authorizing the City Manager or her designee to apply for and accept funds and execute all documents or agreements in connection with these grants, award programs and funding requests.
