RESOLUTION NO. 2022-32366
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, DECLARING
THE WEEK OF NOVEMBER 13-19, 2022 AS
TRANSGENDER AWARENESS WEEK IN THE CITY OF
MIAMI BEACH.

WHEREAS, each year between November 13 — 19, people and organizations
around the country participate in Transgender Awareness Week to help raise the
visibility about transgender people and address issues members of the community face;
and
WHEREAS, according to a 2021 PEW poll, 68% Americans believe they have
never personally met someone who is transgender, which means the majority of the
public's education and awareness about this community has been informed by more than
a century's worth of media which has overwhelmingly misrepresented and
mischaracterized who trans people are, thus significantly influencing public perceptions,
policy, and attitudes about the trans community; and
WHEREAS, despite progresses made towards LGBTQ equality, these past
couple of years have been particularly challenging and alarming, as extreme anti-
,
LGBTQ and particularly, anti-trans rhetoric has swept across the country, including
the state of Florida; and
WHEREAS, in 2020, 2021, and 2022, many anti-transgender bills were proposed
in states across the country, most of them targeting transgender kids, and ranging from
banning trans students and individuals from using bathrooms corresponding to their
gender identity, prohibiting trans youth from competing on school sports teams that align
with their gender identities, to criminalizing supportive medical care for transgender kids;
and
WHEREAS, 2022 has seen the most anti-trans bills introduced in state legislatures
across the country, with over 300 bills introduced across 36 states, which is great than
the 151 bills considered for all of 2021, and more than double the 76 considered in 2020;
and
WHEREAS, although many of the bills didn't get far in the legislative process,
2022 also already marks a record-breaking year for the number of measures that
went into effect: 21 anti-LGBTQ and anti-trans bills have been enacted into law
during the 2022 legislative session, according to the American Civil Liberties Union;
and
WHEREAS, shamefully, the state of Florida is among the states with the most
severe anti-trans legislation in the country; and
WHEREAS, in 2021, the Florida Legislature enacted legislation banning trans
youth from competing on school sports teams that align with their gender identities, and
in 2022, the Legislature enacted the infamous "Don't Say Gay" bill which seeks to ban
any discussion regarding sexual orientation and gender identity discussions in Florida
schools; and
WHEREAS, in addition, in August 2022, the Florida Board of Medicine ignored
the warnings of medical experts and parents with transgender children and voted to
adopt a "standard of care" that opposes gender-affirming care for trans youth — a
move that would put the licenses of medical professionals at risk-for providing life-
saving care, if finalized and adopted; and
WHEREAS, a time when trans rights are under attack in state houses and by
school boards, it is more important than ever to support transgender people and
especially children; and
WHEREAS, the Mayor and City Commission of Miami Beach wish to declare the
week of November 13-19, 2022 as Trans Awareness Week to celebrate the resilience of
transgender, nonbinary and gender nonconforming Americans and their basic right to be
their most authentic selves without fear, shame or discrimination.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby declaring the week of November 13-19, 2022 as Transgender
Awareness Week in the City of Miami Beach.
