Resolution 2022-32361 RESOLUTION NO. 2022-32361 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE TO APPROVE THE FINANCIAL SUPPORT REQUEST FROM THE SOUTH BEACH WINE AND FOOD FESTIVAL ("SOBEWFF") AND AUTHORIZE THE CITY MANAGER TO NEGOTIATE AND EXECUTE AMENDMENT NO. 3 TO THE SPONSORSHIP AGREEMENT BETWEEN THE CITY AND THE FLORIDA INTERNATIONAL UNIVERSITY BOARD OF TRUSTEES; SAID AMENDMENT TO INCLUDE A REIMBURSEMENT TO THE SOBEWFF, IN THE AMOUNT NOT TO EXCEED $125,000, TO COVER EVENT-RELATED PUBLIC SERVICES, IN ADDITION TO THE WAIVERS OF CITY PERMIT COSTS ALREADY PROVIDED UNDER THE AGREEMENT, WITH THE CONTINGENCY THAT NO FUNDS ARE DISTRIBUTED BEFORE MARCH 15, 2023; AND FURTHER, WAIVING THE RENTAL FEE IN THE AMOUNT OF $2,500 FOR THE MIAMI BEACH BANDSHELL ON FEBRUARY 26, 2023, FOR THE PURPOSES OF SOBEWFF HOSTING A DRAG BRUNCH. WHEREAS, the Annual Food Network South Beach Wine & Food Festival ("SOBEWFF"), is a national, star-studded, four-day destination event showcasing the talents of the world's most renowned wine and spirits producers, chefs and culinary personalities; and WHEREAS, SOBEWFF has become one of the largest and most well-known festivals of its kind in the country, attracting visitors worldwide, underlining the reputation of the City of Miami Beach as a world-class culinary destination, and with the proceeds directly benefitting the Florida International University (FIU) School of Hospitality and Tourism Management; and WHEREAS, for SOBEWFF 2021 and SOBEWFF 2022, the City of Miami Beach agreed to provide the Festival with financial support totaling $163,333 and $215,849 respectively; and WHEREAS, at the September 14, 2022 City Commission meeting, at the request of Mayor Dan Gelber, the City Commission referred to the Finance and Economic Resiliency Committee ("FERC") a discussion regarding $125,000 financial support request from the SOBEWFF for its 22nd annual event, scheduled to take place February 23-26, 2023; and WHEREAS, the current request would be used to cover the costs of select City services including Fire, Police, EMT, permits and meters; and WHEREAS, at its September 30, 2022 meeting, FERC discussed and favorably recommended for the City to allocate $125,000 in financial support for the 22nd annual SOBEWFF, with the contingency that no funds are distributed before March 15, 2023; and WHEREAS, the City's sponsorship and support would be memorialized in a second amendment to the current five (5) year agreement between the City and SOBEWFF, which expires in September 2023; and WHEREAS, the proposed amendment would only amend and address sponsorship terms for the 2023 event; and WHEREAS, per the current five-year agreement, SOBEWFF will also receive waived special event permit fees as detailed below: • Application fees: $534 • Permit fees: $1,064 • Square footage fees: $84,464.80 • Tax: $5,912.54 • Vehicle Beach Access Passes: $12,880 • Light Pole Banners: $4,534 • Total: $109,392.34 (based on CPI increase, fees for 2023 will be approximately $117,049.80); and WHEREAS, the SOBEWFF combined 2023 sponsorship request including special event fee waivers would equal approximately $242,050; and WHEREAS, in addition, the SOBEWFF is planning to do a Drag Brunch at the Miami Beach Bandshell on Sunday, February 26, 2023 and is requesting for the City to waive the rental fees, estimated at $2,500. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Finance and Economic Resiliency Committee to approve the financial support request from the South Beach Wine and Food Festival ("SOBEWFF")and authorize the City Manager to negotiate and execute Amendment No. 3 to the Sponsorship Agreement between the City and the Florida International University Board of Trustees; said amendment to include a reimbursement to the SOBEWFF, in the amount not to exceed $125,000, to cover event-related public services, in addition to the waivers of City permit costs already provided under the Agreement, with the contingency that no funds are distributed before March 15, 2023; and further, waiving the rental fee in the amount of$2,500 for the Miami Beach Bandshell on February 26, 2023, for the purposes of SOBEWFF hosting a Drag Brunch. BACKGROUND/HISTORY At the September 14, 2022 meeting, the City Commission approved a referral by Mayor Dan Gelber to discuss and take action on the $125,000 financial support request from the Food Network South Beach Wine and Food Festival (SOBEWFF) for the 22nd annual event, scheduled to take place February 23-26, 2023. In May 2021 and February 2022, the City of Miami Beach agreed to provide the Festival with financial support totaling $163,333 and $215,849 respectively. With the 22nd edition of the SOBEWFF taking place in February 2023, more than 400 chefs, wine and spirit producers, Food Network personalities and lifestyle celebrities will come together in Miami Beach. Page 422 of 1166 Lee Schrager, founder of SOBEWFF, has expressed continued rising costs to produce the Festival and is requesting $125,000 for the 2023 edition of the event. The current five-year agreement,with SOBEWFF provides for the following: • City benefits: o Recognition as Platinum sponsorship and general festival recognition with tiered level logo on welcome banners at the Grand Tasting Village; o Each City Commissioner will receive two (2) tickets to a designated event on Miami Beach; o Print and media recognition is the Official Guide to the South Beach Wine & Food Festival;City logo on thank you advertisement running the weekend of SOBEWFF; recognition in select print promotional materials distributed locally, nationally and internationally; and an opportunity to produce press releases promoting participation; o Electronic recognition on. SOBEWFF website, Mobile App, Online Auction website, e-Newsletter, and web banner, • Gifting opportunities include inclusion in Trade Day and Grand Tasting gift bags; O SOBEWFF Auctions-an opportunity to donate a mutually-agreed upon auction item to one of the SOBEWFF Online Auctions; O Opportunity to invite Miami Beach Senior High School Hospitality Students to volunteer for the SOBEWFF family event: Fun and Fit as a Family; o Co-marketing opportunities to promote important City initiatives and ties to SOBEWFF; o Four (4) Juicy Tidbits e-Newsletter stories to promote the City - circulation of 380,000; o Four (4) Facebook or Twitter posts to promote City events. Facebook circulation of 50k, Twitter circulation of 22k; and o Opportunity to place City promotional material in the SOBEWFF Official Hospitality Suite-headquarters for VIPs, chefs and seminar presenters. • SOBEWFF benefits: O Waiver of special event application fees, permit fees, vehicle beach access pass fees, square footage fees, Lummus Park user fees, Police Department off-duty administrative fees, Fire Department off-duty administrative fees, temporary occupant content permit fee (if necessary), signage permit fees, banner permit fees, mini billboard permit fees and the 20% concession fees; and o A five (5) year commitment, commencing in 2019, to activate SOBEWFF in the current Miami Beach locations including Main Site (Lummus Park beachfront between 10th and 13th Streets), the North Venue (at beachfront between Lincoln Road & 17th Street), Espanola Way, and various hotel venues including the Fontainebleau, Lowes Miami Beach, SLS Hotel, Surfcomber Hotel, W South Beach,and 1 South Beach. • Miami,Beach Public benefits: o SOBEWFF is offering Miami Beach residents discounted advance (two- week pre-sale period) ticket sales opportunities, the opportunity will consist of a 15%discount applied to the purchase of a maximum of two (2)tickets of a choice of one SOBEWFF large-scale event (over 200 guests) taking place in Miami Beach; Page 423 of 1166 and 0 Five hundred (500)tickets to each day of the Festival's family event: Fun and Fit as a Family. A total of one thousand (1,000)tickets will be provided. The tickets are to be distributed to local schools and after-school programs so that Miami Beach children and their families can attend this event to learn about health and wellness. SUPPORTING SURVEY DATA In the 2022 City of Miami Beach Resident Survey, 86% of residents agreed that free or City sponsored art and cultural activities contribute to their quality of life in Miami Beach and 86% of residents agreed that Miami Beach Cultural Activities (such as art shows, film festivals, musicals, and live performances)contribute to the quality of life in Miami Beach. FINANCIAL INFORMATION The $125,000 financial request will be funded from the 2022 Fiscal Year End Resort Tax savings. With the 22nd edition of SOBEWFF®taking place in February 2023, we are continuing to raise the bar on our programming by bringing together a star-studded lineup of events and talent that will drive extraordinary business to Miami Beach. More than 400 chefs, wine and spirits producers, Food Network personalities and lifestyle celebrities will come together on the sands of Miami Beach to create an unforgettable epicurean celebration comprised of walk-around tastings, intimate dinners, late-night parties, brunches, lunches, master classes,wine seminars and more.Additionally,the Festival will continue to prioritize the implementation of Diversity, Equity& Inclusion within our program to ensure inclusive access for our partners, participants, and the South Florida community. The media attention garnered for the 2022 Festival was unprecedented and we are confident this will expand exponentially for the 2023 edition. Unfortunately, we continue to experience the harsh reality of the rapidly rising costs required to produce such an expansive and upscale Festival.Over the last year,the costs of some crucial City services have increased by up to 50%.
