A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE TOURISM AND CULTURE
DEPARTMENT, TO SPONSOR THE MIAMI BEACH OPEN 2023, IN AN
AMOUNT NOT TO EXCEED $200,000, CONTINGENT UPON (1)
SECURING AN OUTSIDE SPONSORSHIP COMMITMENT IN AMOUNT
OF $50,000, (2) SECURING A LETTER OF COMMITMENT FROM CBS
NETWORK FOR A BROADCASTING PARTNERSHIP FOR COVERAGE
OF THE EVENT, (3) APPLICATION FOR GRANT FUNDING FROM
MBVCA; (4) CONFIRMING NO SCHEDULING CONFLICTS WITH THE
MARCH 2023 ASPEN IDEAS: CLIMATE CONFERENCE, AND (5)
CONFIRMING FLEXIBILITY TO MOVE THE FOOTPRINT FROM THE
REQUESTED 20TH STREET TO LUMMUS PARK BETWEEN 6TH AND 8TH
STREETS.
WHEREAS, at June 22, 2022 meeting, the City Commission approved a referral to
the Finance and Economic Resiliency Committee ("FERC") by Commissioner Kristen Rosen
Gonzalez and sponsored by Commissioner Alex Fernandez, to discuss and consider the
"Miami Beach Open 2023"; and
WHEREAS,on June 24, 2022, staff met with ACT Productions (the"Event Producer) at
which time they presented a new event concept, the "Miami Beach'Open 2023 (the "Event"),"
a beach tennis and beach soccer tournament with multiple activations during the first weekend
in March 2023 (i.e. March.2-5) in Collins Park and 20th Street beachfront area. The Event
expects 32 international teams competing in beach tennis and soccer. The Event Producer
requested a special event sponsorship in the amount of$300,000 and Staff recommended the
Event Producer contact the Miami Beach Visitors and Convention Authority ("MBVCA") to
discuss applying for special event grant funding; and .
WHEREAS, at the July 29, 2022 FERC meeting, Tourism and Culture department staff,
along with the Event Producer, gave an oral presentation to committee members for the
proposed Event. Committee members had questions, including event footprint, dates
proposed, potential sponsorships, and television commitments. The consensus of the FERC
committee members was to refer the item, with a favorable recommendation, to the September
14, 2022 Commission meeting for discussion on sponsorship based on the following criteria:
The potential sponsorship would be contingent on the following factors:
• A maximum sponsorship of$200,000, contingent on a separate$50,000 sponsorship
commitment from a separate entity
• A letter or commitment from CBS for the broadcast of the tournament
• Application for grant funding from MBVC
• No conflict with Aspen Ideas: Climate Conference in March
• Flexibility to move footprint from the requested 20th Street to 6th and 8th Streets in
Lummus Park; and
WHEREAS, the committee also recommended the development of.a "score card,"with
a list of commitments, to be used for determination of future City sponsorships. The score card
may include the number of attendees, media impressions and heads-in-beds; and
WHEREAS, at the September 14, 2022 Commission Meeting, the City Commission
approved the sponsorship in an amount not to exceed $200,000 contingent upon (1) securing
an outside sponsorship commitment in amount of$50,000, (2) securing a letter of commitment
from CBS Network for broadcasting partnership for coverage of the event, (3) application for
grant funding from MBVCA; (4) confirming no scheduling conflicts with the March 2023 Aspen

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Tourism and Culture Department, to
sponsor the Miami Beach Open 2023, in an amount not to exceed $200,000, contingent upon
(1) securing an outside sponsorship commitment in amount of$50,000, (2) securing a letter of
commitment from CBS Network for a broadcasting partnership for coverage of the event, (3)
application for grant funding from MBVCA; (4) confirming no scheduling conflicts with the March

RECOMMENDATION
The Administration recommends discussing the Finance and Economic Resiliency Committee recommendation to sponsor the
Miami Beach Open 2023,in an amount not to exceed$200,000,contingent upon securing an outside sponsorship commitment in an
amount of$50,000,and a letter of commitment from the CBS Network to broadcast the event,among other items.
The Miami Beach Open 2023 will take place from March 1-5,2023 with multiple activations in the Lummus Park area.
BACKGROUND/HISTORY
At the June 22, 2022 meeting, the City Commission approved a referral to the Finance and Economic Resiliency Committee (FERC) by
Commissioner Kristen Rosen Gonzalez and sponsored by Commissioner Alex Fernandez, to discuss and consider the"Miami Beach Open
2023."
On June 24, 2022 staff met with ACT Productions (the Event Producer)at which time they presented a new event concept, the"Miami
Beach Open 2023 (the Event),"a beach tennis and beach soccer tournament during the first weekend in March 2023 in Collins Park and

ANALYSIS
Following the FERC meeting, the Event Producer met with the MBVCA staff on July 29, 2022 regarding the Event. The Event Producer
informed the group that their special event sponsorship was pending City approval at the September 14, 2022 Commission meeting. The
MBVCA recommended the Event be categorized under either their Major One Time Special Event ($45,000 max request) or Special
Projects($90,000 max request)grant,depending on their hotel and media contracts/agreements.The Event would fall under the MBVCA's
Second Period of funding,for events taking place between February 1 -May 31,2023.
At FERC, staff was directed to continue discussions with the Event Producer and confirm the submission of requested supporting
documents for the special event sponsorship funding request. The Event Producer has provided an update with the following
supporting documents:

• Exhibit B-CBS Broadcast Commitment Letter
• Exhibit C-International Tennis Federation Beach Tennis Letter of Support

• City of Miami Beach benefits include"Title" sponsorship naming as the"Miami Beach USTA Beach Tennis Open"and "Miami
Beach USA vs Brazil Beach Soccer Challenge"
• Premier City of Miami Beach logo placement throughout venue and signage as official partner
• Two(2)television spots on CBS Sports broadcast and all reruns as official host city
• City of Miami Beach logo displayed on all promotional marketing materials including digital,social,video and print materials
• International outreach and marketing including City of Miami Beach logo as official sponsor

• City of Miami Beach designated officials to present trophy and prizes to athletes

Miami Beach Resident Benefit:
• Miami Beach residents receive a 25%discount on General Admission tickets.(Planned ticket price is currently$20.00.Children
under twelve(12)are free for residents.
• Miami Beach residents play for free during the amateur days of tournament schedule for the first fifty(50)players.

Based on the past television coverage of Beach Soccer and Beach Tennis in Brazil, we are estimating that:
• Between 8 and 9 million people will see coverage of the Miami Open Tennis Challenge and also the Miami Open Beach
Soccer Challenge in TV Globo's sports and news in Brazil.
• An additional 250,000 people will watch each telecast on SPORT TV in Brazil.
• In addition about 500,000 people will watch each of these two events on the CBS Sports Network telecasts in the U.S.
(1,000,000 people total).

Stephen Disson, President
Founder and CEO Stephen Disson is a longtime sports and entertainment executive who is recognized as one of the top marketing and sales professionals in
the country. Throughout his career, Disson has negotiated over 100 million dollars in sponsorships on behalf of corporate clients for international and national

In follow-up to our phone conversation this afternoon, this letter will confirm that the
CBS Sports Network has agreed to nationally televise on a delayed basis the finals of the
Saturday evening, March 4. 2023 Miami Beach BT400 Beach Tennis Open,which will
be the first beach tennis tournament in the United States officially sanctioned by both
the International Tennis Federation("ITF") and United States Tennis
Association("USTA"),two times each for one hour in favorable time slots in the month
of March, 2023 and also nationally televise the Miami Beach US versus Brazil Beach
Soccer Challenge scheduled on Sunday, evening,. March 5 2023 on a delayed basis two
times each for one hour in good time slots in the month of March, 2023 according to the
time buy terms you and I discussed and provided that you confirm by the end of
September, 2022 that the Miami Beach Council has agreed to title sponsor these two
events at their September 14, 2022 2023 Budget Meeting.

ITF Beach Tennis

Dear Jeff,
The ITF Beach Tennis department are fully supportive of the plans for a
major beach tennis event to be delivered in Miami Beach in 2023.
We are thankful for the work that you and the beach tennis community in
the USA are doing to spread the game and believe that this tournament
will be the next step in the development of the game.
Having worked with Luis Felipe Tavares on previous events, including
the World Cup in 2021, and ongoing projects, we are confident that he
and his team will deliver a high quality event.
We are aware that the preferred date for the tournament would be
during the week commencing Monday, 27 February, with tournament
dates likely to be from Wednesday 01 -Saturday 04 March.
To assist in securing an appropriate player entry list of the leading
players, the ITF have placed a hold for that week in the provisional
calendar for 2023. We can retain this provisional booking until Friday 07
October and hope that this will provide sufficient time for a confirmed
application to be completed and submitted to the ITF.
We remain committed to working with you to bring this event to Miami
Beach and look forward to updated information in due course.

confident based on my conversations that they will come in for a $50,000 cash fee as the Presenting Sponsor
of our Beach Tennis Tournament and expect to get their written confirmation on this before the end of this
month.
In addition, Koch-Tavares,ACT Productions,and Disson Sports& Entertainment have had several
conversations with other quality companies and brands(e.g.Adidas, Brazil Tourism, ltau Bank, Pepsi, and Red
Bull) about becoming the Presenting Sponsor of the Miami Beach USA vs Brazil Beach Soccer Challenge.We are
hopeful one of these companies or brands will come in as the Presenting Sponsor for an additional $50,000.
