MIAMI BEACH, FLORIDA,APPROVING AN AMENDMENT TO RESOLUTION NO.
2021-31846, WHICH APPROVED FUNDING, IN AN AMOUNT NOT TO EXCEED
$10,000 ANNUALLY, TO COVER THE COST OF SECURING COPIES OF
OFFICIAL TRANSCRIPTS FROM FLORIDA INTERNATIONAL UNIVERSITY AND
MIAMI DADE COLLEGE, REQUESTED BY MIAMI BEACH SENIOR HIGH
SCHOOL GRADUATES, ENROLLED IN DUAL ENROLLMENT CLASSES
FUNDED BY THE CITY OF MIAMI BEACH; SAID AMENDMENT INCLUDING THE
UNIVERSITY OF FLORIDA AS AN ADDITIONAL PARTICIPANT OF THIS CITY
PROGRAM, GIVEN THAT THE UNIVERSITY OF FLORIDA PARTICIPATES IN
THE DUAL ENROLLMENT PROGRAM FUNDED BY THE CITY OF MIAMI BEACH.
WHEREAS, in January 2008, the City of Miami Beach, Florida ("City") entered into an
Education Compact with Miami-Dade County Public Schools (M-DCPS) to enhance learning
opportunities for youth; and
WHEREAS, the Education Compact reflects the desire of the.Miami Beach community to
support excellence in the City's public schools; and
WHEREAS, the Education Compact currently addresses and supports the following priority
areas: Teacher Recruitment/Retention; Communication; Parental Involvement/Family Support;
Youth and Community Engagement; Health and Well-Being; Student Achievement; Safety; and
Technology; and
WHEREAS, on April 15, 2015, the Mayor and City Commission adopted Resolution No.
2015-28997, which directed the Administration to expand the Compact to address the following
areas: Early Learning; Extracurricular/Choice Offerings; and Afterschool Programming; and
WHEREAS, the City of Miami Beach has been in partnership with Miami-Dade County
Public Schools (M-DCPS), Florida International University, and Miami Dade College since Spring
2015 to increase dual enrollment courses at Miami Beach Senior High School and Miami Beach
Nautilus Middle School; and
WHEREAS, funding to support and expand the partnership in the 2020-21 school years
included an estimated City contribution of$90,000 for instructor salaries and M-DCPS estimated
contribution of$122,880 for textbooks; and
WHEREAS, the dual enrollment program at Miami Beach Senior High School (High
School)and Miami Beach Nautilus Middle School(Middle School)allows eligible students to enroll
in a college course and high school class simultaneously; and
WHEREAS, the credits the students earn are applied toward a high school diploma and
are acceptable towards a college associate's or bachelor's degree, or technical certificate; and
WHEREAS, the interest and success of students at the High School and Middle School in
dual enrollment classes has resulted in a 310 percent increase in the number of classes from the
2015-16 to 2020-21 school years; and
WHEREAS, in that same time period a financial savings of $2,771,539.00 resulted for
Miami Beach families for those children choosing to enroll in dual enrollment classes offered at
Miami Beach public schools funded by the City; and
WHEREAS, Per Florida Statute Section 1007.271 (Dual Enrollment Programs), a Florida
public school student, who is enrolled as a dual enrollment student, is exempt from payment of
tuition and fees, including registration and laboratory fees, and instructional materials assigned
for use within dual enrollment courses; and
WHEREAS, at the June 23; 2021 Commission Meeting, Commissioner David Richardson
referred a discussion item to the Finance and Economic Resiliency Committee regarding the cost
of transcripts for Miami Beach students who have taken dual enrollment courses funded by the
City; and
WHEREAS at the July 23, 2021 Finance and Economic Resiliency Committee meeting, a
motion was made to provide funding in the amount of$10,000 annually to cover the cost of up to
five (5) official transcripts for each graduating senior from Miami Beach Senior High School
beginning in the 2021-22 school year; and
WHEREAS, the college application process often requires applicants (students)to submit
an official transcript for all college classes taken from each university/college as part of the college
admission process, and currently, students at Miami Beach Senior High School who have taken
dual enrollment courses funded by the City of Miami Beach during the school day would be
required to submit an official transcript from Florida International University and/or Miami Dade
College; and
WHEREAS, the cost for an official transcript in 2021 for Florida International University
was$10.00, and for Miami Dade College was $5.00; and per Miami-Dade County Public Schools,
the average number of graduating seniors at Miami Beach Senior High school who took dual
enrollment classes during the school day was approximately 144 students; and
WHEREAS, a graduating senior from Miami Beach Senior High School who has enrolled
in a dual enrollment class during the school day could incur an out-of-pocket expense of a
maximum of$15.00 per college application if an official transcript were required from any college
where college credit were issued including dual enrollment courses; and
WHEREAS, on September 17, 2021, the Mayor and City Commission adopted Resolution
No. 2021-31846, approving funding to secure official transcripts for approximately 144 graduating
seniors at Miami Beach Senior High enrolled in dual enrollment classes funded by the City through
Florida International University and Miami Dade College for up to five (5)official transcripts each;
and
WHEREAS, on April 6, 2022, the Mayor and City Commission adopted Resolution No.
2022-32099, expanding dual enrollment classes funded by the City of Miami Beach by authorizing
the City to contract with the University of Florida and Miami-Dade County Public Schools to
provide dual enrollment courses for college credit for students at the High School; and
WHEREAS, this amendment to Resolution No. 2021-31846, would permit the City to fund
the cost of up to five(5)official transcripts per postsecondary institution,from Florida International
University, Miami Dade college and University of Florida, for graduating seniors from the High
School who took City-funded dual enrollment courses at the High School during the regular school
day; and
WHEREAS,the Administration recommends approving this amendment to Resolution No.
2021-31846, to add the University of Florida as a participant of this City program, in that, the
University of Florida is part of the pool of postsecondary institutions providing dual enrollment
classes, funded by the City of Miami Beach, at the High School.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve an amendment to Resolution No. 2021-31846, which approved
funding, in an amount not to exceed $10,000 annually, to cover the cost of securing copies of
official transcripts from Florida International University and Miami Dade College, requested by
Miami Beach Senior High School graduates, enrolled in dual enrollment classes funded by the
City of Miami Beach; said amendment including the University of Florida as an additional
participant of this City program, given that the University of Florida participates in the dual
enrollment program funded by the City of Miami Beach.

RECOMMENDATION
Accept the recommendation to fund official transcripts for dual enrollment courses taken at
Miami Beach Sr. High School during the regular school day for graduating seniors at Miami
Beach Sr. High School.
BACKGROUND/HISTORY
In January 2008, the City of Miami Beach, Florida ("City") entered into an Education Compact
with Miami-Dade County Public Schools (M-DCPS)to enhance learning opportunities for youth.
The Education Compact reflects the desire of the Miami Beach community to support excellence in
the City's public schools.
The City of Miami Beach has been in partnership with Miami-Dade County Public Schools (M-
DCPS), Florida International University, and Miami Dade College since Spring 2015 to increase
dual enrollment courses at Miami Beach Senior High School and Miami Beach Nautilus Middle
School. The dual enrollment program at Miami Beach Senior High School and Miami Beach
Nautilus Middle School allows eligible students to enroll in a college course and high school
class simultaneously. The credits the students earn are used towards both a high school
diploma and are acceptable towards a college associate's or bachelor's degree, or technical
certificate.

The interest and success of students at our Miami Beach high school and middle school in dual
enrollment classes has resulted in a 310 percent increase in the number of classes from the
2015-16 to 2020-21 school years. In that same time period, a financial savings of$2,771.539.00
resulted for Miami Beach families for those children choosing to enroll in dual enrollment lasses
offered at Miami Beach public schools funded by the city.
Per Florida Statute 1007.271 Dual Enrollment Programs, a student enrolled as a dual
enrollment student is exempt from the payment of tuition and fees, including registration and
laboratory fees,and instructional materials assigned for use within dual enrollment courses must
be made available to dual enrollment students from Florida public high schools free of charge.
At the June 23, 2021 Conmssion Meeting, Comrissioner David Richardson referred a discussion
item to the Finance and Economic Resiliency Committee regarding the cost of transcripts for Miami

increase the graduation rate at Miami Beach Senior High School (MBSH); and
WHEREAS, dual enrollment programs enrich the course opportunities for outstanding
high school students and save students and parents money; and
WHEREAS, Dual Enrollment is a program that allows eligible high school students
currently attending accredited Miami-Dade County public or private high schools, or home
schools,to enroll in a college course and high school course simultaneously; and

WHEREAS, the University of Florida (UF), a public university of the State of Florida,
currently offers dual enrollment courses across the State of Florida and zero courses in any of
the 65 Miami-Dade County Public High Schools in Miami-Dade County; and
WHEREAS, due to state funding changes for dual enrollment courses in July 2013,
individual high schools are responsible for reimbursing colleges for instructor and administrative
fees; as such, the number of courses offered is limited due to available funding, along with
credentialing limitations of instructional school staff; and
WHEREAS,the City of Miami Beach proposes to enter into an agreement with UF to allow
for the credentialing of eligible teachers, City staff, as well as qualified residents, to increase the
number of dual enrollment courses available at Miami Beach Senior High School for upcoming
school years; and
WHEREAS, the City of Miami Beach partnership with UF would provide for the City to
fund the instructor cost of approximately $6,716. per course per semester only for eligible and
credentialed teachers, City Staff and Miami Beach residents not to exceed two (2) Dual
Enrollment courses in the 2022-23 school year, with the expectation of increasing the number of
Dual Enrollment courses offered each subsequent school year; and
WHEREAS, the City Manager recommends authorizing the City to enter into an
agreement with the University of Florida and Miami-Dade County Public Schools, for the 2022-
2023 school year to provide Dual Enrollment courses for college credit for students at Miami
Beach Senior High School; and further authorizing the City to execute agreements for future
school years with the University of Florida and/or Miami-Dade County Public Schools, subject to
budget approval by the City Commission,during the City's annual budgetary process, of the City's
contribution for each subsequent school year.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH,FLORIDA that the Mayor and City Commission
hereby authorize the City Manager to execute an Agreement with the University of Florida and
Miami-Dade County Public Schools to provide Dual Enrollment courses for college credit for
students at Miami Beach Senior High School; and further authorize the City to execute
agreements for future school years with the University of Florida and Miami-Dade County Public
Schools, subject to annual budget approval by the City Commission of the City's contribution for
each subsequent school year.

data for the 2018-19 school year reflects 78% of parents agree or strongly agree that children are
receiving a good education at Miami Beach Senior High School,a 3.7%decrease when compared to

The city has partnered with Florida International University and Miami-Dade College since 2004 to
increase the number of dual enrollment courses at Miami Beach Senior High School and Miami
Beach Nautilus Middle School. As of 2020-21 school year, the number of classes offered at Miani
Beach public schools was 170 Impacting 3,766 Miami Beach youth, for an estimated savings to
families of $2,771,539.26 since program inception and an estimated cost to the City of $90,000
annually.
ANALYSIS
The University of Florida (UF) currently offers dual enrollment courses across the State of Florida
and no courses in any of the 65 Miami-Dade County Public High Schools in Miami-Dade County.
Due to..state funding changes for dual enrollment courses In July 2013, individual high schools are
responsible for reimbursing colleges for instructor and administrative fees. As such, the number of
courses offered Is limited due to available funding, along with credentialing limitations of instructional
school staff.
To support our efforts to increase educational opportunities for Miami Beach youth and to increase
our city's attraction to families as a place to live and raise a family, we propose a Memoranda of
Understanding with UF to increase dual enrollment options for Miami Beach youth which will make
the City of Miami Beach the only City offering dual enrollment through University of Florida at a
Miami-Dade County public high school in Miami-Dade County Public Schools. The partnership with
UF would provide for the City to fund the instructor cost of approArnately $6,716. per course per
semester not to exceed two (2) Dual Enrollment courses in the 2022-23 school year, with the
expectation to increase the number of Dual Enrollment courses offered each subsequent school
year.
Below is a listing of the dual enrollment courses the City anticipates to offer and fund for the
2022-2023 school year at both Miami Beach Senior High School and Miami Beach Nautilus
Middle School at an estimated cost of $68,506. The City's budget for dual enrollment is
currently$90,000 per school year, which will allow for additional courses to be added beyond

The purpose of this Letter to Commission is to provide information on the status of our partnership
with Miami-Dade County Public Schools (MDCPS), Florida International University, and Miami-
Dade College to increase dual enrollment courses at Miami Beach Senior High School and Miami
Beach Nautilus Middle School.
The interest and success of students at our Miami Beach high school and middle school in dual
enrollment classes has resulted in a 310 percent increase in the number of classes from the
2015-16 to 2020-21 school years.The chart below provides information on the number of course
_and dass sections available to students following the implementation of the partnership in Fall
2014, as well as the financial savings to Miami Beach families for those children choosing to
enroll in dual enrollment classes offered at Miami Beach public schools funded by the city in a
• total amount since program inception of;2,771,539.00. Additionally, these classes support class
size reduction efforts.

City contribution of$90,000 for instructor salaries and M-DCPS estimated contribution of
$122,880 for textbooks.
The dual enrollment program at Miami Beach Senior High School and Miami Beach Nautilus
Middle School allows eligible students to enroll'.in a college course and high school class
simultaneously. The credits the students earn are used towards both a high school diploma and
are acceptable towards a college Associate or Bachelor degree, or technical certificate. The
benefits of offering dual enrollment courses to high school and middle school students include:
• Saves students and parents money, as dual enrollment students are exempt from paying
• application, registration, tuition, laboratory,and special fees if the classes taken are
being used toward high school graduation
• Enriches the course opportunities for outstanding high school/middle school students
• Shortens the time to attain a college degree
• Provides students with college credit that is transferable to a college or university
• Allows grades earned to become part of the students'permanent transcripts

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
FINANCE AND ECONOMIC RESILIENCY COMMITTEE,AT ITS JULY 23,2021
MEETING, TO FUND THE COST OF SECURING COPIES OF OFFICIAL
TRANSCRIPTS FROM FLORIDA INTERNATIONAL UNIVERSITY AND MIAMI
DADE COLLEGE, REQUESTED BY MIAMI BEACH SENIOR HIGH SCHOOL
GRADUATES ENROLLED IN THE DUAL ENROLLMENT PROGRAM, IN THE
AMOUNT NOT TO EXCEED $10,000 ANNUALLY, COMMENCING DURING
THE 2021-22 SCHOOL YEAR, SUBJECT TO FUNDING APPROVAL; AND
APPROVING A CITY CONTRIBUTION FOR FUTURE SCHOOL YEARS,
CONTINGENT UPON AN APPROPRIATION OF FUNDS DURING THE CITY'S
BUDGETARY PROCESS FOR EACH SUBSEQUENT FISCAL YEAR; AND

WHEREAS, in January 2008, the City of Miami Beach, Florida ("City') entered into an

Education Compact with Miami-Dade County Public Schools (M-DCPS) to enhance learning
opportunities for youth; and
WHEREAS, the Education Compact reflects the desire of the Miami Beach community to
support excellence in the City's public schools; and
WHEREAS,the Education Compact currently addresses and supports the following priority
areas: Teacher Recruitment/Retention; Communication; Parental Involvement/Family Support;
Youth and Community Engagement; Health and Well-Being; Student Achievement; Safety; and
Technology; and
WHEREAS, on April 15, 2015, the Mayor and City Commission adopted Resolution No.
2015-28997, which directed the Administration to expand the Compact to address the following
areas: Early Learning; Extracurricular/Choice Offerings; and Afterschool Programming; and
WHEREAS, since the Spring of 2015, the City of Miami Beach has been in partnership
with Miami-Dade County Public Schools (M-DCPS), Florida International University, and Miami
Dade College to increase dual enrollment courses at Miami Beach Senior High School (the'High
School") and Miami Beach Nautilus Middle School (the "Middle School"); and
WHEREAS, funding to support and expand the partnership in the 2020-21 school year
includes a City contribution, in the approximate amount of$90,000 for instructor salaries, and an
M-DCPS contribution, in the approximate amount of$122,880 for textbooks; and
WHEREAS,the dual enrollment program at the High School and the Middle School allows
eligible students to enroll in a college course and high school class simultaneously; and
WHEREAS, the credits the students earn are used towards both a high school diploma
and are acceptable towards a college associate's or bachelor's degree, or technical certificate;
and

WHEREAS, as a result of the interest and success of the dual enrollment program at the
High School and the Middle School,the number of classes offered for the school years from 2015-
16 to 2020-21 has increased by 310 percent; and ,
WHEREAS,during this same period, Miami Beach families realized a financial savings of
$2,771.539.00 for those children choosing to enroll in the dual enrollment classes funded by the
City; and
WHEREAS, Pursuant to Florida Statutes §1007.271 (Dual Enrollment Programs), a
student enrolled as a dual enrollment student is exempt from the payment of tuition and fees,
including registration and laboratory fees, and instructional materials assigned for use within dual
enrollment courses must be made available to students from Florida public high schools free of
charge; and
WHEREAS, at the June 23, 2021 City Commission Meeting, Commissioner David
Richardson referred a discussion item to the Finance and Economic Resiliency Committee (the
"Finance Committee")regarding the cost of transcripts for Miami Beach students who have taken
dual enrollment courses funded by the City; and
WHEREAS at the July 23, 2021 Finance Committee meeting, a motion was made to
provide funding in the amount of $10,000 annually to cover the cost of up to five (5) official
transcripts for each graduating senior from the High School beginning in the 2021-22 school year,
and
WHEREAS,the college application process often requires applicants(students)to submit
an official transcript for all college classes taken from each university/college as part of the college
admission process, and currently, students at the High School who have taken dual enrollment
courses funded by the City during the school day would be required to submit an official transcript
from Florida International University and/or Miami Dade College; and
WHEREAS, the cost for an official transcript in 2021 for Florida International University is
$10.00 and Miami Dade College is $5.00, and the average number of graduating seniors at the
High School who have taken a dual enrollment class is approximately 144 students; and
WHEREAS, if approximately 144 graduating seniors at the High School were to request
official transcripts from both Florida International University and Miami Dade College as a result
of their participation in dual enrollment courses, the approximate cost to cover one set of official
transcripts would be $2,160, and the approximate cost to provide up to five(5)official transcripts
to each graduating senior at the High School who took dual enrollment classes would be
approximately$10,800 annually, and
WHEREAS, the Administration supports the recommendation of the Finance Committee
to fund up to$10.000 for official transcripts from Florida International University and Miami Dade
College for graduating High School students who enrolled in dual enrollment classes funded by
the City.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission
• hereby accept the recommendation of the Finance and Economic Resiliency Committee, at its
July 23, 2021 meeting, to fund the cost of securing copies of official transcripts from Florida
International University and Miami Dade College, requested by Miami Beach Senior High School
graduates enrolled in the dual enrollment program, in the amount not to exceed $10,000 annually,
commencing during the 2021-22 school year, subject to funding approval; and approve a City
contribution for future school years, contingent upon an appropriation of funds during the City's
budgetary process for each subsequent fiscal year, and further authorize the City Manager and
City Clerk to execute any agreements necessary to effectuate this program.

ANALYSIS
Per Florida Statute 1007.271 Dual Enrollment Programs, the program applies toward the
enrollment of an eligible secondary student in a postsecondary course creditable toward high
school completion and a career certificate or an associate or baccalaureate degree.An eligible
secondary student is a student who is enrolled in any grades 6 through 12 in a Florida public
school or in a Florida private school. Students who are eligible for dual enrollment may enroll in
dual enrollment courses conducted during school hours, after school hours, and during the
summer term.A student enrolled as a dual enrollment student is exempt from the
payment of tuition and fees, including registration and laboratory fees. Instructional
materials assigned for use within dual enrollment courses must be made available to
dual enrollment students from Florida public high schools free of charge.
The college application process often requires applicants (students) to submit an official
transcript for all college classes taken from each university/college as part of the college
admission process. Currently, students at Miami Beach Senior High School who have taken •
dual enrollment courses funded by the City of Miami Beach during the school day would be
required to submit an official transcript from Florida International University and/or Miami Dade
College. The cost for an official transcript in 2021 for Florida International University is$10.00
and Miami Dade College is$5.00.
Per Miami-Dade County Public Schools, the average number of graduating seniors at Miami
Beach Senior High school who have taken a dual enrollment class during the school day is
approximately 144 students. Therefore, a graduating senior from Miami Beach Senior High
School who has enrolled in a dual enrollment class during the school day could incur an out-of-
pocket expense of a maximum of $15.00 per college application if an official transcript were
required from any college where college credit were issued including dual enrollment courses.
If approximately 144 graduating seniors at Miami Beach Senior High were to request official
transcripts from both Florida International University and Miami-Dade College as a result of their
participation in dual enrollment courses funded by the City in partnership with M-DCPS, F I U and
MDC, the approximate cost to cover one set of official transcripts would be$2,160. The
approximate cost to provide up to five (5) official transcripts from both Florida
