Hudak, City Manag r DATE : November 18, 2022 SUBJECT: Supplier Diversity Update for Fiscal Year 2022 The purpose of this LTC is to provide an update to the Mayor and City Commission on the database and usage of LGBT-certified firms, as certified by the National LGBT Chamber of Commerce, and small business enterprises (SBE) and disadvantaged business enterprises (DBE) firms, as certified by Miami-Dade County, pursuant to Resolutions 2020-31342 and 2020-31519. On July 29, 2020, the City Commission adopted Resolution 2020-31342, directing the Administration to establish a registry and database of LGBT-owned businesses certified by the National LGBT Chamber of Commerce (NGLCC). On December 9, 2020, the City Commission adopted Resolution 2020-31519, directing the Administration to establish a registry and database for small and disadvantaged businesses as certified by Miami-Dade County in the following categories : • SBE -Architectural & Engineering. A gender and race-neutral certification program specifically for firms that are defined as architectural and engineering companies. • SBE -Construction. A gender and race-neutral certification program specificallyforfirrns that are defined as construction companies. This category also includes trades, e.g., electrical, painting, plumbing, etc.). • SBE -Goods and Services. A gender and race-neutral certification program specifically for firms that supply goods and services other than construction, architectural , or engineering services. • DBE -Disadvantaged Business Enterprise. A certification program forfederally-funded projects that promotes participation in transportation contracts by small, socially, and economically disadvantaged businesses. As previously reported, the implementation of the database was completed on June 2021 . Since then, staff has continued to work with the information provided by NGLCC, on a quarterly basis, and Miami-Dade County, on a monthly basis, to identify certified businesses and have those businesses added to the City's databases. Table 1 indicates the firms registered by Miami-Dade County and NGLCC added to the database through September 30, 2022. Table 2 indicates the City's total spend. by certification category, with the registered firms. Table 3 indicates the contracts awarded to the certified f irms since the adoption of the resolutions. At this time, specific demographic information (race, gender, and ethnicity) for the certified firms is not available. Table 2 indicates the spend by certification type. It is important to note that a single firm may be certified in multiple categories. For example, a firm may be certified as both an LGBT and an SBE business. Therefore, it is not accurate to tally the fields in Table 3 as some duplication may occur. The information in Table 3 is different from the information presented in Table 2. Table 2 indicates the actual expenditures completed in fiscal year 2022. Table 3 indicates contracts awarded. Contracts for specific projects (typically construction projects) are fully encumbered (committed) at the time of award. Encumbrances for contracts for goods and services ordered on an as-needed basis are completed at the time the goods and services are needed. Staff will continue outreach efforts for both certified firms and local (Miami Beach-based) firms that have registered with the City, including notifying the firms of available bid opportunities, and will continue to collaborate with partners in other agencies to share resources, information and training opportunities that may be beneficial to the firms. Additionally, whenever possible, staff participates in local events to promote the inclusion of small firms in procurement activities, including the recent Miami-Dade County 2022 Procurement Expo and the upcoming vendor trade show sponsored by the local chapter of the National Institute of Governmental Procurement to be held in Broward County.
