RESOLUTION NO. 2003-25224
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING
RESOLUTION NO. 2000-23835 WHICH CREATED THE
NORTH BEACH YOUTH CENTER OVERSIGHT
COMMITTEE AS AN AD HOC COMMITTEE OF THE
MIAMI BEACH CITY COMMISSION, BY AMENDING THE
COMMITTEE'S DUTIES, FUNCTIONS, POWERS, AND
RESPONSIBILITIES, AND EXTENDING THE EXISTENCE
OF THE COMMITTEE UNTIL THE NORTH BEACH YOUTH
CENTER IS OPERATIONAL AND OPEN TO THE PUBLIC.
WHEREAS, on March 15, 2000, via Resolution No. 2000-23835, the Mayor and City
Commission of the City of Miami Beach created the North Beach Youth Center Oversight
Committee ("Committee"); and
WHEREAS, the Committee was created as an ad hoc committee to serve in an advisory
capacity to the City Commission by monitoring the design, planning, construction, and use ofthe
North Beach Youth Center, as well as providing input to the City Commission on the operation of
the North Beach Youth Center; and
WHEREAS, in order to better assist and advise the City Commission relative to the North
Beach Youth Center, the term of the Committee should be extended until the Youth Center is
operational and open to the public and, further, the duties, functions, powers, and responsibilities of
the Committee should be expanded as proposed herein.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that Resolution No. 2000-
23835 creating the North Beach Youth Center Oversight Committee is hereby amended as follows:

4. The Committee shall have the following duties, functions, powers, and
responsibilities:
a) To serve in an advisory capacity to the City Commission and monitor
the design, planning, construction, and use of the North Beach Youth
Center.
.!ll To provide advice as to the appropriate use ofthe facility.
f2 To provide input as to the furniture, fixtures. and equipment (FFE)
desired to equip the facility for optimal use, recognizing that the final
determination ofFFE is an administrative decision to be made by the
City Manager or his designee from funds authorized by the City
Commission. The Committee may solicit funding for such purposes
and may recommend appropriate recognition to the Community
Affairs Committee for persons or entities making significant
donations. The City's name and resources shall only be allowed to be
utilized for solicitations pre-approved by the City Manager.
b14l To perform such other duties as may from time to time be assigned to
it by the City Commission.
5. The work of the Committee will be deemed to be concluded 3 months after tlJ**i
the issuance of a certificate of occupancy for ~ the North Beach Youth Center is operational
and open to the public at which time the Committee shall automatically dissolve.

NORTH BEACH YOUTH CENTER OVERSIGHT COMMITTEE
I would like to propose an amendment extending the term of the North Beach Youth Center
Oversight Committee until the Center is operational and open to the public.
The committee should provide input as to the appropriate use of the facility as well as the furniture,
fixtures and equipment necessary to equip the facility for optimal use. In that regard, the committee
should be allowed to solicit funding and recommend appropriate recognition for persons or entities
making significant donations. I would like the proposed amendments to the resolution presented at
the April 30, 2003 Commission meeting
