CITY OF MIA BEACH REQUEST FOR PROPOSALS (RFP) FOR THE COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) AND EMERGENCY SHELTER GRANTS (ESG)
PROGRAM FOR FY 1998/99.

On February 18, 1998, the City made available to the public the Request for Proposals (RFP) for
the Community Development Block Grant (CDBG) Program Year 24 (1998/99) and the Emergency
Shelter Grants (ESG) Program FY 1998/99. The proposals will be due at the Community/Economic
Development Division on Wednesday March 18, 1998. This RFP contains the application for
solicitation of federal funds under the CDBG program and the ESG Program.
Each year, the City is notified of the allocation of funds that it will receive for the next fiscal year
commencing on October 1. This year, the City was notified that it will receive approximately
$2,864,000 as follows: approximately $2,756,000 in CDBG funds and approximately $108,000 in
ESG Program funds for FY 1998/99.
A comprehensive planning phase was initiated by the Community/Economic Development Division
in February which included placing public advertisement notices in both English and Spanish
newspapers of general circulation. RFP applicants are encouraged to develop programs that have
substantial and comprehensive effects on the needs and conditions of the City of Miami Beach, and
as they relate to the overall goals and objectives of the CDBG and ESG programs.
Once all RFPs are received, they are reviewed for: statutory national objective compliance,
regulatory eligibility, and feasibility. Concurrently, the Community Development Advisory
Committee (CDAC) reviews all proposals and develops their recommendations for funding.
Utilizing this process, the Administration has been successful in presenting the City Commission
with joint funding recommendations for the eighth year in a row.

A total of 4,407 cases have been heard by the Special Master. Of the 4,407 cases, 4,] 20
have had compliance, or 93.49%. Only 287 cases are pending compliance, or 6.51 %.
Cases with a fine or a lien recorded on the property, have a total of $4.405,488 in
accumulated fines. This total does not include interest. Our April hearings will be on the 09th,
and on the 23rd.
