RESOLUTION NO! 2022-32432
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
LAND USE AND SUTAINABILITY COMMITTEE, AND APPROVING AND
ENDORSING CERTAIN ENHANCEMENTS TO THE PROCUREMENT AND
DESIGN PROCESS FOR THE CONSTRUCTION OF NEW CITY FACILITIES, IN
RECOGNITION OF THE CITY'S COMMITMENT TO EXCELLENCE IN URBAN
DESIGN AND HISTORIC PRESERVATION, AS SET FORTH IN THIS
RESOLUTION.
WHEREAS, the City of Miami Beach places a high degree of emphasis on forward-
thinking and advanced architectural design for all City owned properties and facilities; and
WHEREAS, Design Review Board (DRB) or Historic Preservation Board (HPB) approval
is required for new City facilities; and
WHEREAS, the DRB and HPB are required to evaluate the design of new construction
under extensive and rigorous criteria within the LDRs; and
WHEREAS, currently all City issued Requests for Proposals (RFP) and Requests for
Qualifications(RFQ)contain response requirements and evaluation point allocation regarding the
caliber of the design professionals; and
WHEREAS, at the January 20, 2022, City Commission meeting, the Mayor and City
Commission referred a discussion to the Land Use and Sustainability Committee (LUSC) to
develop design guidelines for the construction of new City facilities, in recognition of the City's
commitment to excellence in urban design and historic preservation; and
WHEREAS, at its October 28, 2022, meeting, the LUSC endorsed the proposal and the
recommendations contained in the LUSC memo.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and endorse the following recommendations of the Land Use and
Sustainability Committee for the design and construction of future above-ground City facilities:
1. The following shall apply to future Requests for Proposal (RFP) and Requests for
Qualifications (RFQ) pertaining to the design and construction of above-ground City facilities,
in order to further reinforce the importance of architecture and design, as well as the caliber •
of architectural and design professionals:
a. The City's standard RFP and RFQ response requirements shall be modified to include a
requirement for a minimum of 5 years of professional architecture and/or urban design
experience.
b. To enhance design standards, a new section shall be added to future RFQs and RFPs
that requires respondents to acknowledge and address best practices in architecture and
urban design, as well as any specific measures unique to the RFP or RFQ regarding
architecture, urban design, or historic preservation, as may be applicable. Specific
evaluation points, as applicable, will be allocated to ensure compliance with these
established design standards.
2. The Administration shall ensure that individuals with architecture and/or urban design
experience are included as evaluation committee members for all above-ground City facilities.
3. The City Commission may waive the requirements of this Resolution for individual projects by
a 4/7th vote.

FACILITIES, IN RECOGNITION OF THE CITYS COMMITMENT TO
EXCELLENCE IN URBAN DESIGN AND HISTORIC PRESERVATION, AS
SET FORTH IN THIS RESOLUTION.
RECOMMENDATION
The Administration recommends that the City Commission adopt the Resolution.
BACKGROUND/HISTORY
On January 20, 2022, at the request of Commissioner Alex Fernandez, the City Commission
referred the subject discussion item to the Land Use and Sustainability Committee (C4 AB). On
February 11, 2022, the LUSC discussed and continued the item to the April 8, 2022, LUSC
meeting with direction to the Administration to bring back different options for all types of City
projects.
On April 8, 2022, the item was deferred to the May 13, 2022, LUSC meeting, with no
discussion. On May 13, 2022, the item was deferred to the June 1, 2022, LUSC meeting, with
no discussion. The June 1, 2022, LUSC meeting was postponed to June 6, 2022. On June 6,
2022,the item was deferred to the July 7,2022, LUSC meeting,with no discussion.
On July 7, 2022, the item was discussed and continued to the September 28, 2022, LUSC
meeting, with direction to the Administration to further develop the recommendations outlined in
the July 7, 2022, LUSC memo, in consultation with the Procurement Director. On September
28, 2022,the item was deferred to the October 28, 2022, LUSC.
On October 28, 2022 the LUSC discussed the item and directed the Administration to prepare
and submit a Resolution to the City Commission endorsing the design criteria recommendations
provided in the LUSC memo.

ANALYSIS
At the previous direction of the LUSC, members of the Planning, Public Works, CI P, and Parks
Departments convened a meeting to discuss different strategies for developing additional
design criteria for future City projects. Currently, most above ground City projects, including new
buildings, infrastructure, and street improvements, require some form of review by the Design
Review Board (DRB) or Historic Preservation Board (HPB). This process also includes a
requirement for design Architects.
In order to further enhance the existing process, the following options were discussed and
considered by the LUSC on July 7, 2022, as it pertains to all future above ground City projects:
1.A more detailed evaluation of the proposed design of a facility at the City Commission level.
2. Creating additional criteria for all future Requests for Proposal (RFP) and Requests for
Qualifications (RFQ) to further reinforce the importance of design and the caliber of the
architectural and design professionals.
3. Creating revised standards for future selection committees to ensure that an individual with
urban design experience is included to serve on selection committees that deal with above
ground city projects.
At the direction of the LUSC, the above noted options were further developed, in consultation
with the Procurement Director. This resulted in the following additional criteria, which were
discussed and considered by the LUSC on October 28, 2022, and would be applicable to all
future above ground City projects:
1. Creating additional criteria for all future Requests for Proposal (RFP) and Requests for
Qualifications (RFQ) to further reinforce the importance of design and the caliber of the
architectural and design professionals.
a. If so directed, specific experience requirements can be created by modifying the current
language of the response requirements.
b. To enhance design standards, a section can be added to future RFQs and RFPs that
requires proposers to address any specific measures unique to such RFP or RFQ regarding
design, as well as best practices in architecture and urban design. Specific evaluation points can
be allocated as to compliance with these established design standards.
2. The applicable City Departments (e.g., Parks, Public Works and CI P) can evaluate their
internal process for future evaluation committees to consider individuals with urban design
experience for evaluation committees that deal with above ground city projects.
On October 28, 2022 the LUSC endorsed the above noted criteria and recommended that A
Resolution to the full City Commission be prepared,which memorializes the recommendation.
