WHEREAS, the City Administration applies for•grants and external funding from outside organizations; and WHEREAS, the City Administration requests approval to •apply for a grant in the approximate amount of from $840,000 from U.S. Department•of Homeland Security, .Federal Emergency Management Agency, through Florida 'Division of Emergency Management for the Fiscal Year 2022 Flood Mitigation Assistance Program,'the details of which are set forth in the Commission Memorandum accompanying this Resolution;and WHEREAS, the City Administration requests 'approval to apply for a grant in the approximate amount of from $46.1 Million from U.S. Department of Homeland Security, Federal Emergency Management Agency, through Florida Division of Emergency Management for the Fiscal Year 2022 Building Resilient Infrastructure and Communities Program, the details of which' are set forth in the Commission Memorandum accompanying this Resolution; including City matching funds in the approximate amount of$15.2 Million which will be subject to appropriation in a future capital budget process; and WHEREAS, the City Administration requests approval to apply for a grant in the approximate amount of $25,600 from Sea Turtle Conservancy, Sea Turtle Grants Program, the details of which are set forth in the Commission Memorandum'accompanying this Resolution; including City matching funds in the approximate amount of$10,000 from account number 199- 0830-000362-29-402-515-00-00-00-52419; and WHEREAS, the City Administration requests approval to apply for a grant in the approximate amount of$764,000 from U.S. Department of Transportation, Strengthening Mobility and Revolutionizing Transportation Grants Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; and WHERAS, the City Administration requests approval to apply for a grant in the approximate amount of $1,520,000 from Florida Division of Emergency Management, Hazard Mitigation Grant Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; including City matching funds in the approximate amount of $504,000, which will be subject to appropriation in a future capital budget process; and WHEREAS, the City Administration requests approval to apply for a grant in the approximate amount of$1650,000 from Florida Department of Transportation, County Incentive Grant Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution; including City matching funds in the approximate amount of $1,650,000 from account numbers 187-9615-069357-30-410-522-00-00-00-21014; 171-9615-069357-00-410- 530-00-00-00-21014; and 106-9615-069357-00-410-530-00-00-00-21014. RECOMMENDATION Adopt the Resolution. BACKGROUND/HISTORY The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item. Page 362 of 952 ANALYSIS 1. U.S. Department of Homeland Security. Federal Emergency Management Agency. through Florida Division of Emergency Management for the Fiscal Year 2022 Flood Mitigation Assistance Program. in the approximate amount of $840.000 for Residential Structure Elevation. FEMA's Flood Mitigation.Assistance (FMA) grant program provides funds to state, local, tribal, and territorial governments to reduce or eliminate the risk of repetitive flood damage to buildings insured under the National Flood Insurance Program (NFIP). For Fiscal Year 2022, FEMA will distribute up to $800 million. Awards made under this funding opportunity will be funded, in whole or in part,with funds appropriated by the Bipartisan I nfrastructure Law The City administration is applying for grant funding in the approximate amount of$840,000 for a proposed mitigation project that will elevate two residential structures to a minimum of 2.5 feet above the base flood elevation. Both homes are insured through the National Flood Insurance Program (NFIP). The proposed project directly aligns with the Miami-Dade Whole Community Hazard Mitigation Plan. The proposed residential elevation project is a component of the City's Private Property Adaptation (PPA) Program. Matching funds will be provided by the homeowners. The City of Miami Beach has no match obligation. 2. U.S. Department of Homeland Security. Federal Emergency Management Agency. through Florida Division of Emergency Management for the Fiscal Year 2022 Building Resilient Infrastructure and Communities Program. in the approximate amount of $46.1 Million for North Beach Town Center Neighborhood Resilience Project. The Federal Emergency Management Agency (FEMA) provides federal funds for the Building Resilient Infrastructure and Communities (BRIC) grant program to state, local, tribal, and territorial governments for hazard mitigation activities, including capacity and capability activity types and hazard mitigation projects. For Fiscal Year 2022, FEMA will distribute up to $2.295 billion for the BRIC program. Awards made under this funding opportunity will be funded, in whole or in part,with funds appropriated by the Bipartisan Infrastructure Law. The City administration is applying for grant funding in the approximate amount of$46.1 Million for construction of the North Beach Town Center Neighborhood Resilience project. The neighborhood adaptation project will transform the hub of North Beach into a resilient, vibrant, and dynamic town center by implementing robust flood mitigation infrastructure. Matching funds in the approximate amount of $15.2 million will be subject to appropriation in a future capital budget process. 3. Sea Turtle Conservancy. Sea Turtle Grants Program. in the approximate amount of$25.600 for Turtle Friendly Lighting Educational Campaign. Funded by a portion of revenues from Florida's Sea Turtle Specialty License Plate, the Sea Turtle Grants Program distributes funds each year to support sea turtle research, conservation and education programs that benefit Florida sea turtles. Approximately 70% of the funding generated by sales of the tag goes to the Florida Fish and Wildlife Conservation Commission's Marine Turtle Protection Program to support research and management activities related to sea Page 363 of 952 turtles. Approximately 30% is distributed to the Sea Turtle Grants Program. The Sea Turtle Grants Program is administered by the non-profit Sea Turtle Conservancy. The City administration is applying for grant funding in the approximate amount of $25,600 for an educational campaign and event on turtle friendly lighting. The campaign will improve localized efforts, address concerns about turtle disorientations, emphasize the harmful effects of artificial light on sea turtles, and provide suggestions to reduce the impact. Matching funds in the amount of $10,000 is available from account number 199-0830-000362-29-402-515-00-00- 00-52419. 4. U.S. Department of Transportation. Strengthening Mobility and Revolutionizing Transportation Grants Program. in the approximate amount of$763.000 for Intelligent Transportation Systems. The Bipartisan Infrastructure Law established the Strengthening Mobility and Revolutionizing Transportation (SMART)discretionary grant program with $100 million appropriated annually for Fiscal Years 2022-2026. The SMART program was established to provide grants to eligible public sector agencies to conduct demonstration projects focused on advanced smart community technologies and systems in order to improve transportation efficiency and safety. The City administration is applying for grant funding in the amount of$763,000 for an Intelligent Transportation Systems (ITS) feasibility project. The funds would be used to assess the feasibility of leveraging current and future ITS projects within the City to create a Connected Vehicle (CV)platform capable of supporting the City's unique population and demands. The CV platform would consider ways to integrate pedestrian safety improvements, event management protocols, and advanced signal timing strategies within an existing ITS network. No match is required for this grant. 5. Florida Division of Emergency Management. Hazard Mitigation Grant Program. in the approximate amount of$1.520.000 for Police Headquarters Facility Garage. The Hazard Mitigation Grant Program (HMGP) is authorized by Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act. It is a partnership that is designed to assist states, local governments, private non-profit organizations and Indian Tribes in implementing long-term hazard mitigation measures following a major disaster declaration. Although the Hazard Mitigation Grant Program is federally funded, the program is administered by the Florida Division of Emergency Management (FDEM). The process of selecting eligible mitigation projects to be submitted for funding consideration has been delegated to each county's Local Mitigation Strategy Working Group (LMSWG) in accordance with 27P-22 of the Florida Administrative Code. FDEM has announced the availability of the HMGP Post-Fire grant, authorized by Section 20602 of the Bipartisan Budget Act of 2018. The City Administration is applying for grant funding in the approximate amount of $1,520,000 for the existing Miami Beach Police Department Headquarters facility. The improvements will mitigate current flooding issues at the garage level and will propose retention of runoff onsite for the overall site to meet current South Florida Water Management District and City of Miami Beach flood standards. Matching funds in the approximate amount of $504,000 will be subject to appropriation in a future capital budget process. Page 364 of 952 6. Florida Department of Transportation. County Incentive Grant Program. in the approximate amount of$1.650,000 for the Alton Road Shared Use Path. The County Incentive Grant Program provides grants to counties to improve transportation facilities located on the State Highway System or to relieve traffic congestion on the State Highway System. To be eligible for consideration, the project must be consistent, to the maximum extent feasible, with local metropolitan planning organization plans (Transportation Planning Organization (TPO)and local government comprehensive plans). The Administration is applying for grant funding in the amount of $1,650,000 for a bicycle- pedestrian shared use path (SUP) that will run along the east side of Alton Road between Chase Avenue and N. Michigan Avenue,. It will consist of protected bi-directional bicycle lanes and a sidewalk on the east side of the road. The SUP will be adjacent to the Miami Beach Golf Course. The project encourages mode shift and increases safety for cyclists and pedestrians, and access to transit will be improved. Matching funds in the approximate amount of$1,650,000 are available from account numbers 187-9615-069357-30-410-522-00-00-00-21014; 171- 9615-069357-00-410-530-00-00-00-21014; and 106-9615-069357-00-410-530-00-00-00- 21014. SUPPORTING SURVEY DATA In the 2022 Resident Survey, 38% of resident respondents stated that the City's "efforts to manage stormwater drainage and flooding" are either"good" or"excellent". In the 2022 Resident Survey, 81% of resident respondents stated that they are "concerned or dissatisfied"with"pedestrian safety"when crossing the street at an intersection. FINANCIAL INFORMATION CONCLUSION Based. on the stated analysis, the Administration recommends that the Mayor and City Commission adopt the Resolution appropriating funding and approving and authorizing the City Manager or her designee to apply for and accept funds and execute all documents or agreements in connection with these grants, award programs and funding requests.
