GOnZaleza. /\/I!J...."'-- City Manager rf'/ - 0 RESIDENTIAL PAR NG PERMIT ZONE FIVE/OCEAN DRIVE WORKSHOP Date: April 1, 2004 To: Subject: The City of Miami Beach Parking Department is conducting periodic reviews and utilization surveys of each of the City's residential parking zones in order to determine their effectiveness and potentially implement revisions to maximize efficiencies. Currently, Zone Five permits are honored on a first-come first-served basis at on-street parking meters between Ocean Drive and Collins Avenue and between 6th and 15th Streets; and on the 100 and 200 blocks (Ocean Drive to Washington Avenue) of 6th to 14th Streets. In addition, metered spaces are specifically reserved for Zone Five permit use seven days a week from 6:00 PM to 6:00 AM on the 100 block of 6th Street, 100 block of 11 th Street, 100 block of 15th Street, 200 block of 8th Street, and 200 block of 10th Street. A utilization survey was conducted for a two (2) week period, specifically studying the use of these reserved spaces in an effort to determine their utilization by Zone Five residents and their overall effectiveness. Space counts were taken over a two week period at 6:00 PM, 9:00 PM, and 12:00 Midnight. The following are the results of this analysis. These results are based an average utilization throughout the two week study period. Zone Five/Ocean Drive Permit Holders: Others (non-permit holders): Emptv Spaces: Total: 41.2% 34.4% 24.4% 100% This impromptu study identifies Zone Five permit holder utilization at 41.2% and empty spaces and other uses at 58.8%. Therefore, the Administration is recommendin~that the restriction for these reserved spaces during specified hours on the 100 block of 6 Street, 100 block of 11 th Street, 100 block of 15th Street, 200 block of 8th Street, and 200 block of 10th Street be lifted. This would maximize utilization of on-street parking in the area for both residents and the entertainment district and allow for more equitable use of the limited parking inventory. Zone Five residential permits would continue to be honored on a first- come first-served basis at these locations; however, these spaces would no longer be reserved for residential use only and would be available on a first-come first-served basis making it consistent with the balance of the zone. In an effort to solicit public comment regarding these recommendations, the City of Miami Beach Parking Department is holding a publicly noticed Workshop at 6:00 P.M. on Wednesday, April 21 ,2004, at the First Floor Conference Room, Miami Beach City Hall, located at 1700 Convention Center Drive, Miami Beach, Florida. The Workshop is being held in order to receive public comments, suggestions, and/or input from affected residents and businesses in the area in order to develop a consensus recommendation. Subsequently, if endorsed, these recommendations will be presented to the City's Transportation and Parking Committee and ultimately to the Mayor and City Commission for ratification.
