A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
(AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY
APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HER
DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY
AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE
FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION
WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS:
1) FLORIDA YOUTH SOCCER ASSOCIATION FOUNDATION GRANT
PROGRAM, IN THE APPROXIMATE AMOUNT OF $2,300; 2) THE
CHILDREN'S TRUST, YOUTH DEVELOPMENT PROGRAM, IN THE
APPROXIMATE AMOUNT OF $1,130,000; 3) FLORIDA DEPARTMENT
OF HEALTH, EMERGENCY MEDICAL SERVICES MATCHING GRANT
PROGRAM, IN THE APPROXIMATE AMOUNT OF $25,000; AND 4)
FLORIDA DIVISION OF EMERGENCY MANAGEMENT, URBAN
SEARCH AND RESCUE GRANT, IN THE APPROXIMATE AMOUNT OF
$12,000.
WHEREAS, the City Administration applies for grants and external funding from
outside organizations; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of from $2,300 from Florida Youth Soccer Association Foundation
Grant Program, the details of which are set forth in the Commission Memorandum
accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of from $1,130,000 from The Children's Trust, Youth Development
Program, the details of which are set forth in the Commission Memorandum
accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $25,000 from Florida Department of Health, Emergency Medical
Services Matching Grant Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution; including City matching funds in the
approximate amount of $8,400 from account number 011-0960-000343; and
WHERAS, the City Administration requests approval to accept a grant in the
approximate amount of $12,000 from Florida Division of Emergency Management, Urban
Search and Rescue Grant Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE. CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively
approve and authorize)- the City Manager, or her designee., to apply for, and accept
funding, execute any and all.documents or agreements, and appropriate funding received
by the City of. 'Miami .Beach in..conne.ction with following grants, .programs,, and
agreements: 1) Florida Youth Soccer Association Foundation Grant Program, in the
approximate amount of $2,300.; 2) The Children's Trust, Youth Development Program, in. .
the 'approximate amount of $1,130,000; 3) Florida Department. of Health, Emergency
Medical Services Matching Grant Program, in the approximate amount of $25,000; and
4) Florida - Division of Emergency Management, Urban Search and. Rescue Grant

RECOMMENDATION
Adopt the Resolution.
The City of Miami Beach applies for various grants and funding allocations from external
agencies and organizations. Information regarding the projects and funding sources is included
in the Analysis section of this Agenda Item.
1 Florida Youth Soccer Association Foundation Grant Program, in the approximate amount of
$2,300 for Miami Beach Soccer Club registration fees.
The Florida Youth Soccer Association (FYSA) Board of Directors established the Florida Youth
Soccer Foundation to give back to affiliates and to assist them in furthering the game of soccer
in Florida. On October 22, 2022, the FYSA Board of Directors voted to continue the
Foundation Grant for scholarships for the 2022-2023 seasonal year. The Scholarships category
allows affiliates to apply for some portion of registration fees on behalf of disadvantaged

players.
The City administration is applying for grant funding in the approximate amount of $2,300 to
cover the registration fees of ten youth soccer players participating in the Miami Beach Soccer
Club, which is led by the Parks and Recreation Department. No match is required for this grant.
2 The Children's Trust Youth Development Program in the approximate amount of $1,130.000
for two after school programs.
The Children's Trusts Youth Development Program funds high -quality after school and summer
camp programs throughout Miami -Dade County. Funding will serve children and youth in
kindergarten through 12th grade, as well as young adults transitioning from foster care and youth
with disabilities through age 22. This new grant program is available in lieu of the previous Youth
After -School (YAS) and Youth Employment (YEN) programs.
The City Administration is applying for grant funding in the approximate amount of $1,130,000
for two after school programs. The City of Miami Beach's Parks and Recreation Department
offers after school youth development programming to 255 children in grades K-5 at North
Shore Youth Center. For, kids in grades 6-8, the City of Miami Beach All Stars After School
Program at Nautilus Middle School provides meaningful enrichment to students, focusing on the
arts. The grant funding will support both programs. No cash match is required for this grant. An
in -kind match of approximately $1,641,831 is provided from both City of Miami Beach and Non -
City sources.

The Florida Department of Health, Emergency Medical Services (EMS) Matching Grant
Program provides emergency medical service providers with funds to acquire, repair, improve
or upgrade emergency medical services systems. Funds must be used for the improvement
and expansion of emergency medical services within a list of eligible activities by the State.
The City Administration is applying for grant funding in the approximate amount of $25,000 for
lifesaving equipment for the Ocean Rescue Division. The funding would help to purchase new
and updated automated external defibrillators to be utilized by lifeguards during water -related
emergencies. This equipment will assist the Ocean Rescue Division in saving the lives of
victims that suffer from cardiac arrest in beachfront areas. Matching funds in the approximate
amount of $8,400 are available from account number 011-0960-000343.

Funding for this program was provided by the State Legislature to support operations and
training exercises for Florida's eight Urban Search and Rescue (USAR) teams. Funds can be
used to ensure that the USAR teams are ready to respond immediately in the event of a
disaster. These teams have provided invaluable support during disasters such as the
Champlain Towers building collapse in Surfside and in the immediate aftermath of hurricanes
and other emergency events.
The City Administration has received a grant from the Florida Division of Emergency

Management, Urban Search and Rescue Grant Program, in the amount of $12,000. The grant
will fund specialized equipment for the City's Technical Rescue Team, preparing the Miami
Beach Fire Department to respond to future search and rescue emergencies. No match is
required for this grant.
SUPPORTING SURVEY DATA
In the 2022 Resident Satisfaction Survey, 81.9% of resident respondents stated that the quality
of parks and recreation programs was "excellent;„ or "good".
In the 2022 Resident Satisfaction Survey, "fire services" was ranked second in "major
categories of city services that residents think are most important for the City to provide".
FINANCIAL INFORMATION
CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or
agreements in connection with these grants, award programs and funding requests.
