A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, URGING MIAMI-DADE COUNTY TO
CONDUCT AN EXPEDITED REVIEW OF THE SYNCHRONIZATION OF
TRAFFIC SIGNALS ON MAJOR CORRIDORS IN THE CITY OF MIAMI
BEACH, IN LIGHT OF REPEATED INSTANCES OF REPORTED•
SYNCHRONIZATION FAILURES WHICH GREATLY CONTRIBUTE TO
GRIDLOCK AND TRAFFIC CONGESTION IN THE CITY.
WHEREAS, the City of Miami Beach ("City") is a major international tourist
destination widely known for its world-class beaches, shopping, entertainment, and arts
and culture; and
WHEREAS, the City hosts thousands of tourists, day-trippers, and other
individuals driving to the City for employment or other purposes, each day; and
WHEREAS, over the last few months the City has experienced a significant
increase in traffic volumes on major thoroughfares including 5th Street, 41st Street and
63rd Street, especially during the peak hours of 4 p.m. — 7 p.m., Monday through Friday,
resulting in major congestion; and
WHEREAS, some of the traffic congestion experienced in the City of Miami Beach
may be attributable to repeated instances of synchronization failures of traffic signals on
major corridors in the City; and
WHEREAS, traffic signal synchronization is an important engineering tool for
managing travel times and mitigating traffic volumes, as it serves to harmonize traffic
signals at successive intersections to maximize passage of motorists along a corridor;
and
WHEREAS, a brief power failure, or a minor mechanical issue, can cause timing
drifts that over time that can significantly throw off the timing of lights on a corridor; and
WHEREAS, notwithstanding the City's prompt efforts to communicate
synchronization issues with County staff, the synchronization challenges continue to
persist along major City corridors; and
WHEREAS, accordingly, the Mayor and City Commission urge Miami-Dade
County to conduct an expedited review of the synchronization of traffic signals on major
corridors in the City of Miami Beach, in light of repeated instances of reported
synchronization failures which have contributed to gridlock and traffic congestion in the
City.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby urge Miami-Dade County to conduct an expedited review of the
synchronization of traffic signals on major corridors in the City of Miami Beach,
including 5th Street, 41st Street, 63rd Street, and Collins Avenue, in light of repeated
instances of reported synchronization failures which greatly contribute to gridlock and
traffic congestion in the City.
