A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE PUBLIC SAFETY AND
NEIGHBORHOOD QUALITY OF LIFE COMMITTEE, AT ITS
NOVEMBER 30, 2022 MEETING, AND EXPRESSING APPRECIATION
TO THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR ITS
EFFORTS IN ADVANCING THE DESIGN AND CONSTRUCTION OF A
PEDESTRIAN CROSSWALK, WITH OVERHEAD FLASHING
BEACONS, AT THE INTERSECTION OF HARDING AVENUE AND 87
STREET TO IMPROVE PEDESTRIAN SAFETY.
WHEREAS, State Road (SR) AlA/Harding Avenue is an urban principal
arterial, under the jurisdiction of the Florida Department of Transportation (FDOT),
with three travel lanes operating in the southbound direction only; and
WHEREAS, the intersection of Harding Avenue and 87th Street (the
"Intersection") does not currently have a pedestrian crosswalk to cross Harding
Avenue at 87th Street; and
WHEREAS, the Stella Maris House elderly community facility and Mater
Academy are located adjacent to this intersection; and
WHEREAS, the closest crosswalk to cross Harding Avenue is located 330 feet
from the entrance to Stella Maris House, which results in a significant amount of
jaywalking by elderly residents; and
WHEREAS, following concerns with pedestrian safety crossing Harding Avenue
at the intersection on 87th Street and Harding Avenue, the City's Senior Affairs
Committee passed a motion requesting a crosswalk at the intersection; and
WHEREAS, pursuant to the City's request, the Florida Department of
Transportation ("FDOT") completed a traffic engineering study for the Intersection,
which included an evaluation for the installation of a signalized pedestrian crossing;
and
WHEREAS, based on the results of the traffic study, FDOT recommended the
installation of a marked pedestrian crosswalk at the Intersection, equipped with
overhead rapid rectangular flashing beacons (i.e. LED pedestrian flashing beacons);
and
WHEREAS, as a result of the traffic study, FDOT originally programmed funding
for this pedestrian safety improvement project in its Five-Year Work Program, however,
the implementation of the signalized pedestrian crosswalk was not scheduled to occur
until FY 2026; and
WHEREAS, at its May 4, 2022 meeting, the Senior Affairs Committee passed a
motion, sponsored by Commissioner David Richardson, urging FDOT to prioritize
the installation of a pedestrian crosswalk with flashing beacons at the intersection
of Harding Avenue and 87 Street; and
WHEREAS, at the November 30, 2022 Public Safety and Neighborhood Quality
of Life Committee meeting, the Committee discussed the motion and recommended for
the Mayor and City Commission adopt a resolution urging FDOT to advance the project;
and
WHEREAS, Commissioner David Richardson personally communicated with
FDOT in this regard and, as a result of Commissioner Richardson's and the Senior
Affairs Committee's effective advocacy, FDOT has advised via letter from District Six
Secretary Stacy L. Miller, P.E. dated January 9, 2023 that it will advance the design
phase to begin in January 2023 and anticipates awarding construction of the pedestrian
safety improvements in November 2024.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission accept the recommendation of the Public Safety and Neighborhood Quality
of Life Committee, at its November 30, 2022 meeting, and express appreciation to the
Florida Department of Transportation for its efforts in advancing the design and
construction of a pedestrian crosswalk, with overhead flashing beacons, at the
intersection of Harding avenue and 87 street to improve pedestrian safety.

STREET TO IMPROVE PEDESTRIAN SAFETY.
RECOMMENDATION
The Administration recommends that the Mayor and City Commission approve the
Resolution.
BACKGROUND/HISTORY
State Road (SR) A1A/Harding Avenue is a principal arterial in North Beach under the jurisdiction
of the Florida Department of Transportation(FDOT). Harding Avenue has three (3)travel lanes
which operate one-way southbound. In this area, 87 Street runs east/west and intersects
Harding Avenue from the east. This intersection currently has no crosswalks. The Stella Maris
House elderly community facility is adjacent to this intersection. The closest crosswalk to cross
Harding Avenue is located 330 feet from the entrance to Stella Maris which results in a significant
amount of jaywalking by elderly residents. In addition, Mater Academy is also adjacent to the
intersection which results in additional jaywalking.
In 2013, the City requested that FDOT perform a warrant analysis study for a new crosswalk at
the intersection of Harding Avenue and 87 Street. FDOT conducted a study, however, a
crosswalk was denied because the intersection did not meet the minimum thresholds to warrant
a crosswalk.
Following concerns with pedestrian safety crossing Harding Avenue at the intersection on 87
Street and Harding Avenue,the City's Senior Affairs Committee passed a resolution requesting
a crosswalk at the intersection. At the April 10, 2019 City Commission meeting, Commissioner
Michael Gongora sponsored Resolution No. 2019-30790 urging FDOT to re-evaluate the need
for a crosswalk in the vicinity of Harding Avenue and 87 Street. Following the City Commission

meeting, the Administration transmitted the Commission resolution to the FDOT District Six
Secretary.
Pursuant to the City's request, FDOT completed a traffic engineering study for the intersection of
Harding Avenue and 87 Street which included turning movement counts, pedestrian counts, a review
of crash data and crash analysis, field observations during the periods of highest pedestrian and
vehicular demand, and an evaluation for installation of a mid-block pedestrian crossing. Based on the
results of the study, FDOT recommended the installation of a marked mid-block pedestrian crosswalk
equipped with overhead rapid rectangular flashing beacons (i.e. LED pedestrian flashing beacons).
Attachment A depicts an image of the proposed device and crosswalk configuration at the
intersection.
As a result of the traffic study, FDOT programmed funding for this pedestrian safety improvement
project in its Five-Year Work Program; however, the implementation of the signalized pedestrian
crosswalk was not scheduled to occur until FY 2026.
At the May 4, 2022 meeting of the Senior Affairs Committee, the Committee passed a motion,
sponsored by Commissioner David Richardson, urging FDOT to prioritize the installation of a
pedestrian crosswalk with flashing beacons at Harding Avenue and 87 Street.
At the November 30, 2022 Public Safety and Neighborhood Quality of Life Committee meeting, the
Committee discussed this item and passed a motion recommending the City Commission adopt a
resolution urging FDOT to advance the project. In addition, Commissioner David Richardson
personally communicated with FDOT. Thanks to the combined efforts of all, the attached letter
dated January 9,2023 from FDOT District Six Secretary Stacy L. Miller, P.E. (Attachment B), FDOT
has advanced the design to begin in January 2023 and anticipates awarding construction of the
safety improvements in November 2024.
SUPPORTING SURVEY DATA
In the 2022 Community Satisfaction Survey, 81%0 of residents expressed concerns with
pedestrian safety (vehicles not yielding to pedestrians) when crossing the street at an
intersection; 25.1% of residents are dissatisfied with the length of wait time to cross; 8.4% are
concerned about insufficient crossing time during walk phase; and 10.4% are dissatisfied with
insufficient signage/poor signage. Over half of the residents surveyed (56.5%) walk as one of
their primary modes of transportation within the City. Furthermore, 52.2% of residents surveyed
expressed that capital projects that involve more walking/biking friendly streets, greenways, and
paths are among the top three most important types of capital projects.

CONCLUSION
Pursuant to the City's request, F DOT completed a traffic engineering study to evaluate the

improve pedestrian safety. Based on the results of the traffic study, FDOT recommended the
installation of a pedestrian crosswalk with overhead LED flashing beacons. While FDOT had
originally programmed funding in its Five-Year Work Program forthe design phase in FY
2025 and construction phase in FY 2026, FDOT has advanced the construction of the
proposed improvements to begin in November 2024.
