Kasdin and Members of the City Commission FROM: Sergio Rodriguez, City Manager #> SUBJECT: RELOCATION OF THE 0 OWL TENNIS TOURNAMENT The Orange Bowl Committee recently announced its intention to relocate the Annual International Junior Tennis Championships from Flamingo Park, where the tournament has been held for the past 51 years, to the Crandon Park Tennis Center on Key Biscayne. Keith Tribble, Executive Director ofthe Orange Bowl Committee has stated that the move "would ensure the addition of corporate sponsorships". Mr. Tribble, on behalf of the Orange Bowl Committee, has thanked the City of Miami Beach for their support and efforts over the years, in making the event one of the most prestigious junior tennis events in the world. In January of 1996, the Orange Bowl Committee requested that certain improvements be made to the Flamingo Tennis Center, host site for the annual Rolex Orange Bowl International Tennis Championships. The matter was referred for consideration to the Recreational Facilities and Parks Advisory Board at its meeting on January 11, 1996. The Board voted unanimously that the City commit the amount of funding previously approved in the Parks General Obligation Bond referendum ($225,000) and that the Orange Bowl Committee be responsible for funding the balance of the additional improvements by seeking support from other sponsors. The probable construction costs for Phase I renovations requested by the Orange Bowl Committee was $559,630. This phase included new layout and installation of new courts, lighting, fencing, windscreens, and construction of concrete walkways and curbs. Additionally, the Orange Bowl Committee requested a second phase that would construct a new 3,000 seat stadium, restrooms and locker rooms. The estimate for this phase exceeded $3,000,000. On January 24, 1996, this issue was referred by the City Commission to the Capital Improvements/ Finance Committee for discussion at its meeting of January 31, 1996. At that time a motion was made and unanimously approved that the item be referred to the Commission with a recommendation that $225,000 be allocated and that the Administration be directed to explore additional funding sources. It was also the Commission's directive that the Administration provide a copy of proposed plans for tennis center renovations to the Orange Bowl Committee staff, and requested that they seek matching dollars and/or sponsorships to assist in the project. The Orange Bowl Committee declined to participate in the project and subsequently made the decision to relocate the tournament. ' ANALYSIS: The probable construction cost for Phase I renovations at the Flamingo Park Tennis Center, as presented by the Orange Bowl Committee, is $559,630. The consultant preparing the parks master plan for the city has confirmed the cost for Phase I. The Phase I renovations include new layout of the courts, installation of new irrigation, lighting, fencing, windscreens, and construction of concrete walkways and curbs. Phase II includes the construction of a new 3,000 seat stadium, restrooms, and locker rooms is in excess of $3,000,000. CONCLUSION? The Administration recommends that the City Commission refer the Orange Bowl Committee's proposal to renovate Flamingo Park Tennis Center to the Capital Improvements/Finance Committee. This study, as well as the above-mentioned drawing, has been prepared without benefit of accurate surveys of existing conditions and should be considered useful only in determining budget figures for the proposed redevelopment work. . 3. So that the work affecting the majority of the tennis courts, namely the reconfiguration of field courts and related work, may be accomplished prior to the 1996 Rolex Orange Bowl International Tennis Championships, it is proposed that the work cDvered by this project be phased as follows: Phase I - Generally shall include the modifications to the seventeen "field courts" and related lighting and irrigation work, as well as construction of spectator viewing areas and walkways.
