SUBJECT: Evaluation Committee Relative to Request for Qualifications (RFQ) No. 2023-016-WG for
Beachwalk Protective Bollards Consulting Services
The purpose of this L TC is to update the Mayor and City Commission on the status of Request for
Qualifications (RFQ) No. 2023-016-WG. The RFQ sought proposals from safety and security
consultants qualified to assess security needs relating to potential vehicle access along the beach
walk. The selected firm will also make recommendations on protective bollard designs which will
enhance safety and be aesthetically pleasing.
The City received proposals pursuant to this RFQ on February 21, 2023. The responsive proposals
will be reviewed by the Evaluation Committee in accordance with the criteria established in the RFQ.
I have appointed the following individuals to serve on the Evaluation Committee:
•Enrique Dace, Police Division Major, Police Department
•Francisco Garcia, Division Director, Facilities and Fleet Management
•Ariel Guitian, Sr. Capital Projects Coordinator, Capital Improvement Projects
•Giancarlo Pena, Assistant City Engineer, Public Works Department
•Kevin Pulido, Neighborhood Affairs Division Director, Communications Department
•Francys Vallecillo, Assistant Director, Tourism & Culture Department
