A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
ADMINISTRATION TO ISSUE A REQUEST FOR PROPOSALS (RFP)
FOR THE PROCUREMENT OF COUNTY LEGISLATIVE
CONSULTING SERVICES.
WHEREAS, the City does not currently have a County Legislative Consultant to advocate
for City interests at the County level; and
WHEREAS, the City uses a Legislative Consultant to advance its interests at the state
level and has previously used a Legislative Consultant to advance its interests at the federal level;
and
WHEREAS, the Mayor and City Commission desire to procure the services of a County
Legislative Consultant, to pursue its interests at County legislative meetings; and
WHEREAS, a County Legislative Consultant will assist the City in monitoring the progress
of the proposed Baylink Project, among other legislative proposals affecting the City of Miami
Beach; and
WHEREAS, additional services provided by a County Legislative Consultant could include
representing the City before the County Commission and other County boards; and assisting the
City in identifying, applying for and receiving competitive grants, earmarks and other discretionary
funding, including without limitation, matters relating to transportation, community and economic
development, environmental, beach renourishment, infrastructure improvement, hurricane
recovery efforts, housing and urban development, homeless programs, intermodal programs and
any other areas of importance to the City; and
WHEREAS, according to the 2022 annual registration report filed by Miami -Dade County,
the following cities employ Legislative Consultants: Doral, North Miami Beach, Sweetwater,
Homestead, and Miami Springs.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the Administration to issue a Request for Proposals (RFP) for the
procurement of County Legislative Consulting Services.
