Resolution 94-21021 } 1, RESOLUTION NO. 94-21021 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE EXECUTION AND SUBMISSION OF AN APPLICATION TO THE STATE OF FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS FOR FINANCIAL ASSISTANCE TO THE CITY OF MIAMI BEACH FOR THE LOG CABIN TRAINING CENTER THROUGH THE COMMUNITY SERVICES BLOCK GRANT (CSBG) PROGRAM AND APPROPRIATING SUCH FUNDS IF AWARDED. WHEREAS, the State Department of Community Affairs provides annual grants under the Community Services Act of 1981; and WHEREAS, the City of .Miami Beach has effectively provided services through this and or other programs; and WHEREAS, the continued provisions of these services are essential to the needy residents of Miami Beach. ' NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: 1. That the Mayor and City Clerk are authorized to execute the application, attached as Exhibit "A", to the State of Florida, Department of Community Affairs for a grant in the amount available to the City of Miami Beach, under applicable law and rules, which provide the criteria for such projects, for the April 1, 1994 to September 30, 1994, program period, and appropriating such funds, if awarded, to Special Revenue Fund 199. 6022. 000343. 2. That all funds necessary to meet the contract obligations of the City and its agencies with the Department have been appropriated, and such funds are unexpended and unencumbered and are available for payment as prescribed in the Contract. The City shall be responsible for the funds for the local share notwithstanding the fact that all, or part of the local share is to be met or contributed by other sources, such as contributions, funds from other agencies or organization funds. 3. That the Mayor and the City. Clerk are hereby authorized and directed to execute and deliver, for and on behalf of the City of Miami Beach, any other required Agreement with the said Department of Community Affairs, setting forth the City's commitment to meet and comply with all the terms of the provisions of such Grant, when and if made available. BACKGROUND: For the past five (5) years, the City has applied for and received financial assistance from the State of Florida Department of Community Affairs for City programs designed to benefit developmentally disabled adults at the Miami Beach Log Cabin Training Center (8128 Collins Avenue) . These programs encompass "independent living skills" and "supported employment. ". Independent living skills teaches clients the skills necessary to become self-reliant, such as cooking, personal hygiene, housekeeping and the like. Supported employment trains clients to assume jobs based on their knowledge and abilities . As stated, the City has been a. recipient of Community Service Block Grant (CSBG) Funds for the past five years. This application will continue to supplement the operating funds necessary for the programs designed to benefit developmentally disabled adults . ANALYSIS: This grant application is for financial assistance to provide continued instruction and supportive services to 52 developmentally disabled adults, who are currently enrolled at Miami Beach' s Log Cabin Training Center located at 8128 Collins Avenue. CONCLUSION: The Administration recommends that the Mayor and City Commission adopt the attached Resolution, and that the Administration be authorized to make any changes which do not substantially alter the scope or intent of the CSBG Grant application. Duties include developing and implementing procedures to ensure conformance with State and Federal guidelines and regulations. Emphasis is on training for independent living. Incumbents plan curriculum, and prepare lessons and other instructional materials and opportunities, according to achievement levels of students. They also observe, evaluate, and prepare reports on progress of students. Also included is the responsibility for the successful job placement and retention of individuals who have severe disabilities and who generally do not qualify for traditional vocational rehabilitation services. This position calls for the employee to play a significant role in solving job and non-job related issues resulting in placement of candidates into competitive employment, as well as routine classroom duties. Knowledge of the special needs of the mentally and emotionally handicapped. Athletic skills may be required for, the teaching of recreational programs. Ability to communicate effectively, both verbally and in writing, to individuals and to groups. Ability to establish and maintain effective working relationships with "clients, staff, other employees, and the general public. Ability to maintain records and to prepare reports from such records. REQUIREMENTS Bachelor's Degree in Education, with coursework in Special Education, and some experience in teaching the mentally and/or emotionally handicapped; or Associate Degree in a related field and experience in training or teaching the mentally and/or emotionally handicapped; or considerable related experience. Experience must include employability skills training and job placement activities. Must possess, or be able to obtain, a Florida Chauffeur's license; must maintain valid license throughout employment without restrictions. SUPERVISION RECEIVED Work is assigned by Program Director or Education Coordinator. Work is reviewed through individual consultations and weekly staff meetings. Incumbents exercise some degree of independent judgement, particularly in classroom situations. SUPERVISION EXERCISED Usually none.
