A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA REQUESTING
DESIGNATION OF A HISTORIC SITE INCLUDING TWO
OOLITIC LIMESTONE ("CORAL ROCK") BUILDINGS
LOCATED AT 7640-7646 COLLINS AVENUE, MIAMI
BEACH, FLORIDA, AND AUTHORIZING THE MAYOR TO
EXECUTE AN APPLICATION ON BEHALF OF THE CITY
COMMISSION TO BEGIN THE DESIGNATION PROCESS.
WHEREAS, oolitic limestone ("coral rock") is a material which
is unique and indigenous to Miami Beach and South Florida; and
WHEREAS, there are very few examples of "coral rock" homes in
the City of Miami Beach; and
WHEREAS, "coral rock" homes were among the earliest types of
architecture in the City of Miami Beach and contributed
significantly to the history of architecture in Miami Beach; and
WHEREAS, the property located at 7640-7646 Collins Avenue
contains two "coral rock" homes which are over fifty (50) years old
and in good condition; and
WHEREAS, the site located at 7640-7646 Collins Avenue contains
buildings which embody the distinctive characteristics of a type,
period and method of construction; and
WHEREAS, preservation of historically or architecturally
significant buildings and sites such as the "coral rock" buildings
on the above-described property is a public policy of the City of
Miami Beach and is in the best interests of the City; and
WHEREAS, pursuant to Subsection 19-5A of Zoning Ordinance No.
89-2665,, the Miami Beach City Commission may request designation of
historic sites and districts located within the City of Miami
Beach, Florida by resolution; and
WHEREAS, pursuant to Subsection 19-5A, upon request of the
City Commission and submission of a completed application, the
City's Planning, Design and Historic Preservation Services Division
will begin the designation process by preparation of an evaluation
and recommendation report for consideration by the City's Historic
Preservation Board.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby request the designation of the property

located at 7640-7646 Collins Avenue as a historic site and
authorize the Mayor to execute an application on behalf of the City
Commission to begin' the designation process pursuant to Subsection
19-5A of Zoning Ordinance No. 89-2665.

SUBJECT: ALTERNATIVE/RESOLUTIONS REGARDING PRESERVATION OF "CORAL
ROCK" BUILDINGS AT 7644 COLLINS

Pursuant to Subsection 19-5 of the City's Zoning Ordinance,
the City Commission may request designation of a historic site or
historic district by resolution. At the City Commission meeting of
December 1, 1993 Commissioner Nancy Liebman requested that the City
Commission pass a resolution requesting historic designation of a
site containing two "coral rock" buildings located at 7644 Collins
Avenue. The property owner, Kent Robbins appeared before the City
Commission at that meeting and proposed that in lieu of having the
Commission initiate the process of historic designation of the
site, he would prefer to execute a restrictive covenant running
with the land which would prohibit the demolition of the "coral
rock" buildings and provide for their preservation and restoration.
Commissioner Liebman's resolution was deferred until the December
15, 1993 City Commission meeting in order to allow time for the
City Attorney's Office to draft an appropriate restrictive covenant
to be executed by Kent Robbins and the City.
Attached is a restrictive covenant drafted by our office which
prohibits demolition of the two "coral rock" buildings on Robbins,
property and provides for their restoration in accordance with the
Secretary of Interior's Standards for Rehabilitation of Historic
Buildings (Revised 1983) . The covenant also provides that the City
will not. designate the "coral rock" buildings or the site on which
they are located as historic buildings or a historic site; however
this will not prevent designation of a historic district which
• would include this site.
It should be noted that Kent Robbins has stated that he does
not wish to enter into the covenant unless it includes a promise on
the part of the City that, in the event that he is required to
obtain variances for future construction which variances are due to
the existence of the "coral rock" buildings on the property, the
City will use its best efforts to assist him in obtaining the
variances, and that he will be allowed to demolish the buildings if
he is denied the variances or if a court overturns the variances.
He has also expressed the willingness to allow the City sixty (60) -
days to purchase the "coral rock" buildings for relocation to 1
another site prior to his demolishing them.

resolution regarding a request for historic designation of the
