Resolution 94-21052 RESOLUTION NO. 94-21052 A RESOLUTION OF, THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE SUBMISSION OF AN _ APPLICATION TO THE STATE DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES FOR FINANCIAL ASSISTANCE THROUGH THE SMALL BUSINESS ADMINISTRATION SMALL BUSINESS TREE PLANTING GRANT PROGRAM WHEREAS, the Small Business Act has authorized the Small Business Administration to provide funds to local government for the purpose of contracting with small businesses; and WHEREAS, the State of Florida, Department of Agriculture and Consumer Services is the authorized state agency to cooperate with counties and municipalities to dispense grant funds; and WHEREAS, the City of Miami Beach desires to participate in this program; and WHEREAS, participation in this grant program would improve the beauty and quality of life of our community. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: 1. That the Mayor be authorized and directed to make appropriate application to the State of Florida, Department of Agriculture and Consumer Services for a grant to the City of Miami Beach', for the December 17, 1993 to August 1, 1995 program period. 2 . That all funds necessary to meet any contract obligations of the City with the Department will be appropriated, and said funds will be unexpended a n d unencumbered and available for payment as prescribedin the grant application. Carl City Manager • • SUBJECT: A RESOLUTION AUTHORIZING AND DIRECTING THE SUBMISSION OF AN APPLICATION TO THE STATE DEPARTMENT OF AGRICULTURE AND CONSUMER SERVICES FOR FINANCIAL ASSISTANCE TO THE.CITY OF MIAMI BEACH FOR AN SBA SMALL BUSINESS TREE PLANTING GRANT Administration Recommendation The Administration recommends that the City Commission adopt the attached resolution authorizing the submission of an application to the State of Florida Department of Agriculture and Consumer Services (FDACS) , Division of Forestry in the amount of $125,000. for the continuation of the rehabilitation of existing trees (including trimming, fertilization, etc. ) , replanting of new trees, and staff training and education through a local reforestation program. Background and Analysis In January 1993, an Urban Reforestation Task Force met locally to discuss reforestation priorities following Hurricane Andrew. The task force, organized by the Division of Forestry, the U.S. Forest Service and The Trees for Dade Committee, brought together local experts to discuss a cooperative effort for urban reforestation. The task force priorities were used as a basis for a request forwarded to the Governor's office for $1. 66 million in federal aid. This funding became a reality as part of the Dire Emergency Supplemental Appropriation Bill (.PL 103-50) passed by Congress in the Spring of 1993, due to the strong support of the South Florida Congressional Delegation. These funds were awarded by the USDA Forest Service on September 30, 1993 through an Urban Forestry Assistance Grant. The Division of Forestry of the Department of Agriculture and Consumer Services is responsible for administering the funds within the State of Florida and is currently requesting proposals for funding (no local matching dollars required) from municipalities. Available grant funding could support the needs of the City of Miami Beach in the following grant categories; • • CATEGORY A. Urban Tree Inventories. PROJECT- A continuation of a city wide tree inventory already started by Parks, Recreation and Culture Department. $25, 000. to augment funds acquired by a previous grant. 1 AGENDA C LI ITEM DATE 2- 11,--9 Li CATEGORY B. Tree Planting on Public Rights-of-Way and Public Parks. PROJECT- 5TH Street landscaping and renovation, $25, 000. to help offset costs off plant materials. Additional funds from the previous years' SBA grant also proposed. CATEGORY C. Tree Planting on Public School Grounds PROJECT- Landscaping for new Nautilus High School, $25,000. CATEGORY D. Corrective Trimming (Structural Repair) of Damaged Trees. (Parks Maintenance) PROJECT- $25,000. for Pine Tree Park CATEGORY E. Training and Education (Parks Maintenance) • PROJECT- To instruct employees on correct pruning and safety methods (branches around hot wires) . The grant application anticipates requesting the maximum $25, 000. in each of the aforementioned five (5) categories. Conclusion The Administration has concluded that the Mayor and City Commission should adopt the attached Resolution to enable the City to make this grant application by the required March 11, 1994 deadline. • •
