RESOLUTION NUMBER 94-21083,
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
FUNDING IN THE AMOUNT OF $10, 000 FOR THE 41ST
STREET VISIONING PROCESS AND ALLOWING THE CITY
MANAGER TO NEGOTIATE CONTRACTS FOR MAYOR AND
COMMISSION APPROVAL.
WHEREAS, the commercial area of 41st Street has suffered a
decline in recent years; and
WHEREAS, many vacancies and underutilized properties exist on
the street; and
WHEREAS, the City has not provided direction, coordination nor
encouraged the best use of commercial space; and
WHEREAS, there exists no organization for marketing nor
management of this commercial corridor; and
WHEREAS, the commercial gateway to the City is in need of
streetscaping, cleaning, beautification and renovation.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City of
Miami Beach approve funding in the amount of $10, 000 for the 41st
Street visioning process and allow the City Manager to negotiate
contracts for these purposes and to present such agreements for
Mayor and City Commission approval .

SUBJECT: APPROVAL OF $10, 000 TO FUND A VISIONING PROCESS FOR 41ST
STREET
ADMINISTRATION RECOMMENDATION:
It is recommended that the City Commission approve an expenditure
of $10, 000 to fund a visioning process for 41st Street to help
determine its economic future.

BACKGROUND:
The City of Miami Beach has committed to support economic
revitalization of its major commercial areas. Towards that end,
significant public energy and money have gone into Lincoln Road,
• Ocean Drive and the 71st/Collins Avenue corridors. This has
• generated, in turn, tremendous response from the private sector.
The 41st Street commercial area has been left alone this past
decade. Signs of decay and deterioration are evident and merchants
report that business is down and building owners are struggling to
find tenants to fill vacant storefronts. The timing would not be
more appropriate for the City to step in and provide assistance.
Recent meetings with the merchants have resulted in a good dialogue
and have addressed short-term concerns relative to policing and to
repair and upgrade the public improvements including a $300, 000
landscape and lighting program.
For the long-term, however, 41st Street needs a vision of what it
needs to be to succeed into the 21st Century. A similar process
was undertaken for Lincoln Road two years ago, which led to the
successful organizational and, revitalization effort. In that
effort, the International Downtown Association organized a three- ,
day workshop, bringing in experts from other similar commercial
areas and letting the community itself formulate its goals and
directions.
ANALYSIS:
The visioning process will, hopefully, lead 41st Street into a
strong direction and an opportunity to organize effectively for
marketing, management and maintenance. The Administration will
evaluate the results of the visioning and then recommend, in
conjunction with the merchants, further steps which need to be
taken to reestablish the economic vitality of 41st Street.

The City Commission should approve the expenditure of $10, 000 for
the 41st Street visioning process and authorize the City Manager to
negotiate and approve contracts to accomplish it .
