Resolution 94-21088 RESOLUTION NO. 94.-21088 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE ADMINISTRATION TO PROCEED WITH APPRAISALS OF FOUR (4) PRIVATE PROPERTIES FOR POTENTIAL PUBLIC USE WHICH ARE LOCATED AT 1677 WEST AVENUE, 1600 COLLINS AVENUE, 1560 LENOX AVENUE AS WELL AS ONE (1) PARKING LOT UNDER THE SAME OWNERSHIP ON THE SOUTH SIDE OF 15TH STREET, ALONG THE EAST SIDE OF LENOX AVENUE AND THE WEST SIDE OF MICHIGAN AVENUE WHEREAS, the City Commission and the Redevelopment Agency Board, in February 1994 approved a policy governing the appraisal process that the City would undertake for acquisition of property; and WHEREAS, the appraisal process requires that the Administration obtain initial City Commission approval; and WHEREAS, there are four (4), properties for potential acquisition by the City of Miami Beach which require appraisals . NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize the Administration to proceed with the appraisal process of four (4) private properties for potential public use which are located at 1677 West Avenue, 1600 Collins Avenue, 1560 Lenox Avenue as well as one (1) parking lot under the same ownership on the south side of 15t1i Street, along the east side of Lenox Avenue and the west side of Michigan Avenue. City Marta r SUBJECT: A RESOLUTION AUTHORIZING THE ADMINISTRATION TO PROCEED WITH APPRAISALS OF VARIOUS PRIVATE PROPERTIES FOR POTENTIAL CITY ACQUISITION ADMINISTRATION RECOMMENDATION: It is recommended that the City Commission authorize the Administration to proceed with appraisals on the following properties: 1677 West Avenue 1600 Collins Avenue 1560 Lenox Avenue as well as one (1) parking lot under the same ownership on the south side of 15th Street along the • east side of Lenox Avenue and the west side of Michigan Avenue BACKGROUND: • The City Commission and the Redevelopment Agency ' Board, in February, approved a policy governing the appraisal process that the City would undertake for acquisition of property. The process requires at the onset that the Administration obtain City Commission approval . The purpose of this memorandum is to seek that initial approval of the Commission. ANALYSIS: Four properties are potentially slated for acquisition for different purposes at this time. They are as follows: 1) 1677 West Avenue: This is a residential parcel just north of an existing City parking lot. The existing City lot services the Epicure market as well as the surrounding commercial area. There is a shortage of parking in the area. This has hampered the Epicure Market in its potential expansion., The owners of Epicure have indicated that if the City, in good faith, proceeded to develop public parking in the area that they would immediately proceed with the substantial expansion of their existing store. -1- 89 AGENDAE • ITEM DATE / Ci q 2) 1600 Collins Avenue ' This parcel, known as the Tropicaire Apartments, • is opposite the convention hotel site. It is one of four private parcels surrounding the existing City-owned parking lots but it is the only private parcel which we believe needs to be acquired for the purpose of creating a major hotel and commercial public parking garage. The City has had several meetings with Miami Design Preservation League to discuss the preservation of existing historic buildings in the immediate area. Through those discussions and the design work of University of Florida students at the Miami Beach Studio (Historic City Hall) . The Administration believes that an adequate garage can be developed on this site with the presentation of all historic buildings in the area. The Administration, at the request of MDPL, will also consider preservation of the front portion of the Tropicaire. (Even though it is not historic, it is of a sympathetic scale. ) 3) 1560 Lenox Avenue as well as one (1) parking lot under the same ownership on the south side of 15th Street along the east side of Lenox Avenue and the west side of Michigan Avenue. -These two parcels are owned by Southern Bell . The parcel at 1560 Lenox Avenue is a 30, 000 square foot commercial building and the 15th Street parcel is currently existing as a parking lot. Both of these sites have strong potential for affordable housing and, as such, the City and the South Florida Art Center have expressed interest . The City believes that these properties can be acquired at very reasonable prices. CONCLUSION: Once the City Commission approves this process, the Administration will send letters to appraisers. • RMC:jph -2- 90
