A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN
AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY
MANAGER, OR HER DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING,
EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE
FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE
FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) FLORIDA OFFICE OF
THE ATTORNEY GENERAL, VICTIMS OF CRIME ACT (VOCA) ASSISTANCE GRANT
PROGRAM, IN THE APPROXIMATE AMOUNT OF $500,000; 2) THE CHILDREN'S
TRUST, PARENTING AND FAMILY STRENGTHENING PROGRAM, IN THE
APPROXIMATE AMOUNT OF $520,000; 3) DEPARTMENT OF ENERGY, ENERGY
EFFICIENT AND CONSERVATION BLOCK GRANT PROGRAM, IN THE
APPROXIMATE AMOUNT OF $144,100; 4) UNITED STATES TENNIS ASSOCIATION
FLORIDA SECTION FOUNDATION, IN THE APPROXIMATE AMOUNT OF $16,000; 5)
U.S. DEPARTMENT OF TRANSPORTATION, FEDERAL TRANSIT
ADMINISTRATION, LOW OR NO EMISSION GRANT PROGRAM AND GRANTS FOR
BUSES AND BUS FACILITIES COMPETITIVE PROGRAM, IN THE APPROXIMATE
AMOUNT OF $15.1 MILLION.
WHEREAS, the City Administration applies for grants and external funding from
outside organizations; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $500,000 from Florida Office of the Attorney General, Victims of
Crime Act (VOCA) Assistance Grant Program, the details of which are set forth in the
Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of from $520,000 from The Children's Trust, Parenting and Family
Strengthening Program, the details of which are set forth in the- Commission
Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $144,100 from Department of Energy, Energy Efficient and
Conservation Block Grant Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution; and
WHERAS, the City Administration requests approval to apply for two grants in the
combined approximate amount of $16,000 from United States Tennis Association Florida
Section Foundation, the details of which are set forth in the Commission Memorandum
accompanying this Resolution; and
WHERAS, the City Administration requests approval to apply for a grant in the
approximate amount of $15.1 Million from U.S. Department of Transportation, Federal
Transit Administration, Low or No Emission Grant Program and Grants for Buses and Bus
Facilities Competitive Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution, including City matching funds in the
approximate amount of $2.6 Million, contingent on approval during the FY24 capital
budget process.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively
approve and authorize) the City Manager, or her designee, to apply for, and accept
funding, execute any and all documents or agreements, and appropriate funding received
by the City of Miami Beach in connection with following grants, programs, and
agreements: 1) Florida Office of the Attorney General, Victims of Crime Act (VOCA)
Assistance Grant Program, in the approximate amount of $500,000; 2) The Children's
Trust, Parenting and Family Strengthening Program, in the approximate amount of
$520,000; 3) Department of Energy, Energy Efficient and Conservation Block Grant
Program, in the approximate amount of $144,100; 4) United States Tennis Association
Florida Section Foundation, in the approximate amount of $16,000; and 5) U.S.
Department of Transportation, Federal Transit Administration, Low or No Emission Grant
Program and Grants for Buses and Bus Facilities Competitive Program, in the amount of

RECOMMENDATION
Adopt the Resolution.
The City of Miami Beach applies for various grants and funding allocations from external
agencies and 'organizatipns. Information regarding the projects and funding sources is included
in the Analysis section of this Agenda Item.

The Florida Office of the Attorney General provides federal Victims of Crime Act grants to fund

services to victims of crime. The VOCA grant program offers funding to local community
providers for use in responding to the emotional and physical needs of crime victims, assisting
victims in stabilizing their lives after their victimization, helping victims to understand and
participate in the criminal justice system, and providing victims with a measure of safety and
security. * ,
The City administration is applying for FY 2024 grant funding in the approximate amount of
$500,000 to continue funding salaries, training, and operating costs for the Police Department's
Victim Services Program. This year's application represents a continuation of the currently
funded grant program that is applied to annually to support the services of the Police
Department. No matching funds are required.

The Children's Trust seeks to fund a continuum of evidence -based and promising parenting
programs with specialized curriculum and prescribed service activities to address specific
needs or challenges and encourage positive parent -child interactions. Programs will offer
professional and peer support, education, and skill -building opportunities for parents and
primary caregivers from the prenatal period through transition to adulthood both in -person and
virtually.
The City administration is applying for grant funding in the approximate amount of $520,000 for
the Parent -Child Program. This Program offers its families and their children various parenting
services using the Nurturing Parenting Program (NPP) and Positive Parent Program (Triple P)
evidence -based programs. The Parent -Child Program will provide four group parenting classes
using the Triple P Birth to 12-year-olds and the Triple P Teen curriculums. The Parent -Child
Program will also offer home -based parenting sessions using the NPPPrenatal and NPP Infant,
Toddler, and Preschooler's curriculums. No matching funds are required.
3 Department of Energy Energy Efficient and Conservation Block Grant Program, in the
approximate amount of $144.100 for an Energy Project Voucher.
The Energy Efficiency and Conservation Block Grant (EECBG) Program is designed to assist
states, local governments, and Tribes in implementing strategies to reduce energy use, to
reduce fossil fuel emissions, and to improve energy efficiency. This is a non-competitive
formula grant program with a predetermined allocation. to the City of Miami Beach. This program
is funded under Bipartisan Infrastructure Law.
The City administration is applying for a federal voucher in the amount of $144,100, which can
be used to help catalyze long-term, impactful, and self-sustaining plans or projects that reduce
energy use. The City will use these funds on a future determined project that is supported by the
Southeast Florida Regional Climate Compact. No matching funds are required.
4 United States Tennis Association Florida Section Foundation in the approximate amount of
$16.000 for Flamingo Park Tennis Programs.
The United States Tennis Association (USTA) Florida Foundation offers grants to Florida
nonprofit organizations and government entities with a current USTA organizational membership.
Grant priorities include youth tennis programming, adaptive and wheelchair tennis for special

populations of all ages and underserved children and adults in economically challenged
communities. The City is applying to the following two grant opportunities, in the approximate
combined .amount of $16,000.
The City administration is applying for grant funding in the approximate amount of
$10,000. The funds would be to replace current wheelchair equipment and tennis
equipment at the Flamingo Park Tennis Center, to better serve the community and
to accommodate all players of all abilities. No matching funds are required.
The City administration is applying for grant funding in the approximate amount of
$6,000. The grant will assist in developing tennis instructional programming to the
underserved population Flamingo Park after -school participants. The Flamingo
Park Tennis Center will acquire youth racquets and green and red dot balls, which
participants will use in after -school youth classes. No matching funds are required.

Million•r South Beach Transit Electrification,
On January 27, 2023, FTA announced the availability of nearly $1.7 billion in Fiscal Year 2023
funding to support state and local efforts to buy or modernize buses, improve bus facilities, and
support workforce development, through the Low or No Emission Grant Program and the
Grants for Buses and Bus Facilities Competitive Program. These grant programs are funded
under Bipartisan Infrastructure Law.
The City administration is applying for grant funding from both programs in the approximate
amount of $15.1 Million to purchase 12 battery electric buses or rubber -tire trolleys, and
associated depot and on -route charging infrastructure. The electrification project will accomplish
three goals of the city: start the transition to.100% zero -emissions, start the transition to a City -
owned fleet, and improve the transit experience for our ADA and elderly patrons. A City match in
the approximate amount of $2.6 Million is contingent on approval during the FY 2024 budget
process.
SUPPORTING SURVEY DATA
In the 2022 Resident Satisfaction Survey, "quality of police services" was ranked second
highest in the "top six City services that residents indicated they think are the most important tot
them".
In the 2022 Resident Satisfaction Survey, 81.9% of resident respondents stated that the quality
of parks and recreation programs was "excellent" or "good".
In the 2022 Resident Satisfaction Survey, 39.4% of resident respondents were very satisfied or
satisfied with City efforts to be a "green or sustainable city'.

CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or
agreements in, connection with these grants, award programs and funding requests.
