PARKING ON LINCOLN COURT

Pursuant to an inquiry from Commissioner Shapiro regarding parking complaints on Lincoln Court, the
Administration has investigated the complaints and the following are the results:
On March 20, 1998, the Parking Department responded to a complaint regarding illegal parking and surveyed
the area to address safety issues being compromised by vehicles parking illegally. The specific complaint
was regarding the continuous parking of vehicles at the street' s only fire hydrant. The Parking Department
surveyed the area and identified Lincoln Court as a two-way, two-lane local road that is 24 feet wide. Local
roads must provide, at a minimum, 11 foot driving lanes in each direction. Lincoln Court meets these
standards; however, there is no provision for parking. Any on-street parking on Lincoln Court compromises
public safety. Lincoln Court can only meet minimum safety standards when all on-street parking is
prohibited. The City of Miami Beach Parking Department adheres to and enforces the required safety
standards as set forth by MUTCD (Manual on Uniform Traffic Control Devices for Streets and Highways).
MUTCD also dictates standards for safety zones. Lincoln Court has been regulated with signage
promulgating "No Parking Anytime/Tow-Away Zone." It is the City's responsibility to ensure public safety
for all citizens; therefore, the existing regulations are consistent with the required standards. Furthermore,
the Fire Department conducted their own review of the existing conditions on Lincoln Court and they have
confirmed the Parking Department's findings (see attached) and concur with the existing regulations posted.
Currently, the residents of Lincoln Court have a perceived loss of parking. Prior to this action, on-street
parking was not regulated on Lincoln Court; therefore, residents would unknowingly park their vehicles
illegally. We recognize that the area is severely challenged for public parking. In an effort to increase on-
street parking, the Parking Department has surveyed both the north and south sides of the 1300 and 1400
blocks of Lincoln Road and the street ends for alternate parking configurations, including angle parking in
order to increase the existing inventory. The existing parking configurations on these blocks are not
efficient; therefore, the reconfiguration of parking from parallel to angle parking will yield additional on-
street parking and should yield sufficient additional parking spaces to offset any perceived loss of on-street
parking on Lincoln Court.

Subject: PARKING RESTRICTIONS ON LINCOLN COURT
The Fire Department is grateful for the parking restrictions recently imposed along Lincoln Court.
As you are aware, the buildings on this block are high rise residential occupancies. A fire in one of
these structures may require an aerial ladder truck to fight the fire or perform rescues. These trucks
require at least 20 feet to deploy. If the required space necessary to deploy the aerial was blocked by
parked cars, a fire in one of these buildings could have horrific consequences. The Fire Department
requests that the parking restrictions along Lincoln Court be strictly enforced.
