A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA,ACCEPTING THE RECOMMENDATION OF
THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE , MADE AT
ITS APRIL 21, 2023 MEETING,TO PROCEED WITH A CAPITAL BUDGET
AMENDMENT REQUEST IN THE AMOUNT OF $200,000 TO FUND THE
DESIGN FOR THE RETROFITTING OF THE GRAVITY STORMWATER
OUTFALL SYSTEM TO IMPROVE THE WATER QUALITY IN THE PARK
VIEW CANAL.
WHEREAS,the City of Miami Beach is committed to maintaining and improving the
quality of its waterways and Biscayne Bay as they are critical to environmental, economic,
and recreational prosperity, and to the health, safety, and welfare of the citizens of the City
of Miami Beach; and
WHEREAS, since 2020,following a sanitary sewer overflow caused by a contractor,
the water quality at the Park View kayak launch and canal has contained chronically
elevated bacteria levels, and a "No Contact Advisory" has been issued for the Park View
Canal Kayak Launch (the "Canal") location since that time; and
WHEREAS, in light of the continued elevated levels, the City procured the services
of Dr. Solo-Gabriele, Associate Dean for the University of Miami College of Engineering, a
global water quality expert in evaluating microbes in water and sediments; and
WHEREAS, Dr. Solo-Gabriele and the University of Miami team conducted a four-
month sampling study to help determine the geographic or point-source(s)of bacteria;and
WHEREAS, at the March 27, 2023 City Commission meeting, the Environment and
Sustainability Department presented a final assessment water quality report by the
University of Miami; and
WHEREAS, following the presentation, a motion was made to refer the item to the
Finance and Economic Resiliency Committee (FERC) to discuss:
• Funding for improvements to address the water quality concerns relating to the Park
View Island canal.
• Identify funds for retrofitting, dredging of the canal, and design and replacement of
aging infrastructure.
• Add funding for a study to make sure the retrofit has had a positive impact on the
water quality surrounding Park View Islands; and
WHEREAS, at the April 21, 2023 FERC meeting,the Committee discussed in detail
the funding needs for the Parkview Canal improvements and items that could potentially be
accelerated prior to FY 2024, such as: 1) accelerating the design for the retrofitting of the
gravity stormwater outfall system (currently unfunded), in the amount of$200,000, which
will include the cost of the design and permitting; and 2) accelerating the dredging of the
canal,with estimated amount of$500,000 to complete initial surveys required for dredging
(bathymetric and geotechnical), which is currently funded within the .Environment and
Sustainability Department, and $2 million for dredging (unfunded but proposed for the FY
2024 budget); and
WHEREAS, the Committee recommended proceeding with a request for a capital
budget amendment in the amount of$200,000 to address the design for the retrofitting of
the gravity stormwater outfall system.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby accept the recommendation of the Finance and Economic Resiliency
Committee, made at its April 21, 2023 meeting, to proceed with a capital budget
amendment request in the amount of$200,000 to fund the design for the retrofitting of the
gravity stormwater outfall system to improve the water quality in the Park View Canal.

RECOMMENDATION
The Administration recommends accepting the recommendation of the Finance and Economic
Resiliency Committee at its April 21, 2023 meeting to proceed with a capital budget amendment
request in the amount of $200,000 to address the design for the retrofitting of the gravity
stormwater outfall system.
BACKGROUND/HISTORY
At the March 27, 2023 City Commission meeting, the Environment and Sustainability

system (currently unfunded), in the amount of$200,000. This amount includes the cost of the
design and permitting; and 2)Accelerate the dredging of the canal that is estimated at$500,000
to complete initial surveys required for dredging (bathymetric and geotechnical) (currently

funded within the Environment and Sustainability Department) and $2 million for dredging
(unfunded but proposed for the FY 2024 budget). The dredging must be completed within one-
year of the surveys. Both items can potentially be done in parallel. A motion was made
by Committee members to proceed with a request for a capital budget amendment in the
amount of$200,000, and to bring it to the full Commission for approval.
SUPPORTING SURVEY DATA
Results from the 2022 Resident Survey related to the City's perception and satisfaction show
an overall approval of 67.4%, and rated the City as a good place to live.
FINANCIAL INFORMATION
Pending approval of the Capital Budget amendment.
CONCLUSION
The Administration recommends accepting the recommendation of the Finance and Economic
Resiliency Committee at its April 21, 2023 meeting to proceed with a capital budget amendment
request in the amount of $200,000 to address the design for the retrofitting of the gravity
