A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO EXPLORE ENHANCING CURRENT POLICING
EFFORTS IN KNOWN LOCATIONS OF CRIMINAL ACTIVITY AND/OR
HIGH CONCENTRATIONS OF LOITERING HOMELESS INDIVIDUALS,
SUCH AS COLLINS PARK, AND NEAR THE INTERSECTION OF
LINCOLN ROAD AND WASHINGTON AVENUE, THROUGH THE USE
OF RESERVE POLICE OFFICERS OR PRIVATE ARMED SECURITY
GUARDS.
WHEREAS, residents have reported increased criminal activity by individuals,
including homeless individuals in some of the City's most popular public places, such as
the corner of Lincoln Road and Washington Avenue, and Collins Park; and
WHEREAS, the Mayor and City Commission wish to direct the City
Administration to explore enhancing current policing efforts in problematic areas such
as the corner of Lincoln Road and Washington Avenue, Collins Park, and other
identified locations through the assignment of reserve police officers, or private armed
security guards, to these areas at appropriate days and times when their presence may
add an additional level of security to the City's residents and guests; and
WHEREAS, benefits of reserve police officers and/or armed guards include the
following: 1) serving as visible deterrent to potential criminals may discourage
individuals from attempting criminal activities in the first place; (2) responding quickly to
security threats; and
WHEREAS, reserve police officers are empowered to conduct arrests, are
trained and certified as law enforcement officers, are familiar with the Miami Beach
Police Department's Standard Operating Procedures, and are intimately familiar with
unique problems pertaining to City of Miami Beach; and
WHEREAS, City's reserve police force consists of retired police officers who are
required to do twenty (20) hours of free police service per month to maintain their police
certification, and have unlimited amount of off-duty hours; and
WHEREAS, the City has the ability to employ reserve police officers to patrol
problematic areas as part of the reserve officers' monthly 20 hours of voluntary, unpaid
service, or employ them as off-duty officers; and
WHEREAS, the City Administration could also consider employing private armed
security guards to patrol these problematic locations, at a much lower financial cost to
the City, but without the same powers, training, and integration as reserve police
officers.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to explore enhancing current policing
efforts in known locations of criminal activity and/or high concentrations of loitering
homeless individuals, such as Collins. Park, and near the intersection of Lincoln Road
and Washington Avenue, through the use of reserve police officers or private armed
security guards.
