A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, REQUESTING THE POLICE/CITIZENS
RELATIONS COMMITTEE TO ADVISE THE ADMINISTRATION AND CITY
COMMISSION ON PUBLIC SAFETY MATTERS PERTAINING TO UPCOMING
SPRING BREAK 2024 AND ITS IMPACT ON THE QUALITY OF LIFE OF OUR
CITY, INCLUDING MAKING RECOMMENDATIONS ON HOW THE CITY
COULD POTENTIALLY IMPROVE ITS RESPONSE TO THE CROWD
CONTROL AND OTHER CHALLENGES THE CITY EXPERIENCES EVERY
SPRING BREAK PERIOD.
WHEREAS, the City of Miami Beach (the "City") is an internationally renowned tourist
destination that is famous for its beautiful beaches, world -class shopping, entertainment, fine
dining, and vast array of artistic and cultural events; and
WHEREAS, in recent years, the City has seen an increasingly large number of visitors
during the Spring Break period, which has posed significant challenges including, but not limited
to, extreme traffic and congestion, and severe impacts to the City's Police, Fire, Sanitation, and
Code Compliance services; and
WHEREAS, many of the visitors to the City during high impact periods, such as Spring
Break, are under the influence of alcoholic beverages and have demonstrated a blatant
disregard for the rule of law; and
WHEREAS, in 2021, unruly crowd control issues during Spring Break resulted in the
imposition of emergency measures, including an 8:00 pm. curfew in the area between 51h Street
and 161h Street, from Pennsylvania Avenue to Ocean Drive; and
WHEREAS, in March 2022, the City also experienced massive crowds and several
shootings in a concentrated tourist area over a period of a few days, resulting in the declaration
of a state of emergency and imposition of a weekend curfew for the last weekend of March,
2022; and
WHEREAS, in March 2023, there were multiple fights, shootings, and various other
incidents and police calls for service —for example, for the period between February 27, 2023
and March 18, 2023, there have been four (4) aggravated assault arrests, three (3) aggravated
battery arrests, seven (7) robbery arrests, twenty (20) arrests for carrying a concealed firearm,
thirty-seven (37) felony drug arrests, twelve (12) arrests for battery on a law enforcement officer,
and eighty-two (82) arrests for other felonies; and
WHEREAS, at its April 25, 2023 meeting, the City's Police/Citizen Relations Committee
unanimously passed a motion recommending the establishment of a Task Force Committee
regarding Spring Break 2024, to provide the City Administration and City Commission with
recommendations pertaining to spring break periods in the City; and
WHEREAS, there is a clear pattern of unruly crowds, general mayhem, and violence
that takes place in the City during every Spring Break season; and
WHEREAS, the Mayor and City Commission desire for the City to be proactive in
preventing mayhem, violence, and unruly crowds that have statistically occurred in the City
during each March Spring Break period; and
WHEREAS, the role of the City's Police/Citizen Relations Advisory Committee is to
recommend and endorse programs and projects that will enhance the well-being of the
residents and visitors of the City, and to provide advice to the City Commission pertaining to
community/police relations; and
WHEREAS, the Mayor and City Commission would like to request the Committee to
advise the Administration and City Commission on public safety matters pertaining to upcoming
Spring Break 2024 and its impact on the quality of life of our City, including making
recommendations as to the needs and concerns of the public and the businesses in the City,
and how those needs can best be met, as well as recommendations on how to improve the
City's response to unruly crowds and mayhem brought by every Spring Break period.

I Hoc Spring Break Task Force Advisory Committee
A. Purpose
1. The Ad Hoc Spring Break Task Force Advisory Committee ("Spring Break Task Force") wi
review, formulate and coordinate information, proposals and issues raised by the Cit'.
Manager, the Mayor, members of the City Commission, the residents, businesses, an(
other concerned citizens. The Task Force will prepare recommendations on how to improv(
the City's response to unruly crowds and mayhem brought by every Spring Break period.
2. The Spring Break Task Force will address the needs and concerns of the residents an(
businesses by making recommendations on issues affecting the relationship between th(
City and Spring Break, while maintaining a balanced perspective as to quality of life issue;
affecting both residents and businesses.
3. The Spring Break Task Force will meet on a monthly basis, or as frequent as the Tasl
Force deems necessary to make a final recommendation. The Task Force will sunset at th(
end of 12 months unless determined by the Mayor and City Commission that it should b(
extended.
B. Membership Composition
The Spring Break Task Force shall be composed of nine (9) members, with seven (7) direc
appointments made by individual city commissioners and the mayor, and two (2) at-larg(
appointments, all of whom shall be appointed to serve for a term of no more than one (1
year at a time.
A. The seven (7) direct appointments must be residents of the City for a minimum of tw(
(2) years and reside south of 23r1 Street. Exceptions to the foregoing may be approve(
by a majority vote of the City Commission.
B. One at -large appointee must be a representative from the hotel industry operating or
Ocean Drive, and the second at -large appointee must be a representative from
restaurant operating on Ocean Drive. Exceptions to the foregoing may be approved b,
a majority vote of the City Commission for individuals with specific knowledge o
expertise relative to the hospitality industry.
C. Powers and Duties

SUBJECT: Motion from the Police Citizen Relations Committee
May 9, 2023, Hybrid Meeting
The purpose of this Letter to the Commission (LTC) is to inform the Mayor and the Commission of
an amended motion made by the Police Citizen Relations Committee at their May 9, 2023, Hybrid
Meeting.
Background:
The original motion was made at the meeting on Tuesday, April 11, 2023. In addition to the below
motion, a motion was made by Committee Member Jill Shockett and seconded by Committee
Member Joanna Kravitz and passed to reiterate their support of the Miami Beach Police
Department and share the mission statement of the Police Citizen's Relations Committee which
reads. -
Motion regarding the creation of a Task Force Regarding Spring Break 2024 & Beyond
The mission of the Police/Citizen Relations Committee is to recommend and endorse programs
and projects that will enhance the well-being of the residents and visitors of Miami Beach and to
provide advice to the city commission pertaining to community/police relations with the aim of
improving the public's confidence in government and in particular, the police department of the
city.
Recognizing that human lives have been lost, people have been critically injured, and that public
safety and the reputation of Miami Beach has been significantly impacted by negative news
coverage from the shootings that have occurred during the month of March every year for several
years, the Committee suggests with urgency that the Miami Beach City Commission establishes a
Blue Ribbon / Ad Hoc Task Force to support the City Commission and City Administration with
their endeavors to create a more hospitable and safe environment for all residents, employees,
and visitors immediately.
We urgently recommend this committee be established, by no later than June 1, 2023, with
proposed recommendations submitted by the end of summer 2023, in order to ensure that this
collaborative message is heard as the city moves into the planning stages for Spring Break 2024.
