SUBJECT: LaGorce/Pine Tree Traffic Calming Proposal
In early April 1998, the La Gorce and Pine Tree Homeowners Association brought to the attention
ofthe Mayor and City Commission concerns they had with regard to excessive speeding along La
Gorce and Pine Tree Drives. On April 15, 1998, (Agenda Item R9-C) the Mayor and City
Commission discussed a proposal with regard to instituting traffic calming measures in the area of
La Gorce and Pine Tree Drives. Mr. Jim Schlobohm, President of the Alton Road Homeowners
Association provided comment on the aforementioned item. Mr Schlobohm also provided
information relating to traffic on Alton Road, particularly speeding violations.
Based on that discussion, on April 27, 1998, the Police Department implemented Operation STEP
on SPEEDERS (SOS). SOS was conducted from April 27, 1998 to May 17, 1998 and specifically
targeted excessive speed. SOS lasted three weeks and police officers issued 1,102 citations, as
follows:

The number of citations and the average mph over the speed limit decreased by the end of the
operation. Average speed was also reduced according to police officers working the detail. Police
Officers also reported that many residents thanked them for their presence.
While the operation has concluded, the Police Department will continue to pay special attention to
this problem.

Good morning, sir!
I am writing on behalf of all the families in the neighborhood to thank
you for sending your STEP UNIT to us on a regular basis. We are vel.-Y
grateful to you and your UNIT.
We have never asked for any special considerations or favors for our
neighborhood, but. as you know, there is a block long childrens'
playground and park on 5100 Alton. Many of the drivers coming north
over the bridge ( and south on the bridge ) do not know this ( or
dou't care) and speed in the 50's and 60's miles per hour.
Your ' STEP UNIT has been wonderful in helping to slow down the day-
time traffic. We have spoken to the officers to thank them for their
help E.~ch tiffic chey '.:ome heTe, and th~y C!I'P always courteous and
polite to the drivers they pullover. 7hey are gentlemen and ve~J
p4ofessional. You can be very proud of them. We are.
We have a beautiful ileighborhood here and we all love it ... and thanks
to you and your men it is now much safer for babies, children. and
families goi~g to and from the park in all directions.
~e invite you to stop by the park anytL~e. On weekends there are
HUNDREDS oi people ( families ) enjoying the park. Even on weekdays
the park is always full of laughing and happy children and parents.
Thank you again. All the neighbors feel that our police department
is doing a superb job and we feel very fortunate. We would have no
objection whatever to paying higher t~~es and hiring additional pro-
fessional police like those in your STEP UNIT.

As a resident of Alton Road (5429) I want to personally thank you for the stepped up efforts of
the STEP UNITS on our street. Their visibility during the past ten days are really making a
difference. In fact last weekend I felt an obligation to stop my vehicle and shake hands with the
officers in the unit.
Chief, I really think they're starting to slow down! It is very difficult to pull into your
driveway when you have vehicles behind you at speeds of 40 to 50 NlPH.
Thank you very much as well as the Officers that have spend so much time helping
out. I've enclosed some literature on what I do, which is simply the bus advertising in Miami-
Dade County. In can provide any pro-bono space for any awareness programs that you might
wish to initiate, please call me.
