Resolution 2023-32721RESOLUTION NO. 2023-32721 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO INVITATION TO BID (ITB) 2023-157-DF FOR A PREQUALIFICATION POOL OF CONTRACTORS FOR MINOR PROJECTS; PREQUALIFYING THE INITIAL POOL OF CONTRACTORS: CALISTE CONSTRUCTION, LLC.; DESIGN BUILD INTERAMERICAN, INC.; GREEN ALLIANCE, INC.; JUST 1 PLUMBING, LLC.; KALEX CONSTRUCTION & DEVELOPMENT, INC.; LLORENS CONTRACTING, LLC.; LUMEN CONSTRUCTION SERVICES, LLC.; SLEIMAN CONSTRUCTION, LLC; TADEOS ENGINEERING, LLC; TEAM CONTRACTING, INC.; AND WAYPOINT CONTRACTING, INC.; FURTHER AUTHORIZING THE CITY MANAGER TO KEEP THE ITB OPEN TO PREQUALIFY ADDITIONAL CONTRACTORS; AND DELEGATING TO THE CITY MANAGER THE AUTHORITY TO ADD CONTRACTORS TO THE POOL, PROVIDED THAT ANY SUCH CONTRACTOR MEETS THE REQUIREMENTS OF THE ITB, AND TO REMOVE CONTRACTORS FROM THE POOL AS DEEMED APPROPRIATE. WHEREAS, it is recommended that the Mayor and City Commission approve the Resolution authorizing the Administration to establish a pool of prequalified contractors that will be used to assist the City in acquiring general contractors for minor projects; and WHEREAS, when services are needed, the prequalified contractors will be contacted for proposals; and WHEREAS, the Resolution authorizes an initial pool of prequalified contractors: • Caliste Construction, LLC. • Design Build Interamerican, Inc. • Green Alliance, Inc. • Just 1 Plumbing, LLC. • Kalex Construction & Development, Inc. • Llorens Contracting, LLC. • Lumen Construction Services, LLC. • Sleiman Construction, LLC. • Tadeos Engineering, LLC. • Team Contracting, Inc. • Waypoint Contracting, Inc. WHEREAS, the Resolution also authorizes the City Manager to keep the ITB open to prequalify additional contractors and delegates authority to the City Manager to add contractors to the pool, provided such contractors meet the requirements of the ITB or remove contractors for non- performance; and WHEREAS, on July 26, 2017, the City Commission approved the award of a contract pursuant to Invitation to Bid (ITB) 2017-049-WG for Building and Specialty Trade Contractors for Minor Projects with a three (3) year original term and two (2) additional one (1) year optional renewals; and WHEREAS, the contract has exhausted all renewal options, and this ITB is intended to replace the expiring contract; and WHEREAS, therefore, in order to consider replacement contracts, through this solicitation, the City sought to prequalify contractors that may be engaged in the future as the need arises for general contracting services for minor projects as required by City departments, which may include construction work for which the prequalified contractor is licensed by the State or certified by the County to perform and may include, without limitation, any of the following project types (or others): • General Construction • Concrete Slab Sawing & Core Drilling • Decorative Concrete & Masonry Fence • Door • Drywall • Fence • Finish Carpentry • Flooring • Gypsum Drywall Installer • Gypsum Drywall Finisher • Insulation and Acoustical Tile • Lathing and Plastering • Master Lawn Sprinkler • Master Swimming Pool Piping • Master Gasoline Tank and Pump • Roof Deck • Structural Steel Erection WHEREAS, on July 21, 2023, the Administration issued ITB 2023-157-DF to establish a prequalified pool of contractors for minor projects.; and WHEREAS, the Procurement Department issued 75,152 bid notices through the e- procurement system, with 108 prospective bidders accessing the advertised solicitation; and WHEREAS, responses were due and received on August 11, 2023; and WHEREAS, on August 11, 2023. The City received applications from the following thirteen (13) contractors Caliste Construction, LLC., Design Build Interamerican, Inc., DMS Contractors, LLC., GecoFL, LLC., Green Alliance, INC., Just 1 Plumbing, LLC., Kalex Construction & Development, Inc., Llorens Contracting, LLC., Lumen Construction Services, LLC., Sleiman Construction, LLC., Tadeos Engineering, LLC., Team Contracting, Inc., and Waypoint Contracting, Inc.; and WHEREAS, the following contractors failed to produce evidence of meeting the minimum requirements of this solicitation; and • DMS Contractors, LLC. • GecoFL, LLC. WHEREAS, therefore, the applications cannot be considered for the award with the initial pool of vendors. However, the firms were advised that they may resubmit their applications at a later date to be considered in a subsequent addition of contractors to the pool; and WHEREAS, the ITB stated that following the review of applications, the responsive and responsible bidder(s) meeting all terms and conditions of the ITB would be recommended for award. The ITB stipulated a contract term of five (5) years; and WHEREAS, the Procurement Department found that the following eleven (11) contractor are responsive, responsible bidders meeting all terms and conditions of the ITB and are recommended for award. • Caliste Construction, LLC. • Design Build Interamerican, Inc. • Green Alliance, Inc. • Just 1 Plumbing, LLC. • Kalex Construction & Development, Inc. • Llorens Contracting, LLC. • Lumen Construction Services, LLC. • Sleiman Construction, LLC. • Tadeos Engineering • Team Contracting, INC. • Waypoint Contracting, INC. WHEREAS, construction projects whose estimated value is less than the threshold established in Section 255.05 for performance and payment bonds (currently $200,000 or as amended) may be awarded pursuant to this ITB; and WHEREAS, construction -type projects exceeding $200,000 may not be awarded pursuant to this ITB; and WHEREAS, there is no fiscal impact at this time as this item only establishes a pool of prequalified contractors for future use. When services are needed, staff will seek proposals from the pool of prequalified contractors; and WHEREAS, all expenditures pursuant to this contract will be based on approved funding appropriated to the respective department's budget; and WHEREAS, grant funds are not anticipated to be utilized for these services. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager, pursuant to Invitation to Bid (ITB) 2023-157-DF for a prequalification pool of contractors for minor projects; prequalify the initial pool of contractors: Caliste Construction, LLC.; Design Build Interamerican, Inc.; Green Alliance, Inc.; Just 1 Plumbing, LLC.; Kalex Construction & Development, Inc.; Llorens Contracting, LLC.; Lumen Construction Services, LLC.; Sleiman Construction, LLC; Tadeos Engineering, LLC; Team Contracting, Inc.; and Waypoint Contracting, Inc.; further authorize the City Manager to keep the ITB open to prequalify additional contractors; and delegate to the City Manager the authority to add contractors to the pool, provided that any such contractor meets the requirements of the ITB, and to remove contractors from the pool as deemed appropriate. Proactively prequalifying contractors that can be contacted for proposals for future work will expedite the City's response to future needs for general contracting services for minor projects. Otherwise, waiting to issue a solicitation when the need arises would significantly delay acquiring services when needed.
