AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY
OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS,

WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $10,000 from Volunteer Florida, Emergency Management Performance
Grant, CERT/Citizen Corps Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $30,300 from Florida Department of Transportation, High Visibility
Enforcement Pedestrian and Bicycle Safety Grant Program, the details of which are set forth in
the Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to accept a grant in the
approximate amount of $14,100 from U.S. Department of Homeland Security, Urban Area
Security Initiative Program Fiscal Year 2021 Leftover Funds, the details of which are set forth in
the Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $74,000 from Florida Department of Law Enforcement, Local Firearm
Safety Training Grant Program, the details of which are set forth in the Commission Memorandum
accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $10,000 from Florida Department of Law Enforcement, Theft/Fraud Grant
Program, the details of which are set forth in the Commission Memorandum accompanying this
Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $63.3 Million from U.S. Department of Transportation, Promoting Resilient
Operations for Transformative, Efficient, and Cost -saving Transportation Program, the details of
which are set forth in the Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for two grants in the
combined approximate amount of $8.6 Million from Florida Department of Environmental
Protection, Resilient Florida Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively approve
and authorize) the City Manager, or her designee, to apply for, and accept funding, execute any
and all documents or agreements, and appropriate funding received by the City of Miami Beach
in connection with following grants, programs, and agreements: 1) Volunteer Florida, Emergency
Management Performance Grant, CERT/Citizen Corps Program, in the approximate amount of
$10,000; 2) Florida Department of Transportation, High Visibility Enforcement Pedestrian and
Bicycle Safety Grant Program, in the approximate amount of $30,300; 3) U.S. Department of

BACKGROUNDIHISTORY
The City of Miami Beach applies for various grants and funding allocations from external
agencies and organizations. Information regardirxl the projects and funding sources is included

Florida's CERT/Citizen Corps Program was created to coordinate volunteer activities that will
make local communities safer, stronger, and better prepared to respond to any emergency.
Community Emergency Response Team (CERT) programs are training programs that allows
citizens to receive training in basic disaster response skills which allow these volunteers to
provide critical support, giving immediate assistance to victims before emergency first
responders arrive on scene,
The City administration is applying for grant funding in the approximate amount of $10,000 to
support the Citys volunteer CERT program. The funding will assist approximately 60 trainees in
receiving FEMA-sponsored courses that teach life-saving response skills that can help the
community before professionals arrive. No cash match is required.
The Florida Department of Transportation (FDOT) provides funding for contracts to law
enforcement agencies in priority counties to conduct high visibility enforcement operations in
areas with the highest representation of traffic crashes resulting in serious or fatal injuries to
pedestrians and bicyclists. High visibility enforcement funds are intended as a crash mitigation
tool. High visibility enforcement details are designed to reduce unsafe behaviors of all road
users, including motorists, pedestrians, and bicyclists.
The City administration is applying for grant funding in the approximate amount of $30,300 to
support Police Department programs and efforts to enforce pedestrian and bicycle safety. No
matching funds are required.
3. U.S. Department of Homeland Security, Urban Area Security Initiative Program Fiscal Year
2021.Leftover Funds. in the approximate amount of $14,100 for Conference Regional
Planning, Trainmm & Exercise.
The Urban Area Security Initiative (UASI) provides funding to enhance regional preparedness
and capabilities in designated high -threat, high -density areas, as has been a key funding partner
to City of Miami Beach Police, Fire, and Emergency Management Departments for years.
Leftover funds from the FY 2021 program are being made available to fund regional planning,
training, and exercise activities.
The City administration is accepting grant funding in the approximately $14,100 from leftover
UASI FY 2021 funding, to refund travel and attendance costs for five City staff members who
traveled to the 2023 National Homeland Security Conference (NHSC), which was hosted in
Chicago. The City of Miami Beach has been selected as the host city of next year's 2024
NHSC conference that will be held at the Miami Beach Convention Center. No matching funds
are required.

4. Florida Department of Law Enforcement. Local Firearm Safety T ira ning Grant Program in
the appro mate amount of $ 4.000 for Virtual Reality Simulators.
The Florida Department of Law Enforcement (FDLE) received authority to administer $1.5
Million for the Local Firearm Safety Training Program this year. The program funds local law
enforcement agencies within the State of Florida. Funds under this program may be used for
overtime, training materials, training equipment and supplies, and firearm instructor training.
The City administration is applying for grant funding in the approximate amount of $74,000 for
the purchase of two virtual reality simulators that will equip the Miami Beach Police Department
and its training efforts. No matching funds are required.
5. Florida Department pf Law Enforcement, Theft/Fraud Grant Program, in the approximate
amount of $10,000 for Investmgatiye Overtime Funding.
The Florida Department of Law Enforcement (FDLE) Identify Theft/Fraud Grant Program was
created to provide support to local law enforcement agencies in the investigation of personal

The City administration is applying for grant funding in the approximate amount of $10,000 for
Investigative Overtime Funding that will support Miami Beach Police Department officers. No
matching funds are required.
6. U.S Department of Transportation. Promoting Resilient Operations for Transformative.
Efficient. and Cost -saving Transportation Program, in the approximate amount of $63.3 Million
for First Street Sea Level Rise Adaptation Pro g&, L
Under the Bipartisan Infrastructure Law, the Promoting Resilient Operations for Transformative,
Efficient, and Cost -saving Transportation (PROTECT) Grant program provides funding to
ensure surface transportation resilience to natural hazards including climate change, sea level
rise, flooding, extreme weather events, and other natural disasters through support of planning
activities, resilience improvements, community resilience and evacuation routes, and at -risk
coastal infrastructure.
The City administration is apptying for grant funding in the approximate amount of $63.3 Million
for the First Street Resilience Improvement and Sea Level Rise Adaptation Project. The
project will improve a South Pointe area by constructing new stommwater infrastructure and by
elevating a critical roadway that connects to evacuation routes. Matching funds in the
approximate amount of $15.81 Million will be made available from account number 303-0810-
069357-00-410-564-00-00-00-53822.

The Florida Department of Environmental Protection (FDEP) created the Resilient Florida
program to enhance efforts to protect Florida's inland waterways, coastlines, and shores, which
serve as invaluable natural defenses against sea level rise. This is the third consecutive year of
the program's existence and it has been a successful funding partner in the City's resilience
projects. This year, the City is applying for grant funding for two separate projects as described

below, in the approximate combined amount of $8.6 Million.
Qum Enhancements Add'bonal Funds:
The City administration is applying for grant funding in the approximate amount of $240,000
to help cover recent cost escalations for the Dune Enhancements project, which has an active
grant agreement with FDEP. The project will provide a healthy dune system with a nature -
based protection solution from storms, climate change, and sea level rise. Matching funds in
the amount of $240,000 will be requested during the FY 2025 budget process for account
numbers: 178-6886-000312-21-402-508-00-00-00 and 011-0830-000312-21-402-515-00-00-
00-. The availability of funds is contingent upon City Commission approval during the FY
2025 budget process.
West Avenue Neighborhood Adaptation Additional Funds
The City administration is applying for grant funding in the amount of $8,358,522 to help
cover recent cost escalations for the West Avenue Neighborhood Adaptation project, which
has an active grant agreement with FDEP. The project will implement robust sea level rise
adaptation efforts across the West Avenue neighborhood to prevent future flooding and to
increase the resiliency of the low-lying area. Matching funds in the amount of $8,358,522 will
be made available in FY 2024, contingent on City Commission approval during the FY 2024
capital budget process.
In the 2022 Resident Satisfaction Survey, more than 90% of resident respondents rated the
City's "emergency medical services" as "excellent or good".
In the 2022 Resident Satisfaction Survey, 38% of resident respondents rated police services to
be within the top five most important city services to them.
In the 2022 Resident Satisfaction Survey, 39.4% of resident respondents were very satisfied or
satisfied with City efforts to be a "green or sustainable city".
FINANCIAL INFORMATION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or
agreements in connection with these grants, award programs and funding requests.
